Ø  Two notorious interstate highway robbers arrested.

Ø  Blind case of Truck Robberyof P.S. Loni worked out.

A team of officers of Special Staff, North –West Distt,Delhi led by Inspr. Shyam Sunder, SI Ajay, SI Rajeev Ranjan,SI Ved Prakash,HC Chanderbir, HC Shahir, HC Jaiveer, HC Vinod, HC Anil, Ct. Shreepal, Ct. Ravi Rana, and Ct. Bijender under the supervision of ACP Sh. Aas Mohd have apprehended two notorious interstate highway robbers actively involved in truck robberies in NCR region.

OPERATION:-

On 29.07.12, HC Chanderbeer received a specific information that two robbers were present in the area of Sarai Pipal Thala near Fruit Mandi, Azad Pur, New Delhi to sell the robbed property committed in the area of PS Loni, Distt Ghaziabad (UP) in which they alongwith their other associates robbed a truck containing 306 LPG cylinders. Acting on this tip off, a trap was laid near Fruit Mandi,Azad Pur and two youths were overpowered by the team On asking about their identity and reason for their visit, they could not give any satisfactory reply. On suspicion, they were brought to the office of Operation cell for further interrogation.

INTERROGATION :-

During sustained interrogation they disclosed their identity as Tausib @Chotey S/O Nasaruddin R/O Vill Madola, PS Loni, Distt Ghaziabad (UP) and Md. Abid S/O Iqbal R/O Ashok Vihar, 30 Foota Road Kachchi Colony, PS Loni Distt Ghaziabad (UP) and they confessed their involvement in Highway robbery of a truck committed in the area of PS Loni. They disclosed that in the area of PS Loni, in the night intervening 27/28/07/2012 they had taken lift in a Truck containing LPG cylinders and after moving some distance they over powered the truck driver on the point of Pistol and tied him with rope. They had thrown the truck driver near Khekhara Distt Bagpat in a pit and taken away the robbed truck containing entire 306 LPG cylinders to Meerut to sell, but their receiver was not found available on that day hence they decided to hide the truck in the area of Shahibabad and sell the truck to any receiver in Delhi. They parked the truck in the area of Shahibabad and their other associates remain present with truck. Both the above accused persons came to Delhi to explore the possibilities to obtain the good value of stolen property but during their efforts, they were caught. Both of them have been arrested U/S 41.1 Cr.P.C. and local Police of PS Loni Distt Ghaziabad (UP) has been informed accordingly.

CASES WORKED OUT:-

Beside above cases, the accused have disclosed their involvement in various other robberies/ thefts. Efforts are being made to link those cases and to nab the other associates.

PROFILE:-

· Tausib @Chotey is a school dropout. He did his primary schooling from Govt. school. For last about 3 years, he is working as a truck driver. About 2 months back, he came in contact with Abid, Irfan and other associates. To earn quick money they committed various robberies and thefts but he has been arrested for the first time.

· Abid did his schooling from his native village. His father is a farmer. To earn quick money he committed various robberies and thefts but he has been arrested for the first time.

Further investigation is in progress.

·  SENSATIONAL & BLIND ROBBERY CUM MURDER CASE WORKED OUT

INTRODUCTION:

With the arrest of accused namely Vinod @ Nehru s/o Gulshan Kumar r/o- G-1818, Jahangir Puri, Delhi and apprehension of one J.I.C.L. North West Distt. Police has solved a very sensational case of robbery cum murder.

INCIDENT:-

A PCR call was received on 27.7.12 at about 10.35 PM in which some unknown person informed regarding an unconscious person lying at Shah Alam Bandh Road, on which SI Krishan alongwith staff reached the spot and found a pool of blood, blood stained Bicycle and a blood stained bag. It came out on enquiry that one injured person having stab injuries has been taken to BJRM Hospital. There was no eye witness at the spot. SI Krishan alongwith staff reached BJRM Hospital and received MLC of Vinod Kumar Sikri r/o- D-14, Lord Krishna Road, Adarsh Nagar, Delhi age-42 Years, who was having a stab injury about 4X2 cm and about 6 cm deep, and was declared brought dead. The deceased was running a tea shop at Gandhi Vihar, Delhi and on 27.2.12 he was returning from his shop to home but on his way he was robbed off his mobile phone and on resisting he was stabbed. In this regard a case vide FIR No. 187/12 dated 28.7.12 u/s-302 IPC was registered at PS Jahangir Puri and taken up for investigation.

TEAM:

A special team was constituted comprising of Inspector Yash Pal Singh (SHO/Jahangir Puri), Inspr. JP Meena, SI Shailendra Kumar, SI Krishan, HC Narender No.899-NW, HC Rajender No. 228/NW, Ct. Kush Vaidwan No. 1622/NW under the close supervision of Sh. VirenderDahiya, ACP/Jahangir Puri, Delhi.

INVESTIGATION:-

As it was a blind robbery cum murder case, nobody from the place of occurrence came forward to give any clue about the culprits. So many criminals of the area were interrogated but no fruitful information could be received.

In what may be termed as our excellent piece of intelligence and brilliant piece of ground work on developing a secret information about the culprits HC Narender No. 899/NW of P.S Jahangir Puri has spotted one Vinod@ Nehru s/o Gulshan Kumar r/o- G-1818, Jahangir Puri, Delhi.

INTERROGATION:

During sustained interrogation, the accused namely Vinod @ Nehru s/o Gulshan Kumar r/o- G-1818, Jahangir Puri, Delhi and his accomplice J.I.C.L. disclosed that recently both of them had visited Haridwar to bring KANWAD for which they have borrowed money and in order to repay they needed money. For this both of them robbed the cyclist on the point of knife but when the victim resisted he was stabbed and after robbing off the mobile phone of the cyclist (deceased) both ran away from the spot. J.I.C.L. also revealed that he had committed two offence earlier, one U/s 324 IPC alongwith some other group of culprits for which he was apprehended and his case is with the Juvenile Justice Board. In other case he was apprehended and released.

Further investigation of this case is in progress.

RECOVERY:

1.Blood stained buttondar knife from J.I.C.L.

2. One mobile phone make LG of deceased from Vinod.

3. Blood stained clothes of both the accused persons.

Both are unmarried, illiterate, and drug addict.

Whereas, there is mushrooming of BPOs (Business Process Outsourcing Centers) prominently known as Call Centers, Corporate and Media Houses in Delhi and other parts of the NCR offering employment opportunity for the youths.

2. And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services for the purpose of picking up and dropping them from their place of stay to office and back. As these organizations are functioning round-the-clock, the cabs are ferrying employees even at late night hours. Such employers are reported to have hired cabs on contract basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.

3. And whereas, it has come to notice that certain criminal and anti-social elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay.

4. And whereas, it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life & safety and their property and it is felt that immediate action is necessary in this regard.

5. Now, therefore, in exercise of the power conferred upon me by the virtue of Sec. 144 Cr.PC, 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i) UTL dated 09/09/2010, I, Mohinder Singh, ACP/Safdarjung Enclave, South District, New Delhi do hereby make this written order that all such organizations like BPOs, Corporate and Media Houses having the system of picking up and dropping their employees and the concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub-Division, Safdarjung Enclave shall:-

a)  Maintain a data base of all employees, security personnel, cab drivers and contractual workers working with them, for access by the police as and when required.

b)  Hire the security personnel and other contractual personnel as far as possible from licenced agencies only.

c)  Ensure verification of antecedents of all their employees including contractual employees.

d)  Ensure that women employees are not made to travel alone with the cab driver and a duly verified security guard or a male colleague (regular employee of the company) is invariably deployed in each cab carrying women staff during night hours i.e. 8 PM to 7 AM.

e)  Choose the route in such manner that as far as possible a woman employee is not the first one to be picked up or the last to be dropped.

f)  Ensure that during the night hours cab involved in transportation of women employees picks up and drops such employees right at their houses and remains halted at the point where a woman employee has been dropped till she confirms about her arrival/reaching at her residence/place of stay through a telephone call.

g)  Ensure that, whenever the house of a woman employee is so located that the approach road is not motorable, the duly verified security guard or the male colleague, during night hours, accompanies the employee on foot upto her house and takes a confirmation about her safe arrival.

h)  Exercise effective check and control on the vehicle’s movement in order to check any unwarranted activities of the cab drivers, such as picking up strangers, straying away from the designated route etc.

i)  Get GPS system installed in the cabs used in the transportation of employees, especially of women employees within two months time.

6. These orders shall come into force with effect from 26/07/2012 and shall be effective for a period of 60 days upto 23/09/2012 (both days inclusive) unless withdrawn earlier.

7. Any person/employer/transporter etc. contravening this order shall be liable to be punished in accordance with the provision of Sec. 188 of the IPC, and

8. As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice board of the offices of all DCsP, Addl. DCsP, ACsP, Tehsil Offices, all Police Stations concerned and the offices of NDMC and MCD.
