MOSL Board Appointments Announced

Following a meeting of the Interim Board of Directors on July 16 2015, Interim Chairman Steve Mogford announced that Andrew Pinder had been appointed as non-executive Chairman of Market Operator Services Ltd. (MOSL).

In addition, the Interim Board also appointed Margaret Beels and Peter Bucks, as independent, non-executive directors; and Peter Simpson as a director representing members. Peter Simpson was the only nominee as director representing licenced undertaker members. John Reynolds was elected by vote amongst new entrant members.

Andrew Pinder CBE has a long and distinguished career in both the private and public sectors. In 2000, he was appointed as e-Envoy, directly responsible to Prime Minister Tony Blair for bringing together the development of the knowledge economy in the UK. He has served on numerous boards and committees, including as a Director of United Utilities Group PLC, a Director of Entrust Inc., and Chair of the Balancing and Settlement Code Panel and of Elexon Ltd, its operating company.

Margaret Beels has had an extensive executive and non-executive career, and was heavily involved in the privatisation of the electricity industry. She was Chief Executive of the Electricity Pool, which enabled wholesale trading in the new market. She led British Gas’ efforts to separate its gas supply and network and is currently Chair of the Gangmaster’s Licensing Authority.

Peter Bucks is the former Chair of Open Water Market Limited. Peter spent his early career in merchant banking and was closely involved in the UK privatisation program as advisor to government and corporate clients. He has served on numerous boards and committees, including as a non-executive director of the Water Services Regulation Authority (Ofwat), the Office of Rail Regulation, and as a Trustee and Council Member of the Regulatory Policy Institute.

John Reynolds OBE is CEO of Castle Water, and a non-executive director of Northern Powergrid Holdings Company and Rapid Biosensor Systems. John has advised, invested in and financed many leading utilities. He formerly chaired the Church of England Ethical Advisory Group, is a council member of the Central Finance Board of the Methodist Church, and a member of the investment committee of the Scottish Episcopal Church. John is a Fellow of the Institution of Engineering and Technology, and is a former member and audit committee chair of the Water Industry Commission for Scotland.

Peter Simpson has been Chief Executive Officer of Anglian Water Group since October 2013 and brings extensive experience of the water industry in the UK, Europe, South America and the USA. He was previously a director of Open Water Markets Limited and has been a director of the Institute of Water since 2014.

As a consequence of these appointments, Steve Mogford and Heidi Mottram have resigned as directors of MOSL. In welcoming the new Board members, Steve thanked the Interim Board members, Heidi Mottram and Peter Simpson,for their significant contribution and commitment to the creation of MOSL.He also thanked Johanna Dow, Chief Executive of Business Stream, for her support to the interim board during MOSL’s formative months. “This Interim Board has laid the essential groundwork for MOSL to progress as a private business and develop the operational framework for non-domestic water market opening in England on 1st April, 2017.”

Market Operator Services Limited (MOSL) is working with DEFRA, Ofwat and the water companies as part of the Open Water Programme. Open Water will offer non-household customers a choice of supplier and access to tailored packages that best suit their needs.

MOSL's role is to deliver the operational capability needed to support the efficient operation of the new market.

It will deliver the IT systems that enable registration, customer switching and settlement between wholesalers and retailers. It will also design the market operator and support a range of market transition and business readiness activities.
