2302PRAYERS

The Chairman of Council advised that she had not been able to arrange a Member of the Clergy to say Prayers, therefore, no Prayers were said. It was RESOLVED to arrange for Clergy from the various Churches to attend Full Council on a rota basis.

Apologies for absence were received from Cllr W Bebington & the Police.

2304DISCUSSION WITH THE POLICE

As there was no Police present at the meeting, it was RESOLVED to forward their written response to the Finance & General Purposes Committee meeting for discussion.

2307MINUTES OF THE ANNUAL MEETING OF COUNCIL HELD ON 16TH MAY 2018

The minutes of the Annual meeting of Council held on 16th May 2018 were approved and signed as a true record.

2308REQUEST TO SPEAK BY MEMBERS OF THE PUBLIC – Mrs N Kent, flooding 27 Grange Road

Mrs Kent addressed the meeting with an appeal for the Town Council to carry out some drainage works to the rear of her property, in an attempt to remedy the flooding of her garden and property during the winter months.

She made reference to the French drain which was installed to the rear of 29 Grange Road four years ago, which appears to have resulted in flooding of her property.

Her and her husband have resided in the property for eleven years. However, the property is no longer large enough to accommodate their family. They would like to apply for planning permission to enable them to extend their property, however, due to the current situation, this would not be possible.

Mrs Kent made an appeal to the Council to consider assisting her with the dilemma.

Mrs Kent was thanked for her continued patience.

2309REPORT OF THE ESTATES & RECREATION COMMITTEE MEETING HELD ON 13TH JUNE 2018

The report was moved by Cllr M Roberts, seconded by Cllr G Timson.

2207c) Request to purchase land It was RESOLVED not to permit an area of land to the rear of Anson Road and between the cemetery to be sold or leased.

2207g) CBC – Allocation of street naming & numbering to 180 no. dwellings served by 7 no. new streets AT Jelson development Tickow Lane To commemorate the representation of the People Act of 1918 granting the vote to women over the age of 30 who met a property qualification.

The same Act gave the vote to all men including working class over the age of 21 for the first time in UK history. It was RESOLVED to forward to CBC the following names for consideration.

The main thoroughfare would be suffrage and the other roads named after suffragettes:-Corcoran, Davison, Fawcett, Hawkins, Lenton, MarsdenPankhurst.

2207k) Overgrown trees – Trueway Drive & Nursery Close It was RESOLVED to accept the following recommendation from the Tree Surgeon’s report as detailed:-

Willow tree adjacent to 2 Trueway Drive This tree had work carried out to clear the neighbouring property a couple of years ago, it is still clear of the property and in a healthy condition, therefore, no further work is required at this time.

Willow tree rear of 30 Nursery Close RESOLVED to fell the tree at a cost of £550

2211a) Cllr D Horn Cllr D Horn made reference to an apology made by Cllr G Timson in relation to the Annual Parish meeting, however, she did not feel it was acceptable.

The report was confirmed and adopted.

2310REPORT OF THE FINANCE & GENERAL PURPOSES COMMITTEE MEETING HELD ON 20TH JUNE 2018

The report was moved by Cllr R Ewing, seconded by Cllr R Draycott.

2295c) MS Audit & Consultancy Services – The Nottingham Members had been circulated with the above correspondence advising that “following the acquisition of Shepshed Building Society, The Nottingham Building Society are unable to adequately manage the account or the relationship”. They carry out regular reviews of accounts held to ensure that they can continue to support their customers with their savings. Based on the above, the account will need to be closed.

The Clerk reported that the above, was as a result of the Town Council wishing to pay £80,000 into an existing account.

It was RESOLVED to make a formal complaint as the Town Council had not received any advance notice of the policy changes.

The Clerk advised that she had sought advice through the LRALC as to where other Parish/Town Councils banked – A Nationwide online account appeared to be favourable. RESOLVED to forward the information to the Finance & General Purposes for consideration.

2299a) LCC Flooding report – rear of 27 Grange Road Following receipt of various quotations and report through a LCC Officer relating to the flooding of 27 Grange Road, it was RESOLVED to fund the cost of some works to the rear of 27 Grange Road. However, should the work carried out not completely resolve the issues raised by Mrs Kent, Shepshed Town Council will not be called upon for further public funds to resolve issues on Mrs Kent’s property unless Shepshed Town Council is responsible or liable.

With reference to the mound, the Clerk advised that she had contacted several firms for a quotation to remove it, however, none of them had submitted a quotation. It was suggested that the mound be lowered instead of removed completely, therefore, the Clerk agreed to seek quotations.

The report was confirmed and adopted with the above amendment.

2311PLANNING APPLICATIONS RECEIVED

P/18/1062/2 Change of use from C3 to retail shop (Class A1) and café (Class A3) AT 24 Loughborough Road Request an assurance that there is a safe passage (adjacent to Constella) for users and visitors to the shop/café.

2312CHAIRMAN’S REPORT

a) LRALC – GDPR Training It was RESOLVED to arrange an in-house training course on GDPR for all Councillors to attend.

b) CBC Dave Hankin – CCTV Members had been circulated with correspondence from CBC relating to submission of the CCTV funding application.

An assurance is required from Shepshed Town Council agreeing to cover both the monitoring and maintenance costs.

It was RESOLVED to cover both the monitoring and maintenance costs, however, the costs are to be reviewed on a regular basis.

c) NCS – Social Action Team It was noted that NCS Social Action Team will be commencing on Monday 6th August, using the Council Chamber as a base.
