FOR MAKING OF AN IDEAL TOWN-PLANNING SOLUTION
OF THE CITY PROJECT NO. 7 – DUILOVO IN SPLIT
I GENERAL TERMS OF THE COMPETITION
1.1 The ANNOUNCER AND INVESTOR of the competition is: City of Split, Obala kneza Branimira, Split, represented by the Mayor Ivan Kuret, graduate ingineer.
1.2 The ORGANIZER AND IMPLEMENTOR of the competition is the Association of Architects Split (DAS), Starčevićeva 24c, 21000 Split, represented by the Presidents Jurica Jelavić, graduate engineer of architecture.
1.3 TYPE OF COMPETITION
Public, international, open, single-degree, and anonymous.
1.4 THE PURPOSE AND GOAL of the competition is to obtain the best ideal town-planning solution(s) as a basis for more detailed town-planning schemes. The competition is implemented based on ''The Regulations on competitions in the field of Architecture and Town-planning of the Association of Croatian Architects and Class of Architects HKAIG'', ''The Regulations on the procedure of preparation for invitations for tender and implementation of town-planning and architectural competitions – the city of Split'', and ''The Agreement on the method of participation of the city of Split in the procedure of implementation of town-planning and architectural competitions''.
1.5 The right to participate is available to all professional physical and legal persons. The requirements of professionality are considered to be satisfied in the competitions in which architects and town planners, landscaping architects, and interior design architects participate, if the competitors have the right to use the aforementioned titles.
1.6 The persons who, due to their participation in the announcement or implementation of the competition, could have an advantage, or influence the decisions of the Jury, cannot participate in the competition.
This applies to the members of the Jury, their deputies, consultants, the members of the Technical Committee, the composers of the competition tasks, their spouses, blood relationship or other relatives once or twice removed, and all directly dependant superiors and associates.
1.7 Every competitor, individual or in group, has the right to participate in this competition with only one work.
1.8 The invitation for tenders and the results of the competition shall be published in Slobodna Dalmacija, and on the web-sites of DAS, UHA, and the International Architectural Web-page www.uia-architects.org.
II DOCUMENTATION
The announcer of the competition makes available to the competitors the following documentation:

III TIME-LIMITS
3.1 The competition begins on October 30 2008.
3.2 All competitors who want to participate in the competition should apply by a written note to the address DAS, Starčevićeva 24c, 21000 Split, or by facsimile to the number 021/484377, or by e-mail: .
3.3 The competitional bases can be acquired or ordered every work day from 10 AM to 1 PM in the Association of Architects Split, Starčevićeva 24c, 21000 Split; telephone number 021/484 377; e-mail: .
The competitional bases can be submitted in the county and city Associations of Architects, and on web-pages of DAS: www.d-a-s.hr.
3.4 The competitors have the right to submit their queries until December 1 2008.
The queries are delivered to DAS, Starčevićeva 24c, 21000 Split, or by facsimile to the number 021/484 377, or by e-mail: .
The written answers will be delivered by December 15 2008 to everyone who raised the competitional bases.
3.5 The time-limit for submission of the competitional works is Monday, February 16 2009 at 7 PM in the Association of Architects Split (DAS), Starčevićeva 24c, 21000 Split. For the works sent by mail, for the competitors living outside Split, the above stated date and a post-mark are valid.
Every competitor who sends his/her work by mail is obliged to inform DAS by anonymous telegraph, or by facsimile to the number 021/484 377. In the telegraph or facsimile, it is necessary to state a number under which the mail was received at the post-office.
3.6 The Jury will finish their work not later than March 16 2009.
3.7 The results of the competition shall be delivered to all competitors in written, not later than eight (8) days after the end of work of the Jury.
3.8 The exhibition of the competitional works, and the interview with the Jury will be held after the Jury has finished their work. All copetitors will be informed about the date and venue of the exhibition and the interview.
3.9 The competitors are due to take the non-awarded works within 15 days after the end of the exhibition, which is the deadline after which the announcer and the implementor are not responsible for the works.
IV PRIZES
4.1 If by the set timelimit at least seven (7) works arrive, that is, the professionally made works satisfying the Terms of the competition, the Jury will award the following prizes in precise net sum and the following arrangement:
First prize – 210.000,00 Kunas
Second prize – 140.000,00 Kunas
Third prize – 90.000,00 Kunas
Fourth prize – 65.000,00 Kunas
Fifth prize – 45.000,00 Kunas
4.2 The Jury holds the rights, prescribed by ''The Regulations on competitions in the field of Architecture and Town-planning of the Association of Croatian Architects and Class of Architects HKAIG'', to agree, to unanimously agree a different distribution of the prize fond.
4.3 If a smaller number of works arrives, considering the rule stated in the article 4.1, the prize fond shall be proportionally reduced.
4.4 The Jury can also award a special acknowledgment for the individual works.
V THE JURY
For evaluation of works, the following Jury has been appointed, consisting of:

2. Branko Poljanić – graduate engineer of architecture – the representative of the announcer
3. Marijana Bronzović, graduate engineer of architecture – the representative of the announcer
4. Vedran Mimica, graduate engineer of architecture – the representative of the implementor
5. Andreas Ruby, graduate engineer of architecture, Berlin – the representative of the implementor
6. Pippo Ciorra, graduate engineer of architecture, Ancona – the representative of the implementor
7. Jurica Jelavić, graduate engineer of architecture, the president of DAS – the representative of the implementor – the president of the OS
8. The deputy of a member: Eduard Katačić, graduate engineer of architecture – the representative of the implementor.

VI THE CONTENTS OF THE COMPETITIONAL WORK
The competitor, in accordance with the supplemented Programme and the Conditions of the Competition, makes an ideal solution containing the following supplements:
6.1 GRAPHIC PART
6.1.1 The complete town-planning solution with cross sections; proportion 1:1000
6.1.2 The complete town-planning solutions of all subsections with cross sections and views;
proprortion 1:500
6.1.3 Spatial representations (the photographs of the working model, or a 3D visualization) with mandatory view from the sea.
6.1.4 The rest of the surveys at one's own chice (the analyses, schemes, morphology, etc.)
6.2 TECHNICAL DESCRIPTION
- textual explanation of the solution
- the detailed representation of all parameters prescribed by the General town-planning Scheme and Programme.
VII THE EVALUATION CRITERIA
Besides coordination of works with the competitional programme and the conditions of invitations for tenders (considering the contents, time-limits and mandatory supplements), during the evaluation of works, the following shall be taken into consideration:
- the quality of town-planning solution of the zone and all subsections
- the traffic solution of all means of transportation, and the functional and formal connectivity to the contact areas.
Works that have not been made in accordance with the competitional programme shall be excluded from the competition.
VIII THE COMPETITIONAL WORK EQUIPMENT
The prescribed paper size (cca 840 X 1200 mm) for all graphic supplements is DIN A0
All graphic supplements are submitted non-lined with paper in a sealed envelope.
The textual part of the survey must be bound in size A3 in five (5) copies. In the textual part of the survey, the reduced representation of all sheets (graphic part), as well as list of all supplements of the competitional work, must be supplemented.
All supplements are delivered without a code, signiture, or similar, because they will be marked with a code at the opening.
All graphic and textual supplements are to be submitted on a CD-ROM medium (recommended formats: tiff, jpg and pdf).
The work must also be supplemented with three sealed envelopes, containing the following data:
a) an envelope saying ''THE AUTHOR''
- Name/names of the Author
- The address and telephone number of (one of) the Author(s)
- ID numbers and bank account numbers with the designation of a bank
- Distribution of prizes in percentages, the document signed by all the authors of a single competitional work
b) An envelope with the inscription ''THE ADDRESS FOR INFORMATIONS''
- contact address (and also an address for return of the work)
- The statement by which is said NOT to accept the publishing of the author's name after the end of the competition if the work was not awarded. Unless there is no such statement, it shall be deemed that the author accepts to publish his/her name.
c) An envelope with an inscription saying ''THE AUTHORIZED PERSON FOR MAKING THE DPU'', by which the agreement is being signed:
- the statements of the author by which he/she is obliged to secure the continuation of work via licenced person (the supplement in the annex of the general terms of the competition).
IX FINAL PROVISIONS
9.1 With submission of the work, the authors accepts the Conditions of the competition, the public exhibition of works and the publication of works.
During the competition, the competitor is obliged to keep his/her work anonymous untill the announcement of the results of the competition.
9.2 The graphic documentation supplemented in the bases of the competition, the competitors may use only for the making of the competitional work.
9.3 The following works shall be exclued from this competition:
- the works submitted after the time-limit stated in the article 3.5
- the works not containing the supplements stated in the article VI.
- the works not made in accordance with the competitional programme-
9.4 The competitor is the author of the competitional work and holds all copyrights considering the aforementioned. The announcer of the competition, by the presentation of the award, or by repurchasing of the competitional work, gains the ownership on those copies of the awarded and repurchased works.
9.5 The authors of the best placed works, and the Announcer of the competition, are obliged to act in accordance with the conclusions of the Jury.
9.6 The announcer of the competition shall, for the of the detailed schemes proclaimed as the General town-planning scheme, authorize a person for making such schemes and all professional jobs, appointed by the best placed authosr, and all in accordance with the conclusion of the Jury.
The arrangement of documentation price making should be in accordance with the HKAIG Regulations on Service Prices.
9.7 The implementor of the competition shall, after the competition is finished, present the competitional works in the following way:
- public exhibitions
- a catalogue of the competitional works on a digital/CD-ROM medium
- DAS web site
- ''The Protocol of the Jury on the Results of the Competition'', by which the municipal authorities of the City of Split shall be familiarized with the results of the competition
9.8 The announcer and implementor of the competition are not responsible for damages on the competitional works as a consequence of a regular work of the Jury, and the exhibitions of the competitional works.
9.9 This competition is officialy proclaimed in accordance with ''The Regulations on competitions in the field of Architecture and Town-planning of the Association of Croatian Architects and Class of Architects HKAIG''.
9.10 All possible conflicts arising from this Competition shall be above all settled by an agreement or arbitration, and in case the aforementioned conflicts cannot be settled, they shall be ander the jurisdiction of Court in Split.
