MINUTES of the MEETING of SILKSTONE PARISH COUNCIL held on Monday 4th February 2008 at 6.45pm at Silkstone Primary School.

PRESENT

Councillors: Cllr C Bower, Cllr Mrs C Fishpool, Cllr Mrs P Gallamore, Cllr R Leech, Cllr P Smith & Cllr R Stier.

IN ATTENDANCE: 5 residents, Ward Cllr R Barnard and Mrs K Canadine – Clerk.

Public Question Time

A resident advised that the next meeting of the Crime and Safety Sub Group would be on 18 February 08 at the Silkstone Pavilion. Cold calling launch event at Silkstone Lodge on 20 February 08.The Neighbourhood Watch meeting will be on 26 February 08 at the Mission Rooms, Silkstone Common.

The path between Martin Croft and Towngate is still being used by vehicles – Clerk to highlight problem to BMBC.

The possible annexing of public land at Broadgates Silkstone is to be reported to BMBC for investigation.

The highway flooding on Silkstone Lane mid way between Silkstone and Cawthorne was photographed by one of our Councillors who will forward the photograph to Cllr Barnard who will pursue the issue with BMBC Highways.

A resident reported that rubbish is being dumped between Hoylandswaine and the Dodworth roundabout. Clerk to advise Neighbourhood Pride.

Cllr Liddell handed Cllr Bower nomination forms for the Queen’s garden party from VAB for him to complete and return on 5 February 08.

168. APOLOGIES

RESOLVED to accept apologies from Cllr P Handley.

169. ADMISSION OF THE PUBLIC

RESOLVED that agenda item 19 be heard in private session.

170. DECLARATIONS OF INTEREST

RESOLVED to note Cllr R Stier’s declaration of a prejudicial interest in agenda item 14– payment to Colin Waring.

171. STOP N SURF BUS

John Lang from the Stop n Surf bus addressed the Parish Council and explained that funding for the Stop n Surf bus is to come to an end in June 08. Alternative funding is being sought to enable the resource to continue in the village.

A copy of the Mobile Internet Project report is attached to these minutes for Councillors reference.

RESOLVED that the Clerk will issue Parish Council grant application forms to the Stop n Surf Bus.

172. MINUTES

Parish Council Minutes

RESOLVED to confirm the minutes of the January 08 Parish Council meeting as a true and accurate record; minutes signed by the chairman.

Silver shield is held at Silkstone Primary School. Clerk to investigate if Horticultural society has the silver salver.

Silkstone Playing Fields Working Party Minutes

RESOLVED to note the minutes of the Silkstone Playing Fields Working Party held on Monday 21 January 08.

It was noted that the Fields in Trust presentation is to take place on Thursday 21 February 08 at 7.30pm at Silkstone Lodge.

173. PLANNING APPLICATIONS FROM BARNSLEY METROPOLITAN BOROUGH COUNCIL (BMBC)

RESOLVED to note Cllr Smith’s declaration of a prejudicial interest in planning application 2008/0136.

RESOLVED to approve Planning Application responses in accordance with the attached schedule. The Clerk will advise the comments to BMBC.

174. GRANTS WORKING PARTY

RESOLVED that Cllr R Stier will join Cllrs D Liddell and P Handley on the Grants Working Party.

175. RECREATION

  1. Stocks Area

RESOLVED that the Parish Council will pay £94.50 for the planning application costs for the improvement to the Stocks area on parish council land.

  1. Litter Bin High Street Silkstone

RESOLVED that the Clerk will contact Neighbourhood Pride to ascertain if BMBC would empty the bin if the Parish Council purchased it.

c. Land at back of Co-op

RESOLVED that the Clerk replies to Wilby’s that the Parish Council still feel a Fish and Chip shop in this location would be inappropriate. An application for a Fish and Chip Shop at another location in the village would be considered.

176. SILKSTONE RECREATION GROUND

a. Pavilion Electrics quotes

RESOLVED that the Clerk places an order with HiTek for the work to be carried out as soon as possible.

b.Flooding at Pavilion

RESOLVED that the Clerk will write to the Architect and Builder to advise them of the water ingress in the changing rooms and ask their opinion.

c.Pavilion Payphone

RESOLVED that the Clerk and Cllr R Stier will make arrangements for the serial number of the payphone to be located and a set of payphone keys ordered.

RESOLVED that BMBC Street lighting be asked to inspect the floodlight at the back of the Co-op and advise what work is required.

RESOLVED to note that the Parish Council’s Insurance policy covers individual groups for liability when using the pavilion.

177. CRIME AND SAFETY

RESOLVED to note that 10 people attended the last Crime and Safety Sub Group meeting and that the next meeting will be held on 18 February 08 at 7pm in the Silkstone Pavilion.

RESOLVED to note that to date a total of 168 lighter fluid cans have been found in the Parish. The Police are aware and are progressing investigations. Update at next Area Forum meeting.

178. ROADS AND FOOTPATHS

RESOLVED that the issue of possible weight restrictions on Moorend lane would be discussed when the planning application from Danforth farm is received.

RESOLVED that the Clerk contact the Highways department at BMBC regarding the damage to the steps at Manor Park/Towngate.

RESOLVED that the poor state of the village roads should be an item on the agenda for the Council meeting on 3 March 08.

179. BUDGET MONITOR

RESOLVED to approve the Budget Monitor for the period 1 October to 31 December 2007.

180. BANK RECONCILIATION

RESOLVED to approve the Bank Reconciliation for the period 1 October to 31 December 2007.

181. INVOICES FOR PAYMENT

RESOLVED to approve the Invoices for Payment schedule dated 4 February 08 in the total sum of £2,986.63 as attached to these minutes.

182. INTERNAL AUDIT

RESOLVED to note the Internal Auditors Report signed and dated 22 January 08.

183.CIVIC REGALIA

RESOLVED to purchase the chairman’s pendant and ribbon collaret from Thomas Fattorini Ltd in accordance with their submitted design, at a cost of £489.16 + P&P using Parish Council powers under Local Government Act 1972 section 111.

FURTHER RESOLVED that upon receipt the item be added to the Parish Council’s insurance policy.

184. AREA FORUM/OTHER MEETINGS

RESOLVED to note the following meeting notices received since the last Council meeting:

  • One Barnsley Forum Sustainable Community Strategy – 8 Feb 08
  • NALC Conference to be held on 20 – 22 May 2008.
  • Natural Biodiversity Seminar – 7 Feb 08
  • YRCC Connecting the rural and voluntary sector across South Yorkshire – 22 Feb 08 at Meadowhall.
  • BMBC Planning department presentation for Parish Councillors and Clerks 10 April 08 (Chairman and Parish Clerk to attend).
  • SLCC Regional Training Day 7 March 08 at Brough.

RESOLVED that the Clerk will find out the basis of the published crime figures as it was felt that more crimes are reported than recorded on the official crime figures schedule.

185. CORRESPONDENCE FOR NOTE

RESOLVED to note the following correspondence received in between meetings :

  • BMBC – Planning Regulatory Board agenda and reports – Clerk to request that the Parish Council be taken off the mailing list for the paper copy of these reports and be added to the mailing list for the e-mail version.
  • Mills Kemp and Brown – The Roses’ site acknowledgement of Clerks letters – Clerk to continue to chase the solicitor’s to action this land transfer.
  • BMBC – A628 wall repairs, HGV diversion and partial road closure – Clerk to write to BMBC to state the Parish Councils disappointment at the Lack of Notice or consultation on this road closure.
  • YLCA – Sustaining rural economies and services in Yorkshire through social enterprise. – Issued to all Cllrs.
  • BMBC Peter Langdale – Cone Lane Walls update – noted.
  • Communities and Local Government – Conduct of Local Authority Members
  • Persona Associates – Update on Mottram Bypass – noted.
  • Local Works – Sustainable Communities Bill – noted.
  • BMBC re Orchard Meadow suggesting 6 cuts – Clerk to write to request 4 cuts if possible.
  • Audit Commission – appointment of external auditor – noted.
  • Penistone Town Council – response regarding Parish Councils queries relating to Paramount grants and Parish representation on Penistone amenities committee – noted.
  • BMBC re Manor Park Bench will be replaced in April 08 – noted
  • BMBC Joint Waste Development Plan Consultation and Consultation event on 18 Feb 08 – Cllr Mrs Fishpool took document to read and will pass on to Cllr Liddell.
  • Hadrians Dry Stone walling – My Yorkshire series on Thursday 7 February 08 at 7.30 pm.
  • Co-op- CCTV contribution – noted – Clerk to update Coop manager upon receipt of all CCTV quotes.

187. EXCLUSION OF PUBLIC & PRESS

RESOLVED in terms of Schedule 12, Local Government Act 1972, the following items will be likely to disclose exempt information relating to Contractual matters and it is therefore RESOLVED that pursuant to the provisions of the Public Bodies (Admissions to Meetings) Act, 1960, the press and public be excluded.

188. CLERK’S SICK LEAVE

RESOLVED the Clerk and Chairman will make arrangements for the administration of the Council during the Clerk’s sick leave in March /April.
