Updates:
· Education Welfare – big changes – lost staff – huge reshuffle. WHEC and Tynecastle only schools in South West with dedicated EWO.
· Police – changes to community policing and response mid-October. Lack of community policing being addressed – more focussed on local issues.
· Parent Carer Support – will be going into review process shortly. Now part of mental health and wellbeing team. 1 officer per locality. Working on refreshing Parent Framework programme. Looking for strategic lead for parenting support.
· CLD – summer work went well with less budget. More emphasis on family work. CLD still to go into review probably by end October/beginning November. Carry on as normal at the moment.
· Partnership Teams – not yet transformed. Neighbourhood priorities – environmental and health. Looking at loneliness/isolation in Pentlands and Health in South west. Participatory budgeting. South West Health Matters. Locality improvement plan.
1. Report back on 4 priority working groups
· LAC – meeting held in August - paper circulated on updated actions and agreed measures

· Early Years Benchmark what trying to do – set out in paper. Gordon has spoken to Graham McKenzie who is putting together data on 27 month review information for Wester Hailes cluster.
· Additional Support Needs – Danny not at meeting today but Claire Armes/Gillian Barclay and Joan Shelley had attended the meeting he organised and spoke about the paper.
Danny to do updates on paper for the next meeting on 27 October at 9am at Barnardos.
· Multi-agency Systems – Keith and Michael met – need more people to volunteer and someone to Chair. Gillian Barclay will chair in first instance + discuss direction for future.
DONM for this sub group Monday 3 October at 2pm in WHEC.
2. Locality/Improvement Plans
Michael circulated paper on new South West integrated locality working and what we have to move to – proposed membership/work area/statutory organisation.
Lot of stuff already in place
Report to locality leadership team
First phase make reference to whole South West, second phase will make special reference to areas of deprivations
Future of CSMG in South West will be at heart of planning for yps.
3. GIRFEC
Named person – need to be much clearer re information sharing.
Pan Lothian agreement re information sharing – concern over wellbeing – share without consent.
Council/NHS still have concerns around seeking consent for sharing information – who/why/what underpins info sharing protocols
All under 18s will have a named person (even if they have left school) - concern over how this could be implemented and how named person system can work in this instance
