The content and features of industrial policy as a purposeful activity of the state and economic agents to achieve strategic goals in the field of Economics and technology.A comparison of the bases and methods of industrial policy in the modern Russian economy and the post-war economy. The current situation in the Russian economy resembles American early 1980s, with many aggravating circumstances. The question for the Russian economy remains open as to whether she will develop as a raw material appendage of the international community or as technologically developed economy, an example of which can serve as the U.S. economy. Despite different approaches to the definition of industrial policy, it can be stated that industrial policy is a key objective of government economic policy; modern understanding of industrial policy implies a change of the institutional structure of the economy and is characterized by its close relationship withthe scientific-technical and innovation policy.

Economic theory taught in universities on the basis of Marxism in combination with «Economics», but at its core, in the theoretical part it does not contain the main concepts of Economics – from cost to capital, and a number of definitions, for example, profit, leave the learner in complete bewilderment – and with this education produced «economisti» without fundamental economic knowledge.

Undertaken an attempt to understand the situation, showing the current state of management in Russian Federation and related with simultaneous interaction of several factors in businesses: globalization, chaos, selforganization, turbulence, lethargy intervention of state structures, sanctionalization, subject area of some set of vectors, attitudes and trends.At the same time chaos of problems, reflecting the lagging of domestic paradigm of management from requirements not only of transition to the sixth technological order from the fifth, but the completion of almost all previous orders, detained in the management of the Russian Federation amid chaos of any genesis – from organic to a manageable and self-organizing showing that at the present time in management of Russian Federation is required special attention to the ability to work without the emphasis on national peculiarities of management.This workflow is required because of the rapid development of «cognitive» niche. Accepted the position of scaling of under review methodology of chaos and order by format of certain business process and the appropriate management changing simultaneously in several vectors intersected and displaying different orders.

In modern conditions of development of the agricultural sector of economy importance of fulfillment of social problems is increasing, which raises the appropriateness of formation and disclosure of information about the social responsibility of economic entities in the agricultural sector. In the article the marketing analysis of chargeable medical services pricelists of Moscow public health department’s health care institutions, such as clinic diagnostic center № 4, municipal polyclinics № 107, 214, 8, 3, 220, 219, 209, 52 and 20, are done. 34 chargeable medical services of X-ray diagnostic division, ultrasonic scanning division and clinic diagnostic laboratories, which are the most tradable among the population, are analyzed. The health care institutions having the chargeable medical services pricelists are the highest and the lowest are determined. The comparison of the chargeable medical services tariffs with their cost prices is made.

There are two widespread approach to the classification of constitutional obligations. The first came in the post-Soviet period as a traditional division of these responsibilities according to constitutional rights and freedoms; this law: personal, political, economic, social and cultural - the duty of everyone to refrain from economic activities aimed at monopolization and unfair competition, to take care of the preservation of historical and cultural heritage, to pay legally established taxes and fees, to protect nature and the environment, etc. the Second approach is most common. His supporters adhere to the following division of constitutional responsibilities: positive (active), i.e. assuming a specific activity of the obliged entity; negative (passive), i.e., implying the necessity of refraining from certain activities that harm the state, society, individuals and legal entities.

One of the most pressing issues of methodology of social sciences and humanities is a question of attainability objectivity. This article describes an attempt to justify the objectivity of the social sciences and humanities, especially associated with the concept of Husserl. It is shown that the positions justifying phenomenology, objectivity is achieved through an understanding of the culture, through the study of cultural products. These provisions should be assessed positively. However, the broad interpretation of the principle of «epoche» unacceptable, because it leads to passivity, disarms man in the face of the world.
