NOTES FROM THE PUBLIC FORUM HELD ON 02 FEBRUARY 2016

There were two members of the public present. One came along to report on the cemetery footpath, the Garden of Remembrance and to offer his services to wind the Church clock. The second person came along to thank the Parish Councillors who had attended the planning meeting to speak on behalf of the residents regarding the American Caravans Applications.

County Cllr Ayling gave her report and left the meeting.

MINUTES OF THE MEETING HELD ON THURSDAY 02 FEBRUARY 2016 AT 7.30pm IN THE YOUTH CENTRE, HALL LANE, STICKNEY

1.  APOLOGIES FOR ABSENCE AND REASONS GIVEN

Apologies: were accepted from Cllr Wood

Present: Cllrs Sherriff, Dodds, Edwards, Spring, Cooper, Perham and Bolland (Chairman)

Also Present: Dist Cllrs Ashton & Jones.

2.  TO RECEIVE REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES (5 minutes)

a.  County Cllr Ayling reported in the Public Forum:

i.  The overgrown hedges at the William Lovell Academy are being dealt with.

ii.  There were no other matters regarding LCC

b.  Dist Cllr Ashton reported in the Public Forum:

i.  The next Area Forum will be held on 20 March at Horncastle. One item will be how to comment of planning applications.

ii.  Conversations are currently taking place between Councils with regard to having a Unitary Authority rather than the District Councils.

3.  TO RECEIVE DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011

There were no declarations of interest.

4.  NOTES OF THE LAST MEETING HELD ON 01 DECEMBER 2016 TO BE APPROVED AND SIGNED AS THE MINUTES

It was proposed by Cllr Perham and seconded by Cllr Edwards that the minutes be approved and signed as a true record.

5.  CLERK’S REPORT

a.  The precept form has been received, completed and returned to ELDC

b.  There is no-one to do the Kiddies Corner of the magazine. Councillors will try and look for items to send to the Clerk to use.

c.  The Jubilee Committee minutes have been taken to be bound.

6.  TO RECEIVE A REPORT FROM THE CHAIRMAN

The Chairman expressed thanks to Mr Bell for sorting out the Christmas lights. Cllr Dodds reported the lights are to be removed and repaired ready for use this year.

7.  TO RECEIVE PLAY AREA REPORT

There are no problems with the equipment

8.  TO RECEIVE UPDATE REGARDING PICNIC SITE

Nothing has been received from LCC regarding the removal of the toilet block.

9.  TO DISCUSS THE CLEANING OF THE WAR MEMORIAL

a.  An invoice has been received from the Co-op for the cleaning of the War Memorial.

b.  The Clerk outlined the work that took place in 2014 and reported work that hadn’t taken place.

c.  The new invoice for £768.00 plus VAT is for the cleaning only.

d.  It was resolved that the new invoice should be paid.

10.  TO DISCUSS THE RESIGNATION OF THE LITTER PICKER AND THE GREAT BRITISH SPRING CLEAN

a.  All Councillors have a copy of the email from Mr Tempest.

b.  Cllr Dodds reported that there may be some residents willing to litter pick certain areas of the village, but not the whole village.

c.  If these residents are volunteers they will be covered on the Parish Council insurance, if not they will require their own public liability insurance.

d.  It is too late to arrange the Great British Spring Clean for 03-05 March.

e.  It was resolved to ask ELDC if this can be done in April and check that the grabbers will be available then.

11.  TO APPROVE PAYMENT OF THE LALC TRAINING FEE

a.  The training fee for Stickney will be £85.00.

b.  It was resolved to pay this fee.

c.  Cllr Sherriff will attend the New Councillors Training at Toynton on 14 March 2017

13.  TO RECEIVE REPORTS FOR LCC HIGHWAYS

a.  Any street light in all day or out at night

i.  Cllr Perham will advise the Clerk of the street light numbers that are out in West Fen Lane.

ii.  Cllr Sherriff will advise the Clerk of the intermittent street light in Horbling Lane.

iii.  Street lights 17, 18, 19 and 20 at Main Road will be put IN and changed to LED in due course.

iv.  All footway lighting in Stickney has been changed to either LED or photo electric cells which will go OFF around midnight and cone ON around 6.00am.

b.  Any pot holes for repair.

i.  The Highways Officer has looked at the pot holes in West Fen Lane, they were reported for repair.

ii.  A small pothole in the footway opposite Horbling Lane has been reported for repair

c.  Any other LCC highway matters

i.  The Highways Officer met with the Chairman and the Clerk to look at the footway on Horbling Lane. The footway will be cleared of grass and slurry sealed on both sides of the road.

ii.  Measurements have been taken from the end of the footway at Horbling Lane to the last property for a request that the footway be extended.

iii. The Stickney directional sign at New Bolingbroke has been reported for re-siting.

iv. White lines along Stickney Lane will be requested.

v.  Parish Councils can pay contractors to do work usually carried out by LCC, insurance must be in place and LCC must be advised.

vi. Highway faults should now be reported at www.lincolnshire.gov.uk/faultreporting.

vii.  The grass verges will be cut twice a year by LCC.

viii.  There will be a temporary road closure in West Fen Lane, in the vicinity of The Chestnuts, for essential maintenance work by North Midland Construction between 06.02.17 and 17.02.17.

14.  TO REPORT COMMENTS MADE ON PLANS RECEIVED SINCE THE DECEMBER MEETING

The Parish Council SUPPORTED the following application:

S/169/02454/16 Mr F Booley Outline erection of 3 dwellings (means of

access to be considered) at Lynwood, Main Road, Stickney

The Parish Council OBJECTED to the following applications:

S/203/02501/16 Mr D Nelson Outline erection of 3 dwellings at land

adjacent to Holme Farm, Stickney Lane, West Fen

This application has been re-submitted with the addition wording on the Design & Access Statement of “outline erection of 3 affordable detached dwellings”. The issues of each property needing a car to access local amenities remains an issue; the speeding vehicles along Stickney Lane remains a problem to access the highway; the fact that there is no footway for families to safely walk to the village amenities is still an issue; the fact that trees align the highway in this area is still a fact; the fire hydrant will still need to be improved for any additional properties in this area and the development is outside the boundary of the sustainable village and is not in keeping with the area.

TO REPORT COMMENTS MADE ON PLANS RECEIVED SINCE THE DECEMBER MEETING - continued

S/169/02377/16 Mr & Mrs Bradshaw Erection of 1 detached house on the site of

existing mobile home which is to be removed to include the provision of parking at Charnwood, West Fen Lane, Stickney

This application was previously refused and an appeal was dismissed on the grounds of this being in an unsustainable countryside location, this was upheld on appeal. The same issues exist with the new application. Planning was never given for the siting of the mobile home. Residents living in West Fen Lane need a car to access village amenities. There are a number of other areas in the village being developed where cars would not be a necessity and all the amenities are accessible.

S/120/02241/16 Beeswax Dyson Excavation of land to form a lagoon for the storage of

Farming Limited digestate fertilizer with embankments to a maximum

height of 2 metres and erection of perimeter fencing and gates to a maximum height of 1.8 metres at Land at Grange Farm, Barlode Drain, Midville

The increase in traffic along Hall Lane, Horbling Lane and Midville Lane, which is already in a poor state of repair. The weight of the vehicles using these residential roads. The potential odour from the lagoon affecting resident on Midville Lane

16.  TO REPORT ANY PLANNING DECISIONS FROM ELDC

The following application has been WITHDRAWN:

S/169/02243/16 Visual Developments Erection of 3 houses each with a detached single garage

Limited on site of existing dwelling which is to be demolished at

17.  TO DISCUSS THE POSSIBILITY OF SPEED WATCH SIGNS IN THE VILLAGE

a.  The numbers of the street lights for siting the signs are required. LCC will be asked for a plan showing the street light numbers.

b.  The order will be prepared by the Clerk when the plan has been received.

18.  TO DISCUSS THE POSSIBILITY OF HAVING A DEFIBRILATOR IN THE VILLAGE

a.  The owner of the site where a defibrillator has still not confirmed if it can be sited on the building.

b.  The purchase of the telephone kiosk will be looked into for a defibrillator to be sited in it.

c.  Grants for between £250.00 and £5000.00 are available from solar Century via Grantscape. Applications must be in by 26 April 2017.
