MINUTES OF THE REGULAR MEETING OF THE GRYGLA CITY COUNCIL

JULY 10, 2006

The regular meeting of the City Council was scheduled to be held at the Grygla Civic Building at 8:00 pm. The meeting was called to order, at 8:00 p.m. by Mayor Klein with the following council members present: Patti Johnson, David Dunrud, and Robert Thompson. Absent: Hazel Thomas. Also present were Donna Jelle, Rose Hanson, Carter Torgerson & Rose Aune.

MINUTES OF PRECEEDING MEETING

Motion made by Dunrud, seconded by Thompson, to approve the minutes of the City Council Regular meeting of June 12, 2006. Motion unanimously carried.

Johnson made a motion and Dunrud seconded, to approve payment of all bills, carried unanimously.

ROSE HANSON’S PROPERTY LINES

Rose Hanson would like the lot next to hers cleaned up and their stuff removed off her property. It was suggested that she talked to Brian Rokke to see what her rights are. Donna measured the lines, by measuring the top of the road, measured half, took the city right-of-way, and then measured from there. Jeff Lund has 150 ft, Hanson’s has 100 ft and Harland’s lot is 50 ft. They measured both ways, from each side street.

SENIOR HOUSING GRANT

Donna would like to get a comprehensive grant for the senior or low income housing. She would like to see the bathtubs replaced with showers and make it handicap accessible. They would be able to use some of the money from the Home Rehab account as the in kind for the renovation and for the sewer that would be paid by assessment and/or abatement. The buildings were build 35-40 years ago and need to get updated. Thompson brought up that they also need to put in an elevator in the White House to make it compliant. Thompson made a motion, seconded by Johnson, that the council supports a grant application for renovations of MarBel Homes and have Donna work with Greater MN Management on this, carried unanimously.

LIFT STATION GRANT

Klein needs to Rokke and ask a couple questions before sending out the letter. Greg Monson put in a mound and Juanita Watne might have to replace hers, so we need to get moving on this.

GAZEBO

Nobody sent in a bid for putting up the gazebo. Carter had talked with Tim Anderson and he sounded interested so Patti is to contact him and see would be willing to do it.

WENDY SANDSMARK’S SALON

Farmers Union paid half of the legal fees to have the quit title done, $509.63.

JOINT POWERS AGREEMENT WITH SCHOOL

Klein still needs to get together with Galen Clow.

BOCKWITZ’S DOGS

Bockwitz have not gotten rid of any dogs yet so we will contact Marshall County and have them site them.

ELK PICTURE IN CIVIC BUILDING

Kevin Cedergren put in a bid of $175-200 to paint the picture & sand the wall, but that does not include paint. He is planning on working in Grand Forks this summer so he would like to paint it on the weekends and finish it this summer. Council would prefer that he paint it during working hours, so Rose is to check with him and see if that would work.

SUMMER HELP VS CETA KIDS

Carter would like to try and hire summer helpers next year instead of having the CETA kids. Some things were getting broke by the kids, but the council said that could happen with hired summer helpers too.

BRUSH MOWER

There is a brush mower that we need to put in the paper for sale on bids. Bids need to be turned in by July 24th and Carter & Rose are to sell to the highest bidder.

GATE VALVES

When Carter & Rose met with FEMA to fill out the grant application they suggested that we check to see if we could get a mitigation grant to help cover the costs of gate valves. Council would like John Wynne contacted to see if he knows of any grants that might help us with this.

SIGNS ON MNDOT RIGHT OF WAY

MNDOT called and said that we have to remove the signs that direct to the Civic Building off the MNDOT right-of-way. If we want to put a sign up like that we can order one from them for $700 for 2 signs 4’ x 1 ½ ‘. Carter is to talk with Kurt Larson to see if he knows anything about this.

BEER GARDEN AT SOFTBALL FIELD

Jaycee’s would like to have a beer garden at the softball games during Fall Festival. You can not have alcohol on school property, so it will not be allowed to have a beer garden there. Thompson is to notify Ryan Petersburg that they can’t have it. The ball field should be done in time.

JAYCEE’S & LEGION LIQUOR LICENSE

Thompson made a motion, seconded by Dunrud, for the Jaycee’s & American Legion to have beer license for August 25 & 26 for Fall Fest, Jaycee’s will have 2 locations, after providing proof of insurance, carried unanimously.

COMMUNITY SUMMIT MEETING

No one was able to make it to the meeting. The next meeting is July 27th. There was some information in the Watch on what info should be compiled for the next meeting.

CITY”S FIELD EAST OF TONY MOE’S

Jared Moe would like to work up the field east of Tony Moe’s and reseed it into hay, fine with Council as long as he understands that if there is a chance to develop it in the future the City will. Carter is to mow the lot by May Corporation.

PICNIC SHELTER

Rose is to contact Opal to see if they have heard anything from the insurance company to go ahead and build the picnic shelter at campground, there is a bid from Brateng construction for $2,800.

PARK BENCH

Kelly & Tammy Klein would like to buy a park bench to put in the park in memory of Kelly’s parents.

BANK USING CC OR CIV BLDG

Johnson made a motion, seconded by Thompson, to allow American State Bank & Agency the use of the Civic Building in the event of an emergency, carried unanimously. Council figured the Civic Building would be more accessible and securer.

ROSE & CARTER’S BANKED TIME

Thompson made a motion, seconded by Johnson, to pay Rose 60.5 hours and Carter 69 hours of banked time, carried unanimously. Rose is to contact Roy Lunde to see if changing hours during the year is acceptable for the work contracts, need to discuss at the next meeting about changing hours.

FIRE DEPARTMENT

Fire Department received $8,000 from Marshall County to be used for lockers, cleaning, & painting.

MEETING ROOM CHAIRS

Still trying to get these chairs picked up from Office Depot. They keep sending 1 call tag for one 1 lb box, and we need 4 tags for 25 lbs.

VACUUM CLEANER

Rose is to look for a new vacuum cleaner for the Civic Building that is less than $500.

STREET SWEEPER

Thief River Falls has a street sweeper for sale and Carter is to check on the price of it. The one that we have now is costing way too much to fix it, and we need to look at getting a different one.

CLEANING COMMUNITY CENTER

Shauna Olson was picked to do contract work at the Community Center cleaning that up for $10/hr.

OSHA INSPECTION

There will be an OSHA inspection September 6th. Need to have a commercial coffee maker, refrigerator and fan need to have 3 prongs, TV needs to have a belt around it.

AIR CONDITIONER UPSTAIRS

The school is looking at putting in a room air conditioner, stand alone model. They are also purchasing air ionizers for each classroom with the refund from the health insurance from non-smokers.
