Minutes of theMeeting of Louth Town Council

held in the Council Chamber, Town Hall, Louth

on Tuesday 24thjune 2008

Councillors:Mrs. E. Ballard JP, B. Burnett, F.G. Coonghe, J.P. Dean, C. Finch, Mrs. M.W. Finch, J.E. Gains, A. Leonard JP, A.M. Lione, J.R. Macdonald, Mrs. J. Makinson-Sanders, T.F. Marris, Mrs. M. Ottaway MBE, F. Robertson, K.A. Sharp, B.R. Williamson and D.E. Wing

The Town Clerk, Mrs. L.J. Blankley and her Secretary, Mrs. L.M. Phillips were also present.

Several members of the public addressed the Council as follows:

  • A gentleman raised concerns regarding the selling of publicly owned properties by ELDC. Councillor Mrs. M. Ottaway MBE offered to speak to the gentleman in private about the matter and this offer was accepted.
  • Several members of the public addressed the Council regarding flooding. A lady asked that the Council organise a follow up Public Flood Meeting within the next ten working days to ensure that all Louth residents were kept up to date. The Mayor assured her that a Public Flood Meeting would be held possibly in August or at the beginning of September but he opined that it would not be possible to organise a date for the meeting in the next ten working days. He opined that a press release could be sent out to keep the general public up to date as much as possible in the meantime.
  1. Prayers
    In the absence of Father P. Lloyd, the Mayor’s Chaplain the meeting opened with Prayers led by Councillor J.P. Dean.
  2. Apologies for Absence
    Apologies for absence were received from Councillors Mrs. P.F. Watson, D.M. Skinner and A. Gardner-Clarke. These were approved by the Council.
  3. Declarations of Interest
    The following personal interest was declared:
  4. Councillor B. Burnett – Agenda Item 9 – ELDC Consultation – as a member of ELDC.

    The minutes of the following meeting were discussed and signed by the Chairman as a correct record of that meeting:

    The minutes of the following meetings were discussed and signed by the Chairman as a correct record of those meetings:
  8. Personnel Committee – 20th November 2007
  9. Planning and Environment Committee – 20th May 2008
  10. General Purposes and Finance Committee – 20th May 2008
    Councillor Macdonald asked that the minutes of 20th May be changed to show that he was present. This was agreed and the changes were made by hand.

  1. Shaping Health at Louth County Hospital
    The Council discussed the above consultation and it was unanimously RESOLVED:
  2. That the Town Council support Option D
  3. That the Town Clerk should use the information at a. above to fill the document in on behalf of the Council
  4. That a statement should be released to the press expressing the Council’s support for Option D.
  1. Financial Regulations
    The Council discussed the Draft Financial Regulations circulated to them with their agenda for the 3rd June 2008 meeting and following a proposal by Councillor F. Robertson, seconded by Councillor B. Burnett it was RESOLVED that the Council adopt the Draft Financial Regulations as its Financial Regulations and to amend Standing Orders accordingly.
  2. Louth United Charities
    The Council noted that Mr. G.C. Lindsay’s term of office as a trustee of the above was due to expire on 28th July 2008 and also that the newly elected Chairman, Councillor Mrs. M. Ottaway MBE’s term of office was due to expire on 21st November 2008 and it was RESOLVED that Mr. G.C. Lindsay and Councillor Mrs. M. Ottaway MBE be reappointed as Council representatives on the above
  3. ELDC Consultation
    The Council discussed a consultation paper received from ELDC regarding the way in which ELDC communicate with Louth Town Council and it was RESOLVED that the Town Clerk should complete the consultation as follows:
    a. Question3 = Yes b. Question 4 = Yes c. Question 5 = Email d. Monthly e. Tick everything and add ECO Town and Multi Agency Flooding.
  4. Mayor’s Announcements
    The Mayor directed Councillors attention to a tabled list of the engagements that he had attended since his term of office began on 16th May 2008. He then thanked those Councillors who attended his Civic Parade and Church Service on 22nd June 2008 for their support and opined that the day had been a resounding success with very favourable comments having been received from many of the Civic Guests who attended. Finally, he announced that the Council’s Secretary, Mrs. Lynda Phillips is expecting ababy due on 21st December 2008. On behalf of the Council he offered her his very best wishes.
    The meeting closed at 8.10pm.
