MINUTES OF THE GRAND ISLE INDEPENDENT

LEVEE BOARD OF COMMISSIONERS REGULAR MEETING

TUESDAY, FERUARY 11, 2014

11:00 A.M.

The Grand Isle Independent Levee District met on Tuesday, February 11, 2014, at

11:00 a.m. in a regular meeting at the Grand Isle Multiplex Center with the following commissioners:

Present: 3 Commissioners – David Camardelle, Kelly Besson, Sr. and Arthur Bellanger

Absent: 0

President Camardelle called the meeting to order and then led with the Pledge of Allegiance, followed by a prayer.

A motion was made by Commissioner Besson, seconded by Commissioner Bellanger and unanimously agreed to approve the minutes of the meeting held on January 17, 2014.

Mr. Dustin Marlbrough from Shaw Coastal was recognized and gave the following report: 1. The levee board is working with the Corps on installing rocks close to Bayou Thunder which is located on the north side of Cheniere 2. The Whisper Wave Project is complete. This project is a rock breakwater installed on the eastern end of Fifi Island. 3. Shaw Coastal has presented the contract to work on more segmented rock breakwaters and the contract will be submitted to the state for final approval. 4. The CIAP breakwaters can proceed and the bid should be going out around spring of this year. Prior breakwaters were installed and money was left from this project to install more breakwaters that will add to the breakwaters on the north side of Grand Isle.

President Camardelle stated that he is going to Washington DC next week to lobby Congress for money to build a levee system on Grand Isle, discuss dredging of Bayou Rigaud and more segmented breakwaters.

President Camardelle thanked Senator Vitter, Senator Landrieu and Representative Scalise for their assistance with the Corps and other agencies on insurance issues facing the coastal communities as well as various other issues facing Grand Isle.

President Camardelle also thanked Governor Jindal, Mr. Garrett Graves, Senator Alario, Representative Gisclair and CPRA for their help with insurance issues and for the money needed to build more segmented rock breakwaters.

A joint motion was made by the commissioners of the levee district to extend the contracts for Shaw Coastal for General Engineering until the end of the year and add $25,000.00 and also to extend Shaw Coastal for Quarterly Inspection until the end of the year and add $15,000.00 for this job because this is required by the state.

A motion was made by Commissioner Bellanger, seconded by Commissioner Besson and unanimously agreed to approve the expenses associated with operating the levee board.

A joint motion was made by the Commissioners to issue Mr. Gilbert Garcia a letter of no objection to build a boardwalk and boat dock in Cheniere.

A motion was made by Commissioner Bellanger, seconded by Commissioner Besson and unanimously agreed to adjourn the meeting at 11:55 a.m.
