OF THE REPUBLIC OF INDONESIA
ON HIGH-LEVEL SEGMENT
THE 10TH MEETING OF THE CONFERENCE OF THE PARTIES TO THE VIENNA CONVENTION FOR THE PROTECTION OF THE OZONE LAYER AND THE 26TH MEETING OF THE PARTIES TO THE MONTREAL PROTOCOL ON SUBSTANCES THAT DEPLETE THE OZONE LAYER

Mr. President,
Excellency,
Executive Secretary of the UNEP Ozone Secretariat,
Distinguished Delegates, Ladies and Gentlemen,
First of all, on behalf of the Government and people of the Republic of Indonesia, I would like to congratulate both Presidents for their election as the President of the 10th Meeting of the Conference of the Parties to the Vienna Convention for the Protection of the Ozone Layer, and the President of the 26th Meeting of the Parties to the Montreal Protocol. We are confident that under your leadership, both meetings will generate the best possible outcomes for all Parties. We would also like to express our appreciation to the Ozone Secretariat for the preparation of this important meeting, to the Government of France for their warm hospitality, and to all who have contributed on the realization of this important meeting.
Mr. President,
The environment is a fundamental consideration when governments are devising their policies, a key consideration for running businesses, and for individuals when carrying out their daily activities. Pursuing economic growth and balancing it with the preservation and protection of environment are our future challenges. It needs our concerted efforts in ensuring an environment that is conducive to a quality of life—for our generation and the generations to come.
Mr. President
The Montreal Protocol has been a successful global effort for 27 years in phasing out various Ozone Depleting Substances to save our Ozone Layer. I am pleased to report that the Republic of Indonesia remains committed to the phase-out of the control targets under this multilateral agreement. Until now Indonesia still continue to work hard in implementing of HCFC Phase-out Management Plan Stage I, to achieve 10% reduction of HCFC in 2015, and additional 10% reduction by 2018.
In the context of HPMP’s implementation, Indonesia shares the view that the challenges faced by most of developing countries -including Indonesia- are the safety aspect and the availability of the alternative technology, as well as its considerably high-cost needed to do the technology transfers. Those elements, accompanying with sufficient and stable funding for the Article-5 countries, will ease the effort to implement HPMP initiatives and will encourage the industry to consider replacing the HCFCs. These challenges are very crucial to be addressed by common effort from the Parties to make sure that the implementation of the Protocol is fully achieved.
Mr. President,
With regard to alternative technology for HCFCs, Indonesia is of the view that itshould betechnically proven, economically viable, safe and commercially available, taking into account its supply-chain, reasonable cost and market readiness. The continuous support for capacity building and technology assistance in finding the best alternative technology are still needed by countries facing the same challenges.
Mr. President,
In concluding, I call for concrete action toenhance synergy, collective cooperation and constructive engagement to make a significant progress in this endeavor. Together, we should wisely design and put all of our efforts for future generation to live in a better world.
