A regular meeting of the Leeds City Council was called to order by Mayor Lloyd Himle on December 7, 2015, at 6:00 pm at Leeds City Hall. Present were Council Members: Rob Nelsen and Kyle Nelsen. Aldermen Terry Westphal entered the meeting at 7:20 pm. Also present were City employeesKari Follman, Nicky Ritterman and Justin Nelsen, and Brad Muscha representing Moore Engineering.

Moore Engineering:

A motion to approve the Owner and Engineer Agreement for Professional Services was made by Kyle Nelsen, seconded by Rob Nelsen. All were in favor. Motion carried.

A motion to approve the Detailed Plans and Specifications for the 17695 Leeds Sanitary Sewer ImprovementsProject was made by Rob Nelsen, seconded by Kyle Nelsen. All were in favor. Motion carried.

A motion to direct the Auditor to advertise for bids once approval is received from CDBG and Rural Development was made by Kyle Nelsen, seconded by Rob Nelsen. All were in favor. Motion carried.

A motion to approve Moore Engineering invoice #11689 in the amount of $163,500 for engineering services once temporary financing is in place was made by Rob Nelsen, seconded by Kyle Nelsen. All were in favor. Motion carried.

Discussion was held of loan repayment options, special assessments versus user rates. Kyle Nelsen made a motion to establish a three person assessment committee consisting of a committee chair for a 3-year term, a second person for a 2-yr term, and a third person for a 1-year term. The Auditors will advertise and list requirements to be on the committee. The motion was seconded by Rob Nelsen. Motion carried.

The closeout form for the water tower work was signed by Mayor Lloyd Himle.

Kyle Nelsen made a motion, seconded by Rob Nelsen to allow Councilman Terry Westphal to attend the meeting via conference call to vote on resolutions. He will be paid a conference call rate. Motion carried.

Kyle Nelsen made a motion to work with a CPA to try to and implement the retirement plan for the Public Works Superintendant to something close to the original plan. Motion was seconded by Rob Nelsen. Motion carried.

Kyle Nelsen Introduced Resolution 12-07-15-1 authorizing Temporary Financing for the sewer repair project. Rob Nelsen made a motion to accept the resolution. Terry Westphal seconded the motion. Voting yes were Kyle Nelsen, Terry Westphal, and Rob Nelsen. Alderman Linda Himlewas absent and did not vote. The resolution was duly passed and adopted.

Kyle Nelsen made a motion to approve KJs special event liquor permit for December 31, 2015. Rob Nelsen seconded the motion. All were in favor. Motion carried.

Kyle Nelsen made a motion to send City resident,Brian Elverud, a letter addressing a received complaint. The City needs to be able to get the blade down the alleyways and there are issues with garbage. Rob Nelsen seconded the motion. All were in favor. Motion carried.

Kyle Nelsen made a motion to authorize the Mayor to execute a deed to correct the land discrepancy with Paula Haagenson. Rob Nelsen seconded the motion. All were in favor. Motion carried.

Kyle Nelsen made a motion for the Public Works Superintendant to do an assessment of the abandoned vehicles around town and take pictures. Alderman Nelsen will go to Idesign in Rugby and get some type of stickers to put on the vehicles. The motion was seconded by Rob Nelsen. All were in favor. Motion carried.

Terry Westphal participated earlier in meeting via teleconference. At 7:30 PM Councilman Westphal physically joined the meeting.

Terry Westphal made a motion, seconded by Rob Nelsen to approve the November minutes. All were in favor. Motion carried.

Kyle Nelsen made a motion to approve the monthly bills. The motion was seconded by Terry Westphal. All were in favor. Motion carried.

Water, Sewer, Garbage Ordinance Review:

First reading was performed. The second reading will be done at the January meeting. Rob Nelsen made a motion to approve the first reading of the ordinance. The motion was seconded by Terry Westphal. All were in favor. Motion carried.

Rob Nelsen made a motion, seconded by Terry Westphal to approve the timesheets. All were in favor. Motion carried.

Terry Westphal made a motion to approve the financial reports. Motion was seconded by Rob Nelsen. All were in favor. Motion carried.

Rob Nelsen made a motion, seconded by Terry Westphal to adjourn the meeting at 9:30 PM. All were in favor. Motion carried.
