Regarding: Guidelines for Treating Co-Occurring

Colorado is in the process of creating standards for substance use disorder treatment providers to be licensed for providing services for persons with co-occurring disorders. Can you please let me know whether you have standards or guidelines in your state for any co-occurring population (all, adolescent, criminal justice, etc.). If you could attach any you have or provide a URL so I can find them, that would be most helpful.

SPECIAL PROVISIONS FOR

CASE MANAGEMENT AND INTEGRATED

MISA TREATMENT SERVICES

I.PURPOSE

This Exhibit sets forth the terms and conditions applicable to treatment and related services funded by the Illinois Department of Human Services (DHS), Division of Alcoholism and Substance Abuse (DASA) for a collaborative system of care, designed for persons who are clinically diagnosed with co-occurring mental illness and substance abuse (MISA). Such care is expected to provide coordination and provision of services to MISA clients to enable each client to attain the highest level of functioning and to circumvent avoidable psychiatric hospitalization and chemical relapses.

II.SPECIFIC PROGRAMMATIC REQUIREMENTS

  1. Description of Program: The Provider shall develop and emphasize services that are consumer oriented, geographically accessible, integrated and comprehensive, which bridge continuing care responsibilities between all levels of an integrated system of care. The provider shall maintain policies and procedures which document accessibility to a full range of services. The Provider shall ensure access to or the capability for provision of an integrated screening and comprehensive clinical assessment for both mental health and substance abuse disorders.   1. Target Population: Adults age 18 and over who have a co-occurring DSM-IV-TR Axis I mental health and substance use disorder diagnosis.
  1. Service Levels Expectation: Unless otherwise specified herein, the funding award for MISA should be utilized to primarily deliver case management and treatment services. However, up to 25% of funding may be used for early intervention and 5% for community intervention with the exception of those providers who deliver co-location services at DHS/Division of Mental Health (DMH) facilities who are allowed to deliver more than 5% community intervention. The established percentages may be varied only upon written approval by the DASA Program Manager. Service delivery shall be analyzed monthly against this projection, which will be used to justify continued funding and to formulate funding and deliverables for such services in future fiscal years.
  1. Research/Best Practice Expectation: The Evidence Based Practice of Integrated Dual Diagnosis Treatment should be used as a guide for treatment of MISA clients. Co-location service expectations also include the following for any Provider who has a substance abuse clinician working on-site in DHS/DMH facilities:
  1. Maintain and annually review a written agreement between the mental health facility and the Provider describing the roles/responsibilities of the provider and the roles and responsibilities of the mental health facility.
  1. Develop policies and procedures for maintaining ongoing communication and program development between the Provider and the mental health facility. These agreements shall be reviewed and approved by the MISA Manager.
  1. Attend administrative/planning meetings between provider and DMH facility to facilitate coordination of services.
  1. Provide screening, referral, and linkage to appropriate substance abuse treatment services as indicated in the written agreement.
  1. Community Intervention activities including:
  1. Crisis Intervention consisting of brief contacts to determine appropriate interventions and/or services.
  1. In-reach activities such as meetings with local DHS providers to discuss screenings and referrals.
  1. Outreach activities designed to educate community stake holders and increase referrals for treatment.
  1. Consultation with referral sources.

E. Training: The Provider shall ensure that all clinicians working in a MISA

Program receive ten hours MISA specific training each year. If working in a licensed and funded MISA program, clinicians must meet the following credentials within three years of beginning work in the MISA program:

1. Licensed through the Illinois Division of Financial and Professional

Regulations (IDFPR) as either a Licensed Certified Professional Counselor (LCPC), Licensed Certified Practitioner (LCP), Licensed Certified Social Worker (LCSW), Licensed Social Worker (LSW) and endorsed as a Registered Dual Diagnosis Professional (RDDP); or

  1. Certified through Illinois Alcohol and Other Drug Abuse Professional

Certification Association (IAODAPCA) as a Certified Alcohol and Drug Counselor (CADC) or higher and Mentally Ill Substance Abuse Counselor I or II (MISA I or II); or

  1. Licensed through Illinois Division of Financial and Professional

Regulations (IDFPR) as either a Licensed Certified Professional Counselor, Licensed Certified Practitioner (LCP), Licensed Clinical Social Worker (LCSW), Licensed Social Worker (LSW), and certified through the Illinois Alcohol and Other Drug Abuse Professional Certification Association (IAODAPCA) as a Certified Alcohol and Drug Counselor (CADC) or higher.

III.SPECIFIC REPORTING REQUIREMENTS

  1. The Provider shall report all treatment, case management, intervention, and co-location services using the Department’s Automated Reporting and Tracking System (DARTS) and shall designate all such services in DARTS using the dedicated funding category “M” –MISA.
  1. By the 15th day after the beginning of the fiscal year, the Provider shall submit:
  1. Updated copies of inter-agency linkage agreements.
  1. An annual training plan for SFY 2008 that specifies the topics to be covered and number of staff to be trained.
