Notification for Contractual Exemption of prohibited items supplied to Syria

European Union Council Regulation (EU) No 36/2012, which came into force on 19 January 2012, implements restrictive measures on Syria. These measures include a prohibition on the supply of key equipment and technology, the provision of related brokering services and the provision of technical and financial assistance, for Syria’s oil and gas industries, for items listed in Annex VI of the Regulation, and for certain activities related to the construction or installation in Syria of new power plants for electricity production as set out in Article 12 and Annex VII.

As a result of these measures, if you wish to claim exemption from this prohibition, you are required to demonstrate to the Export Control Organisation (ECO) the existence of a pre-existing contract to supply equipment or technology listed in Annexes VI or VII, or related assistance, to Syriaor a Syrian entity. The contract must have been concluded before 19 January 2012.

We require you to provide us with a copy of the Contract (via e-mail) or relevant extracts from the Contract, to evidence the answers to your questions.

You need to notify ECO of the transaction as least 21 calendar days in advance of the transaction.
