Initial assignment will be to Mayo General Hospital. The successful candidate may be required to work in any service area within the vicinity as the need arises.
Details of Service / Saolta University Health Care Group is one of six new hospital groups announced by the then Minister for Health, Dr. James Reilly TD in May, 2013, as part of a re-organisation of public hospitals into more efficient and accountable hospital groups that will deliver improved outcomes for patient. The Saolta University Health Care Group comprises of 7 hospitals:
  • Letterkenny General Hospital
  • Sligo Regional Hospital
  • Mayo General Hospital
  • Roscommon Hospital
  • Portiuncula Hospital, Ballinasloe
  • Merlin Park University Hospital Galway
  • University Hospital Galway
The Group has one overall Group Management Team, one financial budget of €598.9 million and operates with 1,771 beds and 7,743 WTE (9,054 headcount - May 2014) staff.

Mayo General Hospital
Mayo General Hospital is a Level III hospital within the Saolta University Healthcare Group.
Mayo General Hospitals has 304 beds, its aim is to deliver high quality and equitable care for all its patients, in a safe and secure environment, and to achieve excellence in clinical practice, teaching, training and research.
Reporting Relationship / Director of Nursing& Midwifery
Purpose of the Post /
  1. To manage and lead the activities of the Nursing Practice Development Office in Mayo General Hospital.
  1. Supervise and manage the undergraduate degree programme for GMIT through line management function for Clinical Placement Co-ordinators and Allocations Liaison Officer, and incorporate all external clinical sites.
  1. This post will incorporate out of hour’s duty management responsibility, as directed by Director of Nursing & Midwifery.

Principal Duties and Responsibilities / The Nursing Practice Development Co-ordinator will:
  • Maintain a Nursing Practice Development Office which will evaluate, develop, implement and monitor nursing practice in all areas of Mayo General Hospital.
  • Manage the nursing services quality assurance programmes in such a way as to support and ensure the delivery of the highest standard of nursing care throughout Mayo General Hospital and ensure a high degree of patient satisfaction.
  • Through the supervision of the clinical placement co-ordinators, ensure that the clinical areas in Mayo General Hospital to which student nurses are assigned for clinical placements, provide optimum teaching and learning environments and are capable of meeting the learning outcomes for student nurses.
  • Develop patient centred nursing practices through care processes, which enhance clinical effectiveness and patient outcomes.
  • Facilitate change and play a key role in promoting the organisational developments and strategies required to sustain innovations in nursing practice.
Management and Organisation
The Nursing Practice Development Co-ordinator will:
  • Manage the Nursing Practice Development Office which will be a centre for the development and implementation of excellence in nursing practice, and will meet set objectives within a set timescale.
  • Provide leadership on quality issues and to manage and implement the nursing services quality assurance strategy by developing and implementing systems relating to quality improvement and co-ordinating associated monitoring mechanisms.
  • Develop, implement and monitor patient dependency systems which are accurate, user-friendly and reflect best practice. To provide the necessary information for nurse management to permit the determination of the appropriate skill/grade mix.
  • Formulate policies, protocols, guidelines and procedures which will ensure that the highest standard of nursing care is provided within available resources.
  • Set achievable, safe standards of nursing care across a broad spectrum of patient categories and to collaborate with any multidisciplinary approach to standard setting.
  • Prepare work schedules which will achieve the objectives set for the office by the Director of Nursing and to submit regular reports on targets achieved and, where targets have not been met, to indicate action taken.
  • Ensure that the clinical areas where student nurses are assigned for nursing practice placements provide the optimum learning/teaching environments and are conducive to the learning requirements of the students.
  • Provide support and guidance for student nurses during practice placements, through the effective leadership of the Clinical Placement Co-ordinators.
  • Regularly evaluate the quality of the clinical placements provided for student nurses and to submit evaluation reports to the Director of Nursing.
  • Recommend and participate in training programmes for Clinical Placement Co-ordinators and appraise and report on their performance.
  • Initiate, facilitate and take part in relevant nursing research and promote research awareness within the nursing service.
  • Demonstrate evidence of planning/organisational skills, including time management, the ability to use his/her own initiative.
  • Demonstrate ability to motivate self and others.
Communication / Interpersonal
The Nursing Practice Development Co-ordinator will:
  • Foster good working relationships between colleagues and other staff by maintaining a high professional standard. Develop and deliver programmes relating to practice development and nursing care initiatives as part of an overall practice development strategy.
  • Communicate and liaise with a range of education and training providers in the developing, delivering or sourcing a range of education and training programmes relative to the needs of a modern and developing intellectual disability service.
  • Provide support to nursing colleagues in responding to individual learning / professional development needs relative to the conduct of their roles.
  • Demonstrate effective writing and presentation skills

Education and Training
The Nursing Practice Development Co-ordinator will:
  • Work in collaboration with third level institutes to develop and implement educational frameworks for clinical pathway programmes.
  • Collaborate with the Director of the Centre of Nurse Education in the development of educational programmes that reflect policy and service need.
  • Develop and deliver of orientation programmes for nursing staff assigned to the intellectual disability services, in conjunction with a range of key stake-holders.
  • Liaise with service and education providers in facilitating the delivery of workshops to support staff in their role as assessors of students of nursing, under-graduate, graduate and post-graduate.
  • Through provision of support and supervision of the Clinical Placement Co-ordinators, ensure that the clinical areas, to which student nurses are assigned for clinical placements, provide optimum learning environments and are capable of meeting the learning objectives set by the Nursing & Midwifery Board of Ireland and the Third Level Education Provider.
Professional/Personal Development
The Nursing Practice Development Co-ordinator will:
  • Keep up-to-date with nursing literature, recent nursing research and new developments in nursing practice, management and education participate in training programmes and attend relevant seminars and conferences relating to nursing issues as required by the Director of Nursing.
  • Keep up to date with curriculum developments and undertaking clinical learning environments audits.
  • Identify and participate in activities that enhance your own professional development.
  • Support staff in the application of range of codes and policies of practice, including (but not exclusively): Scope of Practice Framework (An Bord Altranais, 2000) and the Code of Professional Conduct (An Bord Altranais, 2000) in their practice.
Audit/Research
The Nursing Practice Development Co-ordinator will:
  • Participate in the establishment and development of the best possible systems of support for the nursing service from clinical and non-clinical departments and collaborate with appropriate officers to remedy any deficiencies.
  • Formulate policies, protocols, guidelines and procedures which will ensure that the highest standards of patient focused nursing care is provided within available resources based on appropriate knowledge and research.
  • Facilitate and promote the sharing of a range of practice based initiatives across the intellectual disability services.
  • Develop and review, in consultation with the clinical areas and the third level institute, tools and processes for auditing the clinical learning environment.
  • Co-ordinate the ongoing implementation of a strategy for completion of record keeping audits inMayo General Hospital.
  • Provide accurate reports of all audits completed to the relevant Director of Nursing, Assistant Director of Nursing, Co-ordinator or other nominated personnel as part of supporting an ongoing quality improvement ethos across the service.
  • Support nursing staff in the conduct of internal and local audit processes as part of service delivery improvement processes and their own professional development.

Consultant

The Nursing Practice Development Co-ordinator will:
  • Consults with and is a consultant to other nurses, including students and other health care professionals both within and outside the service.
  • Provide support and supportive supervision to professional colleagues and front-line staff where appropriate.
  • Lead and implement change, with particular reference to recommendations of the Commission of Nursing (1998), Scope of Practice (2000) and A Vision for Change (2006).
  • To advise nursing staff in relation to evidence-based practice, models of care in order to support the development of appropriate standards of care.
PLEASE NOTE THE FOLLOWING GENERAL CONDITIONS:
  • Employees must attend fire lectures periodically and must observe fire orders.
  • All accidents within the Department must be reported immediately.
  • Infection Control Policies must be adhered to.
  • In line with the Safety, Health and Welfare at Work Act, 2005 all staff must comply with all safety regulations and audits.
  • In line with the Public Health (Tobacco) (Amendment) Act 2004, smoking within the HospitalBuilding is not permitted.
  • Hospital uniform code must be adhered to.
  • Provide information that meets the need of Senior Management.
Risk Management, Infection Control, Hygiene Services and Health & Safety
  • The management of Risk, Infection Control, Hygiene Services and Health & Safety is the responsibility of everyone and will be achieved within a progressive, honest and open environment.
  • The post holder must be familiar with the necessary education, training and support to enable them to meet this responsibility.
  • The post holder has a duty to familiarise themselves with the relevant Organisational Policies, Procedures & Standards and attend training as appropriate in the following areas:

  • The post holder is responsible for ensuring that they become familiar with the requirements stated within the Risk Management Strategy and that they comply with the Hospitals Risk Management Incident/Near miss reporting Policies and Procedures.
  • The post holder is responsible for ensuring that they comply with hygiene services requirements in your area of responsibility. Hygiene Services incorporates environment and facilities, hand hygiene, catering, cleaning, the management of laundry, waste, sharps and equipment.
  • The post holder must foster and support a quality improvement culture through-out your area of responsibility in relation to hygiene services.
  • It is the post holders’ specific responsibility for Quality & Risk Management, Hygiene Services and Health & Safety will be clarified to you in the induction process and by your line manager.
  • The post holder must take reasonable care for his or her own actions and the effect that these may have upon the safety of others.
  • The post holder must cooperate with management, attend Health & Safety related training and not undertake any task for which they have not been authorised and adequately trained.
  • The post holder is required to bring to the attention of a responsible person any perceived shortcoming in our safety arrangements or any defects in work equipment.
  • It is the responsibility of the post holder to be aware of and comply with the HSE Health Care Records Management / Integrated Discharge Planning (HCRM / IDP) Code of Practice.

Eligibility Criteria
Qualifications and experience / Each candidate must at the latest date for receipt of completed applications:
Be registered in the General Division of the live register of Nurses maintained by An Bord Altranais agus Cnáimhseachais na hÉireann (Nursing Midwifery Board Ireland)
and
Have at least five years (5) post registration experience of nursing including a minimum of twoyears (2)experience/involvement in clinical practice management, practice development, education or quality improvement.
and
Hold a relevant post graduate award at level 9 (Masters Degree) or Higher.
and
Have completed a Teaching and assessing course/programme/module.
and
Possess the requisite knowledge and ability (including a high standard of suitability) for the proper discharge of the duties of the office.
Health
A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
