MINUTES OF THE MEETING OF THE PARISH COUNCIL HELD

ON THE 13th December 2016 IN THE VILLAGE HALL, COMMENCING AT 7:45PM.

Present: Councillors Mr. A D Urwin (Chairman), Mr. C R Dean, (Vice-Chairman) Mr T Colman,Mrs A Cousins,Mr T Hardingham& Mr K. Wilby. County.Cllr N Dixon In attendance:

Cllr Debbage and Cllr Colman apologies received and accepted

Clerk was congratulated on the Norfolk Clerk of the year award.

  1. MINUTES OF THE LAST MEETING

The minutes of the last meeting were approved and signed as being a true record of the business of the meeting.

  1. DECLARATIONS OF INTEREST IN RESPECT OF THE CURRENT AGENDA.

None

  1. PUBLIC PARTICIPATION, COUNTY AND DISTRICT COUNCILLOR REPORTS / POLICE REPORT.

Police report received.- One crime since the last meeting.The is Clerk attending meeting in January 2017.

  1. CORRESPONDENCE.
  2. Post office service.

Members considered the consultation and agreed: How suitable the proposed site of the village hall would be – best available in the village but a second location for the second day would be preferable, dependant on usage.

Easy to get there by car, 400 yards from many properties in the village.

Concerns – none.

Comments on days and hours: none.

Community issues- none

Things they liked about the proposal: that it will provide an additional service for the community.

b. Boundary Commission proposals for North Norfolk– no comment.

c. Broads Authority- consultation hard copy to be requested.

New Chair of the Broads Authority to be invited to a public meeting.

  1. Highways– nothing to report
  2. PUBLIC RIGHTS OF WAY

Clerk to request hard copy of definitive map.- for next meeting.

5. Continued- County Cllr. N Dixon- Devolution this issue has been closed for Norfolk. County Council discussed the possibility of a unitary council for Norfolk.

High School in Stalham – Mr Dixon due to visit this and the junior academy. Junior academy has been praised for its improvement.

  1. FINANCIAL AND ADMINISTRATIVE MATTERS.
  2. Budget report to date – noted as per appendix 1.
  3. To appoint a member of the council to undertake the periodic review of the administration and accounting procedures.

Agreed that Councillor Dean would carry this out.

Resolved: Payments as above approved.

  1. VILLAGE SIGN REFURBISHMENT

Cllr Debagge is dealing with this.

  2. Risk assessment- clerk to get itemised quote.

Clerk to quotes for three year regime and also confirm with insurers that this is acceptable.

  1. Grounds maintenance quotes for January meeting.

Resolved: To Approve quote of £600 for the four platforms.
