Sub:- Tentative seniority lists 1 to 17 of SDE(T) including those of 1998 DPC and 2000/2003 qualifying cum competitive examination for submission to the expert committee on 29.06.2015.

Kindly refer the letter under reference (2) above circulating the tentative seniority lists 1 to 17 and the seniority list of officers promoted in 1998 and 2000/2003 qualifying cum competitive examinations to the field units for furnishing the details. In the covering letter it is stated that “The said lists have been generally accepted and held to be correct”. The seniority list attached along with the letter was never accepted by any party in the committee meeting or outside. All sections accepted the original seniority lists 1 to 17 circulated to the expert committee and others initially, prepared during 1992, 1993 etc and operated till the revision of the seniority lists in 2001. The 147 seniority officers and 270 seniority officers are not available in the original seniority lists 1 to 17 operated till 2001. Being this the fact, the statement that “The said lists have been generally accepted and held to be correct” is misleading and needs correction.

Instead of circulating the original seniority lists 1 to 17 and the seniority list of officers promoted in 1998 and 2000/2003 qualifying cum competitive examinations, circulating the lists 1 to 17 with alterations is misleading and will create confusion in the field units. The inclusion of 270 seniority officers and 147 seniority officers in the seniority lists are to be decided by the Hon Supreme Court while deciding the respective SLPs and not by the expert committee or BSNL. Hon Supreme court directed the expert committee and BSNL to hear the grievances of the 147 seniority officers and make suitable recommendations to the Hon Supreme Court by the expert committee. At the most, BSNL and the expert committee had given the liberty to make recommendations to the Hon Supreme Court, not the right to include their names in the final seniority lists 1 to 17 operated till 2001. This facts were brought to the notice of the BSNL Management vide letter dated 23.04.2015 by the Association.

Based on the above facts, your kind intervention is requested to withdraw the letter and attached lists and circulate the original seniority lists 1 to 17 restored by Hon Supreme court without any additions and the seniority list of officers promoted in 1998 DPC and 2000/2003 qualifying cum competitive examinations.
