Minutes of the Parish Council meeting held in The Reading Room, Netherburyat 7.30pm on

26July2016

Apologies; County Cllr Mrs Knox, Mrs Handford, Mr Bailey and Mr Goodfellow.

Present: Mr. Bowditch in the Chair, Messrs Hawkins, Goodfellow, Huxter, David, King, Mrs Mann Mrs Pearce, and District Cllr Roberts and the Clerk. There were 6 members of the public.

Minutes of the May Annual General Meeting were agreed and signed.

Matters arising. The Chairman thanked Mr King for the excellent letter he had produced concerning the proposed sale of 5 Pitchers. The Chairman signed it and sent to WDDC Planning

The reply from Jean Marshall Head of Planning Development Management and Building Control, quoted the conditions attached to application no. 1/W/89/0506.. Planning Condition clearly states that “ the 5 dwellings on Plots 1 – 5 inclusive shall be reserved for rented accommodation…….” She went on to say that if the property has been offered for sale, it would be in breach of this condition and the WDDC Enforcement team have been in touch with Stonewater who areconsidering their position. Mrs Marshall will let us have a further update in due course.

The Chairman said that the Rights of Way map, not the DCC map, shows that DCC is responsible for the maintenance of the Church R.o.Way. Nevertheless, both Mr and Mrs Bowditch had cut the hedges and had done other work to improve the path. It is definitely not the responsibility of the PCC.

Mrs Dyke reported that hedges of properties in Ash Lane are becoming overgrown and asked who is responsible for them?The Chairman advised her that it is the property owners. After discussionMrs Dyke agreed to approach each of the owners as a neighbour, if that was ineffective, then the P.C. would write to them, and if that failed, DCC would be informed.

District Cllr’s Report. Mr Roberts said that continuing savings must be made as Government grants will be reduced again next year Amalgamating three areas into one Unitary Auhority is being looked at. At the last meeting, Mr Roberts asked the Clerk to let him have a copy of the info sent by the PCSO, and then he would act concerning signage at Salway Ash School. The Clerk copied that which Mr Roberts required and sent it to him. Having heard nothing, the Clerk asked Mr Roberts for a progress report. It was that nothing had changed. Mrs Pearce offered to approach the School to ask them to initiate what is needed concerning signage.

Mrs Pearce said that the signs have been repainted and it is clearer now.

Public Discussion. Residents had come to make clear their disapproval of the Planning application for work at Cornerways, Bridge Street. Mr Mark Donovan of the Star Inn said that the proposal will make an existing eye sore even worse and that it would be over development. As there is already a double garage on the site,there is no need for more parking space. When exiting from it, they would be totally blind when they turn right.

Mr John Alexander of Highfield House drew attention to the fact that it is a Conservation Area.

Trees would have to be removed Mr Alexander stated that he had an interest in an adjoining wall

Others present said that it wouldincrease traffic as more vehicles would be on the road.

Correspondence.

DCC sent questionnaire re Salway Ash Safer routes to school.

It was completed at the meeting, mostly with high scores, but dissatisfaction at some aspects, including that here is no priority signage at either end of the pinch point; that the previously discussed bulge

and extended pavement at the entrance to Ash Lane restricts vehicle turning in and out of the lane; stones are being spread from the drainage channel on to the pathway which is dangerous to children and parents.

Annual Dorset Highways Satisfaction survey. After discussion, Mrs Dyke agreed to send a corporate reply ratherthan scanning the questionnaire to all clllrs. to be completed individually.

Accounts-

a)Clerk’s office expenses, postage etc, £15-12., travel, £13-20; total £28-32.

b)A.J.Bright, re Audit Return, £15-00.

c)Donation to Bridport Youth Footbll Club, previously agreed, £100-00.

d) Donation to Netherbury PCC, previously agreed. £200-00.

e)DAPTC, annual subscription, £413-06.

f)Viking, printer inks,stationery etc, £101=84 paid between meetings.

g)Reimburse Clerk, £70-00, Know How, as agreed at previous meeting.

It was agreed unanimously that these be paid.

PAYE, £222-00, as on agenda, was an error on C.B.Reid’s part.

Planning-

a)Crooked Oak Cottage, Melplash, erection of lean-to to replace demolished lean-to; minor internal works. “Although the P.C. has no objections in principle to the stated proposal, Cllrs object until accurate plans are submitted. The application should be refused until the drawings are corrected re. solid wall between properties;no bathroom in either property.

b)West Cottage, Filford Lane, Bowood, block up external door, internal alterations. “No objections.”

c)Cornerways, Bridge Street, Netherbury. Enlarge dormer window; construct pitchedroof and first floor to garage.

“The Parish Council and residents object very strongly. In general, the proposals arenot in keepingbut specifically the roof design and line are unsuitable. There is already a study in the house, so why another? More parking should not be allowed as the exit is blind from the east, and there are cars parked opposite. As the site is in a Conservation Area, the trees are protected, and they would have to be felled to create the parking space. This application must be refused.”

Furleigh Estate, application under General Permitted Development; erect additional storage for winery.

Amended additional plan re Marles Farm showing the garden reduced in size.

Neighbourhood Plan. The Chairman summed up the current position as no further progress due to lack of interest.

Goal posts for Melplash. Mr David said that the children play in Twinways, using pullovers etc as goal posts at the present. The Clerk to approach WDDC’s Mr Nick Thornley to ask for funding towards the project. On next agenda.

Any Other Business. Mr Hawkins raised highway matters and the Chairman advised him to contact The County Councillor.

Mr David reported that the landlord of The Half Moon wants to remove some tall Leylandii,and asked Mr David if he needs to do anything before the work. It was decided that as it is Leylandii, probably no permission is needed, but it would be sensible to contact the WDDC Tree Officer first.

Mrs Murray had approached Me David about a” Village Gateway” being made at the 30mph signs in Melplash. The Clerk commented that Broadwindsor has a pallet on the Lyme road entrance.
