MINUTES OF THE SUPPLEMENTARY & PLANNING MEETING HELD ON

0605/61Chairman’s Announcements

The Chairman advised that he wished to update the Council on Tews Lane but this would need to be discussed under Part B. It was resolved to discuss this matter under Part B.

0605/62Apologies for absence

Apologies were received from Cllrs Brailey and Miss Thomas.

0605/63Declarations of Interest

Members were reminded that any Interests should be declared at the beginning of the meeting and prior to the item being discussed.

Minute 0605/60 Cllr Cann declared a personal interest as a County Councillor, District Councillor and Member of Fremington Quay Environment Group. Cllr Mullen declared a prejudicial interest as he works at

Fremington Quay occasionally. Cllr Harris declared a personal interest. Cllr Jury declared a prejudicial interest as a resident of the Quay.

0605/64To agree the Agenda between Part A and Part B (confidential information)

It was resolved to consider the Chairman's announcement regarding Tews Lane under Part B and to agree the rest of the Agenda as published.

Part A

0605/65Finance & Personnel Committee report

It was resolved to approve the report of the Chairman of the Finance & Personnel Committee, to approve the staff salaries and expenses for May 2006 and to accept the finance reports for April 2006.

0605/66Composition of Parks & Playing Fields Committee

It was resolved that as 8 members of the Council were prepared to sign a special resolution, the matter of the composition of the Parks and Playing Fields Committee could be agreed at the next Council Meeting

0605/67To consider community facilities at Beechfield

It was resolved that a working party should be formed consisting of Cllrs Turner, Morrish, Jury, Causley and Mrs Bennett to take the project forward.

0605/68To consider an application for use of Fremington Quay (picnic area) for a wedding reception in July 2007

Councillors Jury, Harris and Mullen left the room. It was resolved that this application and also future policy on the use of this area be deferred to the next Landlord's Quay Committee meeting.

0605/69To consider a response from the Environment Agency regarding harvesting of mussels in the Taw and Torridge Estuary

It was agreed that Cllr Cann would speak to Devon Fisheries about this issue.

0605/70To consider a letter from Community Council of Devon regarding "The Parish Regeneration Project Roadshow"

It was resolved to accept an invitation to bring the Roadshow to Fremington.

It was resolved to note the following correspondence and further resolved to put the report on Post Office Closures on the Agenda for the next meeting:

0605/72Devon County Council - Planning Application

Devon County Council, the determining Authority, had asked for comments from this Parish Council on the following application:

Town & County Planning General Regulations 1992 - Regulation 3

Provision of cycleway linking Shieling Road and Tews Lane, Bickington, Barnstaple

The Parish Council would ask that there is adequate screening provided to protect the privacy of residents in Shieling Road and subject to this would recommend APPROVAL.

0605/73North Devon District Council - Planning Applications

North Devon District Council, the determining Authority, had asked for comments from this Parish Council on the following planning applications:

It was formally noted that participation of the Councillors who are also members of NDDC in both the debate and subsequent vote (in respect of any of the above, were preliminary taking account of the information matters) was on the basis that the views expressed made available at the time to the Parish Council. The District Councillors were reserving their final views on the applications until they were in full possession of all the relevant arguments for and against.

41490Proposal: Erection of 1 dwelling with detached double garage (revised siting & design)

Location: Land adjacent Kicott, Springfield Road, Bickington, Barnstaple

It was resolved that the Parish Council would not wish to see this application approved unless all aspects of the flooding issues are fully investigated and the Environment Agency is satisfied that any possible problems are resolved.

It was resolved that the Parish Council would not want to see any application approved which would conflict with residential use of the area.

It was resolved to recommend to North Devon District Council that this application be APPROVED subject to the design being appropriate and in keeping with the area.

It was resolved to recommend to North Devon District Council that this application be APPROVED.

The Parish Council would be unable to support approval of any further development that would impact on the estuary and detract from the surroundings. The Parish Council is also concerned about the situation of the drains in relation to the proposed development.
