OF THE REGULAR MEETING

OF THE MANCHESTER CITY COUNCIL

NOVEMBER 10, 2014

5:00 P.M.

COUNCILMEMBERS PRESENT: Mayor Pro Tem Bruce Burt., Councilmember Travis L. Ferguson, Councilmember Solomon Ferguson and Councilmember Pattisue S. Elliott.

NOT PRESENT: Mayor Anthony D. Clifton

OTHERS IN ATTENDANCE: City Attorney Nathan Lee and City Manager Kathy M. Storey.

Mayor Pro Tem Burt called the meeting to order at 5:00 p.m. in City Hall. Councilmember Travis Ferguson gave the invocation and Mayor Pro Tem Burt led the pledge of allegiance.

The minutes for Special Called Meeting on September 30, 2014 were tabled.

Councilmember Solomon Ferguson made a motion to adopt the minutes for regular meeting on October 13, 2014 and Councilmember Travis Ferguson seconded the motion. A vote was taken Councilmember Travis Ferguson, Councilmember Elliott and Councilmember Solomon Ferguson were 3 ayes and Mayor Pro Tem Burt abstained.

The minutes for Special Called Meeting on October 21, 2014 were tabled.

Councilmember Travis Ferguson made a motion to approve the September 2014 Treasurer’s report as presented and Councilmember Solomon Ferguson made the second. A vote was taken and the results were unanimous. (4 ayes)

Kevin Wiley from Georgia Power made a presentation to donate $250.00 to Celebrations of Trees event.

Carolyn McKinley from Meriwether Chamber of Commerce made a presentation to update the council on tourism. The Together in Meriwether Committee has been working hard on identify our tourist attractions in the county and making the locations visible to the guests that drive thru county. She explained the committee is trying to keep all directions of the county to work together and make the most we can make of tourism revenue.

Councilmember Travis Ferguson made a motion to approve invoice for Brannen Motors in the amount $17,000.00 and Councilmember Elliott seconded the motion. A vote was taken and the results were unanimous. (4 ayes)

Councilmember Elliott made a motion to adopt 2013-2014 Budget Resolution and Councilmember Solomon Ferguson seconded the motion. A vote was taken and the results were unanimous. (4 ayes)

Councilmember Solomon Ferguson made a motion to reappoint Atticus Mathis, Bruce Burt, Buck Fancher to another term on the Manchester Development Authority with their terms expiring on December 31, 2018. Councilmember Elliott seconded the motion. A vote was taken Councilmember Travis Ferguson, Councilmember Elliott and Councilmember Solomon Ferguson were 3 ayes and Mayor Pro Tem Burt abstained.

Councilmember Elliott made a motion to approve the service awards and hams for the employee which total $9100.00. Councilmember Travis Ferguson seconded the motion and a vote was taken and the results were unanimous. (4 ayes)

City Manager Storey reported that the Christmas Craft Express will be November 22, 2014 at the Manchester Mill.

City Clerk Price discussed the upcoming event Celebrations of Trees on December 5 & 6, 2014.

City Manager Storey informed the council of the Christmas Employee Luncheon will be December 10, 2014 at noon.

City Manager Storey also discussed the donation of the 1986 Fire Truck that was donated to the city from the city of Newnan. Fire Chief will be picking it up on Friday.

Councilmember Elliott made a motion to approve Hofstadter & Assoc as the engineer for the 2014 CDBG grant.. Councilmember Solomon Ferguson seconded the motion. A vote was taken and the results were unanimous. (4 ayes)

Councilmember Solomon Ferguson made a motion to adopt the Equipment and Technology Ordinance and Councilmember Travis Ferguson seconded the motion. A vote was taken and the results were unanimous. (4 ayes)

Mayor Pro Tem Mayor Burt made a motion to elect Mayor Anthony Clifton to county wide recreation board and Councilmember Travis Ferguson seconded the motion. A vote was taken and the results were unanimous. (4 ayes)

Councilmember Elliott made a motion to abandon the alley behind John Pierce Construction and allow the city to deed the property to him at no cost to the city. Councilmember Solomon Ferguson seconded the motion. A vote was taken and the results were unanimous. (4 ayes)

Councilmember Solomon Ferguson made a motion to adjourn and Councilmember Travis Ferguson seconded the motion. A vote was taken and the results were unanimous. (4 ayes)

The meeting was adjourned at 6:01 p.m. in City Hall.
