Senate Meeting

Time: 1:00pm – 3:00 p.m.

1.  Call to Order: Meeting called to order at 1:10pm

2.  Training session:

-  Title 5 grant was given to LMC

-  Focus on increasing transfer rates received $3.2 Million for 5 years

-  Brown Act allows public to be part of government meetings

-  Agenda needs to state what is going to be discussed in upcoming meeting

-  Agenda needs to be posted 72 hours in advance in a public area

-  The public should be able to observe what is going on, public should be informed

-  The public should have a voice in what is going on, this is required in the Brown Act

-  Day to day how to run student government, how to fund s, should all be stated in Bylaws

-  Roberts Rules of Order is optional, but in LMCAS Bylaws it is stated that Roberts Rules of Order is used

-  Roberts Rules of Order is used to decide on what actions that should be taken

-  What would be used mostly in LMCAS meetings is Part II and III in Roberts Rule of Order booklet

-  Roberts Rule says the chair does not get to vote

-  Quoroum is the majority people at a meeting

-  Majority is more than half

-  Adjournament is when the meeting has been dismissed

-  A motion does not necessarily guarantee that the motion will pass

-  Motions cannot be interrupted

-  Limiting or extending debate needs to have a 2/3 vote

-  Debate is discussion of the motion

-  Amednament actions are not always “yes” or “no”

4.  Public Comment: All

-  The training session will be continued at a different time, not necessarily next meeting

5.  Officer/ Senator/ Representative Reports:

President DeMille:

-  SGC is this Wednesday from 9am – 1pm

-  Research allocation proposal asks for new programs to put on campus

Senator Gorsom Rodriguez:

-  No Report

Senator Simone Black:

-  Academic competition was accepted by students who are excited to sign-up

Senator Herberito Diaz:

-  Sent information to some clubs about Academic Competition

-  People are ready to register

Senator Michelle Nnaji:

-  Some classes were taking tests, was not able to present information about Academic Competition

6.  Advisor Report:

-  Giants game for Bay Adventures has been cancelled

-  American Red Cross has internships in summer

-  Blood Drive will be April 27th 10am – 3pm

-  Wells Fargo workshop is in the works to teach college students how to manage finances, Wednesday, April 13th

7.  Spring 2011 LMC/ District-wide Committee Appointments:

Motion to appoint Senator Simone Black as IDEA Rep. and Herberito Diaz as ICC Rep.

Second: Senator Gorsom Rodriguez

Vote: 4-0-0

Vote passed unanimously

8.  SSCCC General Assembly:

-  Senator Rafael Loza, Senator Simone Black, and Senator Elizabeth Brannon will be attending SSCCC General Assembly

Motion to fund Senators Black, Loza, and Brannon to SSCCC Spring General Assembly and President DeMille as delegate

Motion: Senator Gorsom Rodriguez

Second: Senator Herberito Diaz

Vote: 4-0-0

Vote passed unanimously

-  Need registration forms by 5:00pm today

9.  Election Timeline:

-  Bylaws state that LMCAS need to state the election timeline

-  Student trustee elections is first week of May

-  Last semester election guidelines were amended

-  Only President can call meeting to order so without elections there could be no meetings
