Quarterly Meeting
Monday, March 23, 2009
5:00 P.M. - HartCounty Chamber of Commerce

The meeting of the Hart County Industrial Building Authority was held on Monday, March 23, 2009at the Hart County Chamber of Commerce, 31 E. Howell Street, Hartwell, Georgia.

Authority members present were Chairman Doug Cleveland, Dan Reyen, Bill Griggs, George Rooks, Matt Beasley and Authority AttorneyEd Ridgway. Also attending wereEconomic Developer Dwayne Dye and Recording Secretary Michele Dipert.
The minutes of the December 15, 2008meeting were presented and approved as printed. The motion to approve the minuteswas made by Matt Beasley, seconded by George Rooks.

The minutes of the March 12, 2009called meeting were presented and approved as printed. The motion to approve the minuteswas made by George Rooks, seconded by Bill Griggs and passed unanimously.

The financial statement was discussed and items of expense detailed. A motion to approve the financial statement was made byMatt Beasley, seconded by George Rooksand passed unanimously.

ELECTION OF OFFICERS:
George Rooksmade a motion to have Doug Cleveland continue as Chairman of the Hart County Industrial Building Authority, Matt Beasley seconded the motion and passed unanimously.

Matt Beasley made a motion to have Dan Reyen serve as Vice Chairman, Bill Griggs seconded the motion and passed unanimously.

Matt Beasley made a motion to haveGeorge Rooksserve as Secretary, Bill Griggs seconded the motion and passed unanimously.

George Rooks made a motion to have Bill Griggs serve as Assistant Secretary, Matt Beasley seconded the motion and passed unanimously.

OLD BUSINESS:
Doug Cleveland presented the 2007 Audit that was prepared by Wayne Bowen, CPA. Matt Beasley made a motion to accept the audit as presented, Bill Griggs seconded the motion and it passed unanimously.

Ed Ridgwayreported that Joe Jankowski (Essan Metallix Corporation) continues to hold ten acres in the HartwellIndustrial Park. It was discussed what options to take, as he has violated the covenants by delaying building on the property. The issue was tabled and will be discussed at the next IBA meeting.

Dwayne reported on the following projects:

Ritz Industrial Transformers will be locating in Gateway Phase II. They are looking at the ASPBuilding as an interim solution. It will be September before they open and start hiring fifty employees. They expect that within five years to have two hundred employees.

CD Controls, is completing their building at the GatewayIndustrial Park. The building is LEED certified, which is a environmentally conscious building. Some land proceeds will be returned to CD Controls, as agreed upon.

George Rooks motioned to have attorney Ed Ridgwaywrite the Gateway Phase II covenants pertinent to HCIBA using the JDA Gateway Phase I covenants as a guide. Ed would record the HCIBA covenants. This was seconded by Matt Beasley and all approved.

NEW BUSINESS:
Hart AgStrong, LLC will have a groundbreaking on Tuesday, March 31 in Bowersville. This site has rail access. They make a heat extraction product that will eventually be shipped to a refinery by rail. It is a five million dollar investment in our community. There will be ten jobs at the AgStrong plant, plus there will be thirty one jobs via local farm employment.

Doug reported that Dwayne and he recently attended a Hart County Water and Sewer Authority meeting to request HCW&SA fund the extension of the water and sewer lines along Highway 59 to the Ritz property. They approved running water and sewer lines to the new park. The money will come out the SPLOST fund.

Dwayne reported that he currently has six or seven strong active prospects.

OTHER BUSINESS:
The next meeting of the IBA Directors will be at 5:00P.M.on Monday, June 22, 2009.

With no additional business, the meeting was adjourned at6:10P.M.
