Minutes of the Meeting of the Community Council held on Monday 9th September 2013 which commenced at approximately 6.45pm.in the Village Sports Hall, following the Rogiet in Bloom presentations.
Public Forum
RALGS Chairman raised concern over a report he had received in July relating to the minutes of May 2013. Matter to be investigated. Suggested small action plan and timetable be devised.
Resident offered a suggestion that perhaps a small One Stop Shop facility could be offered at the VSH for the convenience of residents for the collection of recycling bags etc, and confirmed he and a fellow resident would be happy to operate the arrangement. Naturally any help from Community Councillors would be welcome but not essential and asked that RCC consider the suggestion.
He also referred to the problems encountered by raising the barrier on the Playing Fields and could not other preventative methods be used other than barrier. It was acknowledged that due to historical arrangements, that these arrangements or lack of them, was now causing tremendous problems for both residents and commuters alike.
Councillor stated that whatever had happened previously RCC need to sort out what to do this year.
Resident in his pursuit of having the footpath reinstated on the Playing Fields stated that RCC had once put tarmac down, and produced maps as evidence of the original footpath. Mr Hudson informed the matter was an agenda item and would be discussed later.
Allotment Tenant queried if there was a time frame to deal with issues at present with the Ombudsman. Confirmation was given.
Resident – returned the Security Fence Key, and was duly signed back in by the Clerk and the resident concerned.
Welcome to new Community Councillors
The new Councillors attended following the non-contested election and were requested to sign their Acceptance of Office which were then duly witnessed by the Clerk. The Chairman warmly welcomed them onto the Council and all Members formally introduced themselves. The Chairman confirmed training was available and would be arranged in conjunction with OVW and Mr Murray Andrews, MCC Monitoring Officer, and said how nice it was to have a full council in place.

05/2469 Chairman’s Announcements
Nothing further to add following the Welcome remarks above. However the Chairman had submitted reports from the Severnside Area Committee Meeting and the Severnside meeting on Dog Fouling/Litter.
05/2470 Minutes
It was resolved that the Chairman be authorised to sign the minutes of the monthly meeting held on 8th July 2013 as true and correct record of the meeting.
05/2471 Financial Matters and Schedule of Accounts
The circulated Schedule of Accounts and Financial Matters dated 9th September 2013, were approved and signed by the Chairman, as a true and correct record.
Report on audit received and request to approve the Annual Return. RFO certified Section 3, Council formally approved Annual Return, Chair signed and dated Section 3.
Clerk stated she had had difficulty in obtaining quotes to erect two storage sheds at the rear of the VSH. Members then stated it appeared the sheds were in the process of being erected. Member to investigate and report back to the Clerk.

Query raised on the flooding and the Railways involvement. Cllr Guppy requested to supply information to Cllr Dingley.

No School Governor’s report available as there had not been a meeting since the last report.
Police Report – Due to IT problems no report available but an apology via email had been received including a brief up-date, which had been circulated to all Councillors.

It was proposed that the situation to be reviewed, working party suggested. Need for whole
Council participation, and the need to make it more appealing. Matters for discussion the
inclusion of councillors’ names and addresses, putting email addresses instead

05/2474 To appraise MUGA – maintenance issues

05/2475 To consider Network Rail Proposal –STJ
Matter to be deferred until next meeting. Jonathan Warner, Internal Surveyor for Network Rail had not attended the meeting as arranged. Emma Evans of Network Rail to be contacted for an up-date.
Footpath – Clerk had made inquiries Emma Evans had been unable to assist. The matter had now been dealt with by Local Member. Need for situation to be assessed annually.
05/2476 To receive up-date on Temporary Car Park on Countryside Park
Matter deferred until next meeting. Councillor concerned on absent due to work commitments. Local Member stated present permission lasts six months. The need to decide full planning or permitted development will be taken by committee during January/February 2014, but further permission will need to be granted – update required.
05/2477 Playing Field issues and Playing Fields car park
Following discussion it was obvious there were many issues to be addressed including pathway from the car park to the station, disabled signage, barrier lock to be fixed, Football Team had stated they did not want the gate open. Resolved to go ahead with installing boulders. All in favour, MCC to be contacted regarding boulders. Three Councillors put their names forward as contacts regarding the siting of the boulders. Cllr Tyrrell delegated to hold the keys for the VSH entrance gate and barrier.

05/2479 To consider Dog Fouling issues
Please refer to report. Cllr Stallard to represent RCC working on initiative with Caldicot/Magor/Portskewett and Rogiet. Pilot scheme in Magor is working. In response to the problems, Severn-side to publish a public package initially.
Associated litter picking issues - it was suggested that RCC, as employers, purchase a trolley to assist the litter collections. Manual handling training to be given.

05/2481 To review existence of public footpath - Playing Fields
Need for a RCC/MCC approach to this matter which ranges over several departments.. Many issues involved not least that there is no disability access to the Playing Fields. Varying grants may be accessible. Need to liaise with MCC Officers. Mr Hudson to be written to.

It was agreed RCC need to set up its own website. The recent MCC initiative to be taken up. Member agreed to liaise with MCC. Clerk to forward details to him.

05/2484 Planning Applications/Permission
Cllr J Williams agreed to represent RCC at the forthcoming Planning Meeting when the Wind Turbines Planning Application would be discussed. Still awaiting confirmation as to when the application will come before the Planning Committee. Application will need to be made to speak.
05/2485 Confirm Date of next Meeting
It was confirmed that the next monthly meeting of the Community Council would take place on Monday 14th October commencing at 6.45pm. A presentation by the Gwent Levels Flood Defence Alliance (GLFDA) would be given at 7.15.pm. Meeting closed at 10.15.p.m.
Closed Council continued when it was proposed and agreed by all that a meeting should be arranged between the three people involved and then refer back to RCC.

Questions asked by the following residents:
Mike Risor, Station Rd, regarding parking – answered by MCC officer Roger Hoggins
Mark Hudson – re lost public footpath down side of playing field, MCC to look into and respond
Bob Cypher – re funding for village sports, he was advised that there are bursary schemes and funds from welsh churches
During the meeting discussion took place regarding:
· the plan for 270 new homes in Undy and another 200 across the area
· Cycle path from Rogiet to Undy
· B4245 relief road to M48
· Caldicot castle franchise, management, catering, events entrance fees, Cigarette and Alcohol consumption, sale of goods, open & closing times and advertising
· Fishing Licences for Castle ponds
· A grant was approved for V3A {P Cairns Elizabeth Sparks}
· The state of the Nedern, fish in the brook

Severnside Area Committee 15 July 2013 – Dog Fouling and Littering sub Committee.

The meeting was convened to discuss the following issues:
- Outline and Officers of working group
- Dog Fouling & Littering
- Community problems (DF & L)
- The scope of the problem
- Effective ways of dealing with the problem
- Medical issues
- Good practice
- Littering with regard to MCC’s new rules on collection
- Photographing owners of dogs off the lead
New Rubbish Collection - The Councillors present did not see any problems with the new system of rubbish collection. They did not feel that it would lead to more fly tipping. People can always use the amenity sites. When asked how the elderly or people with no transport were to cope they had no answer.
Dirty Dogs - The police are willing to provide a course on Dog spotting and what action could be taken against pet owners – suggest 20 min session to be given through neighbourhood watch scheme members.
Dog poo - It was confirmed that if doggy bins are full or people were not able to access them animal waste can be put into the new grey sacks with other household rubbish. Volunteers can be authorised by Community Councils who are allowed to issue fixed penalty notices. Training can be given to councillors and volunteers. Community Councils’ can decide if they want / need to take further action. Community Councills are also able to publish information and the actions that they are authorised to take. Contact can be made with PSO’s & Environmental Health if they require assistance with this. Free Doggy bags are available via the Tidy Towns Initiative. Legislation also allows Community Councills to declare `Dog Control Areas’ i.e. in the playing fields and Country Park in Rogiet.
General waste – there has been publicity, bags have been provided.
Leaflets – It was suggested that all dog walker are leafleted, Police say that this is already happening in some areas, i.e. Magor by PSO’s. RCC’s Rob Stallard suggested a scheme like this would be useful in the country park. There are Pick up or Pay up leaflets available. Samples to be provided at the next meeting.
Schemes for rewarding responsible dog walkers – Magor have trialled this and feel that is has been well received. It was suggested that it would be good if Community Councills’ worked with local schools to raise the awareness of children who are also dog walkers.
