Minutes of the Regular Meeting held on Wednesday, October 19, 2015

I.  CALL TO ORDER AND ROLL CALL

Mr. Joseph McGuire called the meeting to order at 6:30 P.M.

On a motion by Mrs. Bargisen and seconded by Mrs. DeGennaro, the Northvale Board of Education approved the following Northvale Public School District minutes:

Thanked Mr. Steve Linzenbold for four years of dedicated service to the Northvale School district and Mr. Linzenbold thanked everyone for support.

12.  Dr. Leslie Nagy and Dr. Charles Wuhl, licensed professional psychiatrists, to conduct evaluations and school clearances for the period of July 1, 2015 through June 30, 2016. [click]

13.  The Northvale Ambulance Corp class to certify all Professional Rescuers and Health Care Providers and Coaches in CPR/AED. Class will be given on October 28 in the Media Center from 3:30 pm to 7:30 pm.

VII  BUSINESS ADMINISTRATOR’S REPORT

Mrs. Bargisen motioned and Mr. Bargna seconded the motion that Resolutions 1 through 12 be accepted as presented.

2. Report of the Board Secretary [click] and Report of the Treasurer [click] for the month ending August 31, 2015; and

Further, that in compliance with NJAC 6A: 23-2.11(c) 4, the Northvale School District Board of Education certifies that no major account or fund has been over-expended and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year.

3. Transfer of funds between budgetary line items for August 2015 in compliance with NJ S-1701 Regulations (10% cap).

4. One additional receiving student from Rockleigh – first grade $16,377 (revenue).

5. Tuition payment of $61,397.69 for one additional student attending 2015-2016 Valley Program.

6. PURCHASE OF CD FOR THE CLASS 2024

WHEREAS, the Northvale Parent Teachers Organization (PTO) wishes to open a certificate of deposit in the amount of $1,000.00 for the Class of 2024; and,

WHEREAS, the Northvale Parent Teachers Organization (PTO) requested that the Northvale Board of Education oversee this financial transaction; and,

NOW THEREFORE BE IT RESOLVED, that the Northvale Board of Education authorize the school business administrator to open a certificate of deposit at PNC Bank located in Northvale, New Jersey and to act as the designated agent overseeing all transactions for Class of 2024 Certificate of Deposit.

7. SHARED SERVICES AGREEMENT WITH REGION V

BE IT RESOLVED, that the Northvale Board of Education approves the shared services agreement including but not limited to CST evaluation at the rate of $310 per evaluation, hourly student therapies and other student support services at the rate of $67.00 per hour, non public school services and other services as requested to be provided by Region V consultants on as needed basis for the 2015-2016 school year. There is a 7% administrative fee for out of region districts.

8. COMPREHENSIVE MAINTENANCE PLAN/FORM M-1

WHEREAS, the Department of Education requires New Jersey School Districts to submit three-year maintenance plans documenting “required” maintenance activities for each of its public school facilities, and

WHEREAS, the required maintenance activities for the various school facilities of the Northvale Public School District are consistent with the requirements, and

WHEREAS, all past and planned activities are reasonable to keep school facilities open and safe for use or in their original condition and to keep their system warranties valid,

NOW THEREFORE BE IT RESOLVED, that the Northvale Public School District hereby authorizes the school business administrator to submit the Comprehensive Maintenance Plan and Form M-1, Annual Maintenance Budget Worksheet per N.J.A.C. 6A: 26A.

9. Approve Mr. Michael Pinajian, Superintendent, to attend NJASB Convention on October 27-29, 2015 in Atlantic City NJ.

Registration $250.00

Hotel $198 for 2 nights

Mileage @ $0.31 per mile plus tolls

State approved meal allowance

10. Approve Ms. Deborah Trainor, Business Administrator, to attend NJASB Convention on October 28, 2015 in Atlantic City NJ.
