City Council

February 13, 2017

6:30PM – City Hall

Mayor Thorpe called the regular monthly meeting to order at 6:30 PM with Council members Belmore, Fuher, Meidinger,Flaherty, and Reis present.

Absent: Maunu.

City Employees present were: Police Chief Knutson, Attorney Kelly, PW foreman Flynn and Auditor Middlestead.

Others attending: R. Johnson, Dickey County Leader Editor, and Dale Middlestead.

CPA Rotunda was unable to attend.

Agenda additions: Discuss city assessment recommendations.

Minutes: Motion by Fuher, second by Flaherty, to approve the minutes of the January 9, 2017, Regular Council meeting. All members present, aye. Motion approved.

Operating statement: Motion by Flaherty, second by Reis, to approve the January operating statement as presented and the 2016 Year End Financial Report. All members present, aye. Motion approved.

Bills: Motion by Reis, second by Fuher, to approve the bills as presented. All members present, aye. Motion approved.

Delinquent accounts: S. Arion, C. Babcock, J. Bailey, C. Hagen, R. Kosse, M. Masset,

L. Noyes, A. Peterson, S. Swanson, L. Toupal, L. Uecker, Rithmiller Accounting, and Witte Custom.

Raffle Permits: None presented.

Maunu is now in attendance.

Police Chief Knutsonwas present to report on the police activity for the month of January. Chief Knutson provided the cost to implement the CAD system for the police department. The setup fee for 2 units would be $3,090, annual maintenance fee of $520 and monthly fees $27.10. Chief Knutson will check into the possible data usage and installation costs and present at the next meeting.

Public Works Report: PW Supervisor Flynn reported on the monthly jobs completed in January.

PW Supervisor Flynn has discussed further possibilities with Dickey County for sharing cost for storage of thesalt/sand combination used for winter roads. This topic was tabled until the next meeting. Flynn reported on the 2016 YTD landfill and recycle activity.

Dale Middlestead addressed the Council stating as a non-resident the monthly landfill fee of $2.00 should not apply. The Council’s motion at the November 2016 meeting was to approve the $2 landfill fee for all residents including the outside of city limit water users. After discussion there was a motion made by Flaherty, second by Reis, to rescind the $2 landfill fee for outside of city limits water users. Roll call vote: Reis – Yes; Maunu – Yes; Meidinger – Yes; Belmore – Yes; Flaherty – Yes; Fuher – Yes. Motion approved. Outside of city limits water usercustomers and property ownerswill now be charged per item disposed.

Building Permits: Motion by Fuher, second by Flaherty, to approve G. Walsh building permit for a 22’ x 50’ addition at the W 30’ of Lot 3, Block 15, DFW addition, pending written permission from neighbors approving variance to property line setbacks. Roll call vote: Maunu – Yes; Meidinger – Yes; Belmore – Yes; Flaherty – Yes; Fuher – Yes;Reis – No. Motion approved.

Utility Billing: discussion was held concerning landfill and surcharge fee for multiple dwelling units. Tabled for more information.

Employee handbook: Motion by Meidinger, second by Reis,to amend the Use of Equipment and Vehicle section of the employee handbook removing personal usage of shop and shop equipment and prohibiting the use of personal property for official city business. Roll call vote: Maunu – Yes; Meidinger – Yes; Belmore – Yes; Flaherty – Yes; Fuher – Yes;Reis – Yes. Motion approved.

Mowing rates for city lots will remain at $18 per lot and $24 per lot for mowing and bagging.

Special assessment: Motion by Fuher, second by Reis, to create a special assessment district as security for the RD loan repayment. All members, aye. Motion approved.

Pledge reports: Auditor Middlestead reported Choice Financial, Dakota Plains Credit Union and Starion have adequately pledged funds for the City.

City Assessments: Flaherty, as Tax Director reported on estimated recommendations for 2017 city assessments.
