APPENDIX F

REQUIREMENTS FOR PENNSYLVANIA LOTTERY INTERACTIVE AND SOCIAL MEDIA AGREEMENTS, PROVIDERS, PROGRAMS, APPLICATIONS, SOFTWARE AND SUPPORT

The selected Offeror will be required to evaluate, select and enter into agreements on Lottery’s behalf with interactive/social media providers, programs, applications or software including:

  • Website content management system software (CMS);
  • SMS and MMS marketing providers;
  • Email marketing providers;
  • Web and social media analytics providers;
  • Interactive and social media publishing programs;
  • E-coupon marketing providers; and
  • Other marketing tools as deemed necessary by the Lottery.

General Requirements

  1. Any and all agreements must be transferable to or assumable by the Lottery or its designated representative at the end of the selected Offerer’s contract or at any other time at the written request of the Lottery.
  2. The selected Offeror shall monitor, prevent and deter unauthorized system access to any of the above that are housed within its facility or offices.
  3. The selected Offeror shall be responsible for day-to-day monitoring and maintenance and product installationand upgrades with regard to the deliverables identified above.
  4. The selected Offeror shall examine error or maintenance logs to minimize and predict problems and initiate appropriate action.
  5. Lottery reserves the right to request periodic reports on the above as deemed necessary.
  6. Data Storage& Transition Requirements
  7. The selected Offeror agrees to have controls in place to protect critical or sensitive Lottery data and shall employ stringent policies, procedures, and best practices to protect Lottery data particularly in instances where sensitive Lottery data may be stored on an electronic device controlled or owned by theselected Offeror.
  8. The selected Offeror shall comply with all pertinent federal and state privacy regulations.
  9. When the selected Offeror’scontract comes to an end, and at any other time at the written request of the Lottery, the selected Offerormust provide to the Lottery all Lottery data (and all copies of this information), in a format agreed to by the Lottery, that is in the selected Offeror’ s possession or control.
  10. The selectedOfferor will be required to work with the Commonwealth Technology Center (CTC) on deployment requirements and maintenance procedures for the Commonwealth data center’s beta, staging and production servers housing and/or other Lottery web assets.
  1. The selected Offeror will be required to reply to server alerts within 15 minutes, advise Lottery on maintenance alerts, and do necessary work to ensure and/or other Lottery web assets are fully functional and accessible by the public.
  2. The selected Offeror shall review Commonwealth/Lottery security and vulnerability assessments, recommend to Lottery/CTC action steps to troubleshoot and resolve issues and comply with Commonwealth direction to remediate issues. Initial action on Lottery security and vulnerability assessments is to take place within 10 days of notification.
  3. The selected Offeror shall limit access to the system and servers and provide access only to those staff or Lottery approved subcontractors that must have access to provide services.
  4. The selected Offeror will comply with all applicable CommonwealthInformation Technology Bulletins (ITBs).

Application,Software & Platform Requirements: The selected Offeror will be required to work with the Commonwealth’s current applications, software and platforms or any future applications, software and platforms that the Commonwealth transitions to during the term of the contract.

  1. Application Overview: Kentico CMS for ASP.NET is a full-featured enterprise-class Web Content Management System for building websites, intranets, extranets, on-line stores and community sites. It's easy to use for both site owners and developers. It features WYSIWYG editor, workflow, permissions, multilingual support, full-text search, on-line forms, newsletters, e-commerce, blogs, polls, web analytics and other modules.
  1. Solution Architecture:

•Runs on Microsoft ASP.NET 2.0, 3.5 and 4.0

•Uses Microsoft SQL Server 2005/2008 database

•Unlimited scalability with web farms and SQL

•Server replication – DFS replication to replicate content between servers

•Admin URL – Allows for a single node to be reserved for uploading winning numbers during high volume times.

3.Operating System & Hardware

  • Microsoft® Windows® Server 2008
  • RAID Array for Hard Drives
  • VMware Environment

Specific information on server storage, processors (vCPU) for servers, and memory (RAM) for servers will be share with Selected Offeror during contract discussions or once a contract is executed.

4.Storage Requirements

•Anticipated DB Requirements: Storage size for the PA Lottery database is expected to be 2GB to 3GB.

•Anticipated File System Requirements: Storage size for each web server file system is expected to be 80GB.

5.System Requirements

•Windows 7 (both 32bit and 64bit) or Windows 8 (both 32bit and 64bit), or Windows Server 2008, 2008 R2, 2012.

•Microsoft .NET Framework3.5 SP1or4.0or higher.

•Microsoft Internet Information Services (see the table below) or Visual Studio/Visual Web Developer 2008/2010/2012 built-in web server.

•Microsoft SQL Server 2005, 2008, 2008 R2, 2012 (including free SQL Server Express Edition2005/2008/2012).

7.Beta, Staging and Production Requirements: DNS Requirements, SSL Requirements and Firewall Ports Requirements will be share with Selected Offeror during contract discussions or once a contract is executed.

8.Critical Production Times: The peak periods of the application are Monday through Sunday, 7 a.m. to 8 p.m.; Tuesday, Wednesday, Friday and Saturday, 11 p.m. to 11:55 p.m.; and every day 1:30 p.m. to 3 p.m. Two critical periods for this application are mid-June to mid-July and mid-December to mid-January every year.

9.Available Windows for Maintenance: Maintenance can be performed Sunday, Monday and Thursday from 11 p.m. to 7 a.m. Any maintenance needed during the mid-June to Mid-July or mid-December to mid-January timeframes must be coordinated with Lottery and CTC.

Support Requirements: Selected Offeror shall have staff on-call to monitor and service the deliverables identified herein as needed 24 hours a day, 365/6 days a year. Selected Offeror will be required to identify and provide technical contacts, minor exception contacts, major exception contacts, alert contacts and maintenance contacts.
