MONDAY 4TH April 2011
7.00pm - Presentation by Mr A Skidmore, Cabinet Member Finance & Resources, HBC re possible closure of Public Conveniences in Knaresborough

Councillor R Hall was present for the latter part of the presentation.
Mr Skidmore explained that due to a 1.7 million reduction in Central Government Funding, areas had to be identified for cost savings. These areas included the possible closure of many Public Conveniences in the area, including those at Bond End in Knaresborough. Mr Skidmore went on to explain that having considered all factors the Public Conveniences at Bond End will remain open.
The Deputy Mayor thanked Mr Skidmore for his informative presentation.

C11/66 ITEM 3 - To consider and if thought fit, approve as a correct record the Minutes of the Council Meeting held 14th March 2011
RESOLVED: That the minutes of the Council Meeting held 14th March 2011 be approved as a correct record.
The Chair then moved to take Item 5:
C11/67 ITEM 5 - To consider Matters Arising from Presentation re. possible closure of Public Conveniences in Knaresborough
Councillors felt pleased that there was no immediate threat of closure to the Public Conveniences at Bond End.
RESOLVED: KTC will not look favourably upon a future closure of the Public Conveniences at Bond End and request that HBC come and speak to KTC before any such decision is made and that all six ward Councillors
are consulted.
The Chair then moved to take Item 4:
C11/68 ITEM 4 - KTC Public Speaking Session
a) Mr A Lee
Mr Lee thanked KTC for allowing him the time to speak regarding the proposed Vodafone Telecommunications Installation and for the support of the Council on this matter to date. Mr Lee advised KTC that local residents have made their views clear to HBC that they oppose the proposed installation but that he fears the application will be successful if NYCC (as landowner) grant permission for the installation to go ahead. With this in mind, Mr Lee urged KTC to contact NYCC stating that they do not wish the installation to go ahead and requesting that they decline to give permission for the erection of the monopole and associated equipment to be erected upon the verge adjacent to 1 Norwood Court.
The Chair then moved to take Item 7 (Planning Application 6.100.2794) & Item 8e) letter dated 20th March 2011 from Alan and Christine Lee, 1 Norwood Court, Knaresborough) together.
RESOLVED:
i) That KTC write to HBC Planning Department & NYCC Highways objecting
to the given Planning Application on the grounds that:
· the installation is too close to properties,
· it will disrupt the sight lines and visibility,
· it will have an unacceptable impact upon the street scene,
· there has been insufficient consultation,
· that this installation is not insignificant, it is very, very big. (Unanimous)
ii) That the Clerk contacts the Cabinet Member asking them to urgently
reviews the policy that HBC do not permit telecommunication masts on
their land. As a result of this, Knaresborough are facing masts
being put in totally unsuitable and unacceptable locations
HBC are also requested to follow the guidelines as set out in PPG8.

iii) That the Clerk contacts Telefonica and asks them to meet KTC to discuss
the various locations. (Unanimous)

RESOLVED: i) KTC objects strongly to the proposed Base Station Installation on Chain Lane, this is not an adopted highway and the installation is being unacceptably proposed in front of people’s lounge windows.
ii) KTC also objects strongly to the proposed Base Station Installation at the Car Park at rear of 96 High Street on highway grounds, it will be dangerous as it will obstruct sight lines. (Unanimous)
iii) That KTC write to NYCC asking them to refuse permission on highway grounds as such installations are obstructions and will block sight lines (Unanimous)

Following much debate, it was:
RESOLVED: That the Clerk responds to the Cabinet Member for the Environment requesting a meeting with KTC about this matter.
b) Harrogate and Knaresborough Service Centre Transportation Strategy – Letter
from Senior Engineer, NYCC dated 14th March 2011
RESOLVED: That the Clerk writes to Melissa Burnham, NYCC and states the following:
i) That KTC are strongly in favour of the KGV cycle route as it is of great importance and it forms part of the safe route to School Scheme
ii) That the Clerk enquires about the status of previous traffic consultation schemes which have not come to fruition. For example, the Toucan crossing across Bridge Street, the Pedestrian Island at Silver Street, pedestrian safety improvements upon the High Street (where you turn into Market Place) etc.

The Clerk is instructed to issue the following response to all plot holders who request a shed on their allotment plot:-
Knaresborough Town Council as land owner grants you permission to erect one shed on your plot which meets the following description:-
1. Maximum dimensions: height 6 ft, width 4ft, length 6ft.
2. Water from the roof of each shed must drain into a water butt.
3. Sheds must be brown or dull green in colour.
However you need to be aware that construction of any building may require you to obtain planning permission from Harrogate Borough Council.

c) Tourism in Knaresborough – lack of information on Knaresborough being
sent out by Harrogate Tourist Information Centre
The Clerk explained that a complaint had been received about the Tourist
Information Centre sending out information relating to accommodation and
tourism in Harrogate despite the caller specifically requesting information
upon accommodation in Knaresborough. The Clerk advised that she had
taken it upon herself to call the TIC requesting the same information on behalf
of her mother and was dismayed to receive exactly the same information
pertaining to Harrogate.
Following debate, it was:
RESOLVED: That this item be tabled at the next Community Services Committee meeting
for discussion
