Information for logbook changes CO2 emissions

This explanation serves by way of information and is not part of the logbook.

  1. Where can I find the relevant regulations with regard to the CO2emission trading for aircraft operators?

1)The decree amending the decree of 5 April 1995 regarding general stipulations for environmental policy and the energy decree of 8 May 2009 of 14 February 2014;

2)The decision of the Flemish Government amending the decision of the Flemish Government of 20 April 2012 regarding tradable emission allowances for greenhouse gasses for stationary installations and the use of flexible mechanism, as is concerned the extension to aviation activities of 4 April 2014;

  1. What is a change CO2emissions?

A change CO2emissions is defined in Article 1, point 44 of the EAT decision and concerns a change in the content or underlying procedures of the approved monitoring plan for CO2emissions which is not temporary and concerns the monitoring methodology or the rules and procedures for obtaining, processing, registering, reporting or securing the quality of the data, with a view to the reporting of CO2emissions.

A distinction is made between a substantial and a non-substantial change.

A substantial change (SC) CO2emissions is defined in Article 1, point 30/1 of the EAT decision and concerns a change CO2 emissions which relates, either to:

1°the start of the use of a new generic type of aircraft, including new, long-term leasing operation;

2°a change in the call sign or other unique designatorr which is used for air traffic control purposes for all or part of the fleet of the aircraft operator;

3°a change in the status of the aircraft operator; (commercial versus non-commercial)

4°a change in the data sources used to determine the data of the fuel taken on board or the amount of fuel in the fuel tank of the aircraft, or a change in the methods for sending, storing and retrieving those data;

5°a change in the method used to determine the density of the fuel for a particular type of aircraft;

6°a change in the procedures which influence the methodology for the registration, processing and securing of the data with a view to the reporting of CO2 emissions;

A non-substantial change (NSC) CO2emissions concerns a change CO2emissions which does not comply with the definition of a substantial change CO2emissions as defined in Article 1, point 21 of the EAT decision.

In the case of doubt, it is always possible to contact the verification office (see section 9).

  1. Who must keep a logbook changes CO2emissions?

Every aircraft operator who:

1°performs aviation activities as defined in Article 8.1.2 of the Decree of 14 February 2014 and

2°has the Flemish Region as its competent authorty in the context of the European CO2emissions tradingsystem,

must keep a logbook in which allchanges CO2emissions are registered promptly, correctly and completely.

  1. When should you fill in the logbook changes CO2emissions?

You must register, give reasons and document in detail all non-substantial changes CO2emissions from the moment at which you has knowledge of this or could reasonably be expected to know about this, in the logbook changes CO2emissions.

The aircraft operator must register, give reasons and document in detail all substantial changes CO2emissions immediately after they have been approved by the competent authority in the logbook changes CO2emissions.

  1. What information should you enter in the logbookchanges CO2emissions?

At the top of the logbook you fill in the name and the unique identification number,, as included in the list of aircraft operators as published by the European Commission in pursuance of Article 18 a (3) of Directive 2008/101/EC.

For every non-substantial change CO2emissions at least the following boxes must be completed in the logbook:

1°the date on which you notified the competent authority (CA) of the change;

2°the date on which you enter the change in the logbook;

3°the indication that it is a substantial or a non-substantial change (SC/NSC).

4°the date from which the change is applied;

5°a short description of the change;

6°the part or parts of the monitoring plan which are influenced by the change;

7°it is possible to document the change with appendices. For example, this could be an extract from the monitoring plan that was adapted to the change. In this case, the appendices are also mentioned in the logbook and are kept up together with the logbook.

For everysubstantial change CO2emissions, at least the following boxes must be filled in in the logbook:

1°the boxes 1 to 6, as described above for anon-substantial change.

2°the reference number of the approved form ‘notification for a substantial change CO2emissions’. The approved forms ‘notifications for a substantial change CO2emissions’ (including appendices) must be available in the business location.

The reference number of the substantial change is allocated by the competent authority and is shown at the top of the approved form ‘notification for a substantial change CO2emissions’ which is returned to you by the competent authority. The reference number has the form “xxxxSCE 20yy/z”, in which “xxxx” is the unique identification number of the aircraft operator,“SCE” shows that it concerns a substantial change CO2emissions, “20yy” shows the calendar year in which the start date of the substantial change takes place and “z” is the serial number of the substantial change during that calendar year. Therefore the first substantial change CO2emissions which takes place in the year 2010 will have the reference number “xxxx SCE 2010/1”.

  1. When and how should you notify a change CO2emissions?

Every change CO2emissions must be notified. However, only substantial changes haveto be notified and submitted for approval with the form ‘notification for a substantial change CO2emissions’.

Non-substantial changes CO2emissions must be sent in bundles for information by 15 November at the latest, together with the yearly update of the monitoringplan CO2-emissions.

In deviation from the general regulation for non-substantial changes, the aircraft operator must notify the competent authority aboutnon-substantial changes CO2emissions regarding contact data or other administrative data needed for the communication between the competent authority and the aircraft operator or regarding the performance of aviation activities between a new aerodrome combination, from the moment it knows about this or could reasonably be expected to know about this. This notification is made by e-mail to . In the case your airport operator is the operator of the Brussels-national airport, the notification is also sent to .

A substantial change CO2emissionsmust be notified and submitted for approval to the competent authority from the moment that the aircraft operator knows about this or could reasonably be expected to know about this. This is done by sending the completed form ‘notification for a substantial change CO2emissions’to the competent authority by e-mail..   1. What else do you have to do with this logbookchanges CO2emissions?

This logbook must always be available at the locations used to perform your aviation activities.

You must add a copy of this logbook to your annual report on CO2emissions as an appendix when you submit it for verification and approval. The logbook must then contain all the changes CO2emissions data which have taken place during the calendar year to which the annual report for CO2emissions relates.
