1.PRAYER/ MEDITATION

The Speaker, Hon. Maloyi presided and asked the House to observe a moment of silent prayer or meditation.

The Hon. Speaker asked the House to suspend Rule 30 to allow non-members in the House. The House agreed. The Speaker then welcomed and introduced the Judge President Hon. Monica Leeuw and he further introduced the following guests: - Ms Baleka Mbete, Mr. Thaba Mufamadi, Ms Ruth Mompati, Mr. Martin Sebakwane, Mr. Saki Mofokeng and Ms Vuyiswa Tulelo.

2.INTRODUCTION OF A NEW MEMBER

The Hon. Speaker informed the House that the Hon. Premier Ms M. Modiselle had resigned as a Premier and as a Member of the Legislature, as a result of the resignation a vacancy was created in the ANC membership. He then indicated that the ANC submitted the name of Ms Thandi Modise to fill the vacancy. The Speaker further indicated that he administered the processes of swearing her in as a Member of the Legislature in his office in the morning.

The Hon. Speaker further informed the House that the Deputy Speaker Hon. Kekesi also tendered a resignation as the Deputy Speaker of the Legislature, which also created a vacancy in that office.

3.ELECTION OF THE DEPUTY SPEAKER

The Hon. Speaker asked Members of the House to nominate names of candidates for the Deputy Speaker’s position.

Hon. Galeng nominated the name of Hon. Rosho and Hon Mothupi seconded the proposed name.

The Hon. Speaker then asked Hon. Rosho if she is accepting the nomination, Hon. Rosho accepted the nomination. The Speaker indicated that nomination form had been correctly completed and signed.

In the absence of any other nomination the Hon. Speaker declared Hon. Rosho as the Deputy Speaker of the North West Provincial Legislature.

4.ELECTION OF THE PREMIER

The Hon. Speaker asked the Judge President Hon. Monica Leeuw to preside over this item, as a constitutional requirement.

The Judge President presided and informed the House that she has been designated by the Chief Justice Hon. Sandile Ngcobo to preside over the election of the Premier of the North West Province. She then asked Members of the House to nominate names of the candidates for the Premier’s position.

The Chief Whip Hon. Baloyi nominated the name of Hon. Thandi Ruth Modise and Hon. Elisha seconded the proposed name. The Judge President asked Hon. Thandi Ruth Modise if she is accepting the nomination and she accepted the nomination.

In the absence of any other nominations, the Judge President declared Hon. Modise as the Premier elect.The Judge President asked Hon. Modise to give an acceptance speech, Hon. Modise then gave a brief acceptance speech.

The Judge President administered the process of swearing in the Premier elect, Hon. Modise. The Judge President then congratulated and declared Hon. Thandi Ruth Modise as the new Premier of the North West Province. The Judge President then afforded the Premier an opportunity to address the House.

Hon. Modise addressed the House with a brief speech.

5.CLOSURE

The Hon. Speaker afforded Political parties represented in the House an opportunity to welcome the newly elected Premier and the Deputy Speaker.

The Hon. Speaker announced that Members and guests are invited for lunch at Civic Center by the Premier Hon. Thandi Ruth Modise.
