Public Participation: Mr Shearstone attended the meeting and explained his reason for applying for planning permission for two wind turbines on his property, Lodge Farm, Stathern Road, Eastwell, LE14 4EN. Various members of the public then gave their views on why they opposed this application, the Parish Council noted all comments and arranged to visit the site the following Saturday to inspect the proposed site and location.

The bank balance as at 31st December 2011 of £8753.61 was unanimously approved as a true record and countersigned by the Chairman.
After discussion it was unanimously agreed to withdraw the offer of £1000.00 of funding to Eastwell Parochial Church Council towards the installation of toilets in the Church.

Village Signs:
The returned questionnaires from each village were counted and after discussion it was unanimously agreed that due to the limited response from the public, there was not a mandate to spend the amount of monies involved. It was therefore agreed not to proceed with any village signs and the Clerk was instructed to put an announcement in the village news magazine.

Eaton:
a) Allotments – The Clerk confirmed that the revised Tenancy Agreements had been sent out with invoice for the new years tenancies starting from 1st February 2012. Currently there were three vacant allotments for which there were applicants, one Tenant had not responded to letters concerning the condition of his plot and it was therefore unanimously agreed not to return the deposit.
b) Street Light Repair – It was proposed by Cllr Whiston and seconded by Cllr Fennell that the light fitting in Blue Pot Lane be replaced at a cost of £220.00 plus VAT, this was agreed.

Eastwell:
a)  Eastwell Village Hall - Cllr Cawthorn advised that a recent Curry night had
been very successful raising around £475.00 giving a total to date of £2500.00 towards the proposed new hall.
b) Defibrillators – After discussion it was unanimously agreed to invite Martin Fagan on behalf of the Community Heartbeat Trust to the Council meeting on Thursday 29th March at 7.30 pm in Eaton Village Hall to explain more fully what was involved.

Goadby Marwood:
a) Telephone Box – Cllr Gatehouse advised the meeting that the following suggestions had been made for uses:
To house defibrillator - 6 off
Book Exchange - 4 off
Community Notice Board - 2 off
For surplus vegetables - 1 off

Meeting Dates:
After discussion it was unanimously agreed that starting in March the meetings will be held on the 4th Thursday of each month starting at 7.30 pm. The February meeting would be on Tuesday 21st starting at 7.00 pm, March meeting would be on Thursday 29th starting at 7.30 pm both in Eaton Village Hall. Clerk to draw up a plan of meeting dates for the year with with venues.

Clerks Report:
The Clerk had nothing new to report other than it was proving difficult to get a response from the Belvoir Estate regarding Herbage Charity land referred to as “Stonepit Gardens”. The matter of the Clerks review was discussed and it was unanimously agreed with effect from January it would be salary grade level SCP25.

Cllr Fennell had attended a Parish Council liaison meeting at the Borough Council offices which had discussed in general terms the following:
Localism Act / Code of Conduct / Pushing Power down to Parish Councils / Changes to the Waste Collection arrangements.
