GENERAL RULES FOR MT. WASHINGTON YOUTH BASEBALL

* The rules in this section apply to all divisions of baseball.

* In inter-league play, rules adopted by that league will be followed only when

participating in inter-league play.

* Baseball will be played under and according to the playing rules for Babe Ruth

and Cal Ripken Baseball with the following conditions:

  1. Once time has expired, there is no option to finish an inning if it will not affect the

out come of the game.

  1. Rain outs are decided by the League Coordinator only prior to the game starting and by the umpire once the game is underway.
  1. Managers are responsible for the conduct of their players and spectators and the observance of all rules and differences with umpires.
  1. Only the manager is permitted to confer with umpires.

5. Spectators should not interfere with game progress. Unruly conduct or harassment

can lead to a team warning. A second warning requires the spectator to leave the

park and a third warning will result in an automatic forfeit of the game involved.

Umpires will have full authority to enforce this.

  1. Umpires, managers, coaches and players are not allowed to use tobacco products or abusive language on the playing field while participating in games.
  1. Managers must turn in starting line-ups ten (10) minutes before the start of the game they are to participate in. All players are in batting order by name and jersey number.
  1. The batter, on deck batter and base runners are the only players on offense allowed outside of the dugout during the game.
  1. Best overall record in league play determines divisional champion and second place

awards. All ties in regular season league standings will involve a play-off game to

determine the League Champion. If there is a tie for second place it will be decided

by:

  1. Head to head play during the season
  1. Runs allowed in head to head play during the season.
  1. Runs scored in head to head play during the season.

10. Teams can start a game with eight (8) players. The missing 9th player is an

automatic out. The coach will select the location in the lineup where the out will

be taken. If you start with nine (9) players, you can end the game with no less

than eight (8) players. The out will be taken in the lineup at the bottom of the order.

A. A tardy player will be allowed to play if they show up before the beginning of

the 3rd inning. They must go to the bottom of the batting order.

B. Teams can pick up a player to meet the minimum requirement for players in

order to avoid a forfeit. However, the player picked up must bat last and play in

the outfield.

11. A substitute that has been in the game and replaced by a starter may re-enter the

game for an injured player. A sub for an injured player will be the person that

made the last out. See official rule book for clarifications.

12. A new inning cannot begin once the umpire’s clock has expired. A new inning

begins when the home team makes the third out. Once time has expired there is no

option to finish an inning if it will not effect the out-come of the game.

13. If a runner attempting to reach any base, intentionally and

Maliciously runs into a defensive player, in the area of any base, they will be out

and ejected from the game. A dead ball will be called by the ump. The objective of

this rule is to penalize the offensive team for deliberate, unwarranted,

unsportsmanlike action by runners for the obvious purpose of crashing the

defensive player rather than trying to reach any base. Obviously, this is an

umpire’s judgment call.

  1. If the manager/assistant manager coach is ejected for unsportsmanlike like

conduct there will be a mandatory one game suspension. The president, 2 vice

presidents, umpire and chief has to approve reinstatement of coach. If in the event

itis the president, or either of the vice presidents in question than goes to umpire

andChief

  1. Any protests lodged to the league must conform to the following:

A. Notify the plate umpire immediately that the remaining part of the game is

being played under protest. The plate umpire must immediately record the

protest in the Official Score Book. The umpire and protesting manager both

must sign, date and record the time of the protest.

B. Within 24 hours the protest must be presented in writing to the league

coordinator or the president with a $100.00 protest fee which will be refunded if

the protest is up-held.

C. Protests will be heard by the Executive Board once it is determined by the

league coordinator and president that the protest is valid and worthy of

consideration. All decisions by the executive board are final.

D. Protests cannot be entered on judgment calls.

16. When a game goes into extra innings, the player that made the last out the previous

time at bat will be placed on second base when each team comes up to bat. Both

teams will do this for each extra inning.

17. Mount Washington Youth Baseball & Softball will not tolerate unsportsmanlike

behavior. Throwing bats, helmets, gloves etc. and using profanity, will be grounds

for immediate ejection. Players will not argue with umpires. Umpires do not have to

issue a warning before a player or coach is ejected from a game.

18. There is no throwing, catching or hitting around concession stand, dugouts or

bleachers. During field practices, no practice activity will occur off the field

(outside the fence). When teams are warming up before games they must go to

Designated warm-up areas away from spectators. Areas to be assigned by age

Level and field. The use of Hit Sticks is prohibited outside of fence areas at all

times. Hit Sticks may not be used inside of fence areas during games.

Managers whose teams engage in practice/warm-upactivities in these areas during

Practice, or before, during or following games, will receive a warning upon the

First offense. On the second offense, the Manager will be suspended for their next

Schedule game. On the third offense, the Manager will be reviewed by the board

to decide the final outcome and their position for the rest of the season. In the

event that the President or one of the Vice Presidents is on the coaching staff for

the team in question, the League Coordinator for that League will vote in their

place.

CAL RIPKEN BASEBALL

4/5 Coach Pitch

  1. Each game will last 60 minutes.
  1. No umpires or scorekeepers will be used. No score will be kept.
  1. Both teams will bat through the line-up then switch sides, regardless of the number

of outs made.

  1. Players will hit froma pitch from the coach and have three (3) attempts by pitching and two (2) additional attempts from the tee if needed. Players have the option to take all five (5) pitches from the coach, bypassing the tee. Four year olds have the option of taking all 5 swings from the tee.
  1. Every player bats and every player is on defense.
  1. A catcher will be used.
  1. Players can only advance one (1) base at a time when a ball is batted off the tee.
  1. Managers or coaches will assume responsibility of pitching to their team, but must

make no defensive attempts to field the batted ball. Coaches can instruct their

batters while in the batters box. Coaches must make every attempt to avoid any.

interference with defensive players. If they are hit by a batted ball, and no attempt

is made to get out of the way or to defend themselves, the batter is automatically

out and the runners can not advance. The pitch is considered a dead ball and does

not count as a pitch if the pitcher defends themselves or attempts to get out of the

way.

  1. Forty-five (45) feet base paths will be used.
  1. For safety reasons, there will not be an on deck circle. The next batter will

remain in the dugout.

  1. Pitching distances can be no closer then fifteen (15) feet from the back of home

plate. A line will be drawn before each game to ascertain the identity of this

distance. Pitchers cannot leave this immediate area until the ball is hit.

  1. The runner can advance only one (1) base on an overthrow to any base.
6 YR OLD COED BASEBALL – SLING SHOT MACHINE

1. There is no Appeal Play.

2. A six (6) inning maximum is played. The nine (9) run rule applies after 4 ½

innings for the home team, five (5) innings for the visiting team.

3. Managers or coaches will assume responsibility of pitching to their team, but must

make no defensive attempts to field the batted ball. Coaches can instruct their

batters while in the batters box. Coaches must make every attempt to avoid any.

interference with defensive players. If they are hit by a batted ball, and no attempt

is made to get out of the way or to defend themselves, the batter is automatically

out and the runners can not advance. The pitch is considered a dead ball and does

not count as a pitch if the pitcher defends themselves or attempts to get out of the

way

4. Walks or base stealing are not allowed.

  1. The time limit is one (1) hour or six (6) innings whichever occurs first. No new

innings to start after 55 minutes.

6. Forty-five (45) feet base paths will be used.

7. For safety reasons, there will not be an on deck circle. The next batter will

remain in the dugout.

8. Pitching distances can be no closer then fifteen (15) feet from the back of home

plate. A line will be drawn before each game to ascertain the identity of this

distance. Pitchers cannot leave this immediate area until the ball is hit. First

infraction will result in a warning by the umpire; second infraction requires the

pitcher to be replaced from that position.

9. All players are in the batting order by name and jersey number. Each will receive

a maximum of five (5) attempts at the ball. Dead balls are not considered pitches.

A fouled 5th pitch uncaught in the air is not considered an out. On a fifth (5th)

pitch, if the Umpire deems the pitch to be unhittable, the batter must receive

another pitch.

10. Everyone plays defense, no one sits.

A. One (1) player positioned on the 30’ line.

B. Four (4) players even on or behind baseline. (1st baseman, 2nd baseman, 3rd

baseman, and short stop.)

C. One (1) player behind home plate. (Catcher)

D. Remaining players must be in the grass. (Outfielders)

11. The runner can advance only one (1) base on an overthrow to First (1st) base.

12. Umpires will call outs if bases are missed at the completion of the play, if seen.

No appeals in this league.

13. Tournament teams are not selected in this league. At the end of the regular

season, the league may organize an in-house tournament chaired by the league

coordinator. First and second place trophies will be awarded at the completion of the tournament. This tournament will have no bearing on the regular league standings. Tournaments will begin the week after the end of the regular season play.

  1. A batter must have a full swing to be considered fair.
  1. 6 Run Rule per inning
  1. The 9th batter is out on an 8 man roster
  1. The sling machine will be set at 35 Feet and will be pitched at 30 MPH.

CAL RIPKEN ROOKIE

1. All players will be in the batting order. Managers can freely substitute defensively

at any position including pitcher. All players not starting an inning on defense

shouldtake the field the next inning unless for disciplinary reasons.

2. There is no Appeal Play.

3. Bunting is allowed.

4. No slashing is allowed, when start to bunt must bunt.

5. Defensive teams are allowed ten (10) players on defense, four (4) of which must

occupy outfield playing positions. Every team is also required to have a catcher.

6. Each batter will receive a minimum of five (5) pitches. A dead ball is not considered a pitch. Any pitch hitting the ground before it crosses the plate and not attempted to be hit by the batter will be considered a dead ball and not counted as a pitch. A fouled fifth pitch is not considered an out unless caught in the air by a defensive player. If the fifth pitch is bunted and fouled, batter is out.

7. If the ball hits the machine, it is a dead ball; each base runner advances one base.

8. No walks will be allowed.

9. One (1) umpire will be used.

10. There will be no stealing of second base.

11. A Coach from of the team batting will feed the machine.

12. There will be NO lines or circles.

12. The pitching machine will be set at 40 MPH and base paths at 60 feet.

13. For safety reasons, there will not be an on deck circle. The next batter will remain

in the dugout.

14. No stealing home is allowed under any circumstances. Once a player has returned

to 3rd base, no advancement can be made. The only way to advance from 3rd base

is by a batted ball.

15. Teams will bat until three (3) outs are made or eight (8) runs are scored.

16. A nine (9) run rule applies to end the game. This applies to the home team after 3

½ innings and the visiting team after four (4) complete innings.

17. Only one coach, for the team on defense, can be outside of the dugout.

18. Managers are encouraged to use a courtesy base runner for their catcher if the

catcher is on base with two outs. The base runner would be the player that made

the last out. The courtesy runner is strongly encouraged to speed up play.

19. The time limit is one (1) hour and thirty (30) minutes, or six (6) innings whichever

occurs first.

20. The 9th batter is out on an 8 man roster

CAL RIPKEN MINOR

1. All players will be in the batting order. Managers can freely substitute defensively

at any position except pitcher. All players not starting an inning on defense should

take the field the next inning unless for disciplinary reasons.

2. Pitchers can pitch a total of six (6) innings per week and must have two (2) days

rest between assignments, if pitching more than two (2) innings per game. The

number of innings pitched, per pitcher, will be kept in the official score book.

3. If a manager knowingly pitches a pitcher without proper rest, 1st offense will result

in suspension of two (2) games and forfeits the game; second offense will result in

the suspension of the rest of the season and forfeits the game.

4. A 9 year old must pitch one (1) complete inning, within the first two (2) innings.

The starting pitcher may re-enter the game one (1) time. The starting pitcher

would be your 9 or 10 year old that started the 1st or 2nd innings.

5. Teams will bat until three (3) outs are made or eight (6) runs are scored.

6. A nine (9) run rule applies to end the game. This applies to the home team after 3

½ innings and the visiting team after four (4) complete innings.

7. Only one coach, for the team on defense, can be outside of the dugout.

8. Managers are encouraged to use a courtesy base runner for their catcher if the

catcher is on base with two outs. The base runner would be the player that made

the last out. The courtesy runner is strongly encouraged to speed up play.

9. The time limit is one (1) hour and thirty (30) minutes, or six (6) innings whichever

2. Games will be played by Cal Ripken Major 70 rules. (70’ bases, 50’ mound)

3. Pitchers can pitch a total of six (6) innings per week and must have two (2) days

rest between assignments, if pitching more than two (2) innings per game. The

number of innings pitched, per pitcher, will be kept in the official score book.

4. If a manager knowingly pitches a pitcher without proper rest, 1st offense will result

in suspension of two (2) games and forfeits the game; second offense will result in

the suspension of the rest of the season and forfeits the game.

5. Teams will bat until three (3) outs are made or eight (8) runs are scored.
