Topics of Discussions:

1)Joint Assessment Team informed RRD that due to our study and find-out, the best possible option of warehouse to host DELSA2 stock in Yangon, Myanmar is warehouse no 14, despite RRD’s strong interested in demolishing the warehouse no 3 & 4, and build a new warehouse at the open space available. Reasons for such recommendations are:

-From Project Proposal, DELSA2 seeks to engage the existing warehouses and the project is keen to renovate/rehabilitate the existing ones rather than building a new one

-Internal structure both in terms of strength and height of the warehouse are more appropriate for warehouse no 14

-Land surrounded warehouse no 3&4 needs substantive upgrade before it could be use to hold stock and unloading

-Area of Warehouse no 1 if demolished could provide enough space for truck unloading, parking or even temporary shelter.

-Time constraint for operation of project and budget required are certainly more appropriate if we select warehouse no 14

2)RRD Yangon agreed with the team recommendation on rehabilitation of warehouse no 14 and will report our finding to DG U Soe Aung, RRD Nay Pyi Taw for his final approval.

3)Joint Assessment Team informed that we visited the new piece of land belongs to RRD in Syriam (Thanlyin) region per DG U Soe Aung request. We found that there is room for development of the area. However, given time constraint for DELSA2 start up, we might not be able to utilize the space for the project at this time.

4)The Team has asked about Myanmar National Plan in responding to disasters. Director Kyi Tha explained that it will depend on the level and severity of the disasters. The biggest one will be handled at the National Level by the Vice President, while the smaller ones could be handled at the state or regional levels. He also mentioned that Myanmar National Disaster Management Law has also been approved and published in 2013 as well as the National Disaster Management Rules in 2015

5)Director Kyi Tha informed the team that currently there are 22 staff in total at the Yangon office, and RRD has a plan to increased its staff nationwide of approximately 400 to 6,000 in 20 years time.

6)Currently during the Emergency Operation, the Army plays a critical role in helping the victims, and when it comes to logistic transportation, most trucks are rented from the private companies.

Next Step

1)The Joint Assessment Team will circulate the Minute of the Debriefing/Exit Meeting to RRD offices both in Nay Pyi Taw and Yangon

2)RRD Yangon will seek the approval from Nay Pyi Taw regarding the proposal of Renovating Warehouse no 14 and possible demolition of Warehouse no 1 to clear the space for various purposes

3)RRD will finalize the representative from RRD to the Validation Workshop on 13th November 2015 in Subang
