1.  Kevin Mizner opened the meeting at 10:25am on Wednesday, March 13, 2013 with an introduction of the Provost of COS updating the group on COS and the new campus in Tulare which the meeting was held at.

2.  President Fred Johnson did his introduction and went over agenda.

4. POST Training/POST Report – Maria Sandoval

-  If agencies have not taught a course within 2 years, POST will start decertifying.

-  When submitting a new course, there has to be an ongoing unmet need and not offered nearby.

-  Safety policy is very important. Ratios need to be stated as “it shall” or “it will” and not “it should.”

-  Will be coming around to smaller agencies first before going to larger agencies for compliance audits. Backgrounds need to stand up to court scrutiny.

-  Discussion on AB2285. Bill passed by Governor Brown. Any Academy student caught cheating is banned for life from becoming an officer.

-  Will be checking on how POST profiles will be flagged to note if they were banned or not.

5. Officers Reports

President:

-  CAPTO website updated and will continue to get updates (video, new format, etc.)

-  Can send an excel sheet, flyer or link to our own website to advertise trainings.

Financial:

-  Treasury report, amounts are pretty close to the same as last meeting, just up $45.

Training Committee:

-  Looking for volunteers for committee.

-  Nothing set yet, but Bryan McKenna who write Winning Edge maybe be an option to bring to valley CAPTO training.

Secretary:

-  Position was empty. Darby Toothman volunteered to be the new CAPTO secretary.

6. Old Business/New Business

-  CAPTO Meeting location will be at the COS Tulare Campus from now on, as it is centrally located between agencies who attend the meetings.

-  Encouraging agencies to add the CAPTO logo to POST certified training flyers to get the name out there and encourage others to join CAPTO.

-  CAPTO is cohosting the Training Managers Workshop in Burlingame March 26-28th and sponsored the hors devours one of the nights. Portfolio cost to CAPTO which is split among all regions was $3,062.08 plus shipping.

-  Agencies should have in their policy Lexipol 208, which defines training, the training unit and needs. Identifies training needs assessment yearly. If agencies don’t have it, they should seek to add it to their policy and tweek it according to individual department.

-  Pilot Program will be in June, with 8 hour free training from POST at Hearst Castle.

-  State Meeting will be June 7th in San Luis Obispo at the PG&E facility at 10am. Informal, anyone is welcome to attend.

-  February 26, 27, 28 was the POST Commission Meeting where discussion took place regarding instructors who are retirees or not a part of the training unit and how to get them covered by POST for training so that they do not have to pay out of pocket for required training.

7. Round Table

-  Kevin Mizner (COS): FTO Update this fall, adding Taser (8 hr), working on 16 hr Tactical Patrol. Working on accreditation issue.

-  Jim Watson (FSU): Critical perishable skills cycle, Crowd Control classes for CSU system.

-  Monica Kraemer (Avenal): 4 that needed 16 hr rifle course

-  Donald Charles (COS): Hiring 3 new officers within next few weeks so there will be some training needs there.

-  John Olmos (Farmersville): CMF Leadership 1 week training in August.

-  Kelly Jones (Tulare Co. SO): Concentrating on in-house training at the moment and not currently hosting any trainings.

-  Robert Salazar (Fresno Co. SO): PSP for sworn staff – outside agencies Plan II; Offering courses, Taser, Armorers (June), Shotgun (Sept.)

-  Renea Estrada (Fresno): Handed out lists of courses that are offered.

-  Mason Woessner (Bakersfield): Looking for Background Investigation course – on waiting lists.

-  Fred Johnson (FCC Academy): Academy class going – had to drop one academy class; TAC COM class redesigned 24 hr to 8 hr version; ICI courses, Narcs course originally housed at DOJ, 5 offerings at FCC and Northern CA, Miramar offering 5 courses in Southern Ca; revamped ICI class; gave up Sexual Assault course to get 2 gang courses; getting Auto Theft class in Fall 2013; losing lots of cadets out of the academy; RTO holding training classes after class for cadets to teach them generational differences, language between the generations, etc.

-  Terry Reid (Selma): Hosting an Admin Per Se next week and invited surrounding agencies

-  Marnie Jones (Kingsburg): Currently have Reserve AOT course which goes from January to May and will have another from August to December; will have a K-9 course probably in the fall.

-  Darby Toothman (Kern Co. SO): PSP Arrest & Control – June; Crisis Intervention – April 22nd; Sexual Assault – April; Interview & Interrogation – May 20-21; FTO – not scheduled but will be early Fall; Firearms & Taser – Fall; Child Exploitation – Fall. Anyone needing to use mobile driving simulation give them a call to schedule.

-  Ronnie Rackley (Fresno Co. SO): Armorers course – June; Remington Armorers coming up as well.

-  Maria Sandoval (POST): Just awarded $60 million budget for training, so training money is available.

-  Tim Willmore (Tulare Co. SO): Request CAPTO on committee, Randy Waltz.
