After the WIAA approved the formation of the Mississippi Valley Conference in early 1989, Athletic Directors, Coaches, and Administrators met throughout March, April, and May to create a conference constitution, bylaws for individual sports.

The first official Executive Board Meeting occurred September 5, 1989. The meeting was call to order by president Marv Sammartino of LaCrosse Central. Members present included: Ken Bates, LaCrosse Logan; Paul Neman, Onalaska; Trygve Mathison, Holmen; Jerry Strittmater, Sparta; Joe Heinzelman, Tomah; and Conference Commissioner Bill Smillie.

The first official AD Meeting was conducted September 13, 1989. The meeting was called to order by Commissioner Bill Smillie.
