WELCOME & INTRODUCTIONS
Julie welcomed everyone to the meeting and introductions were made.

3. / MINUTES OF MEETING HELD ON 4th OCTOBER 2012
These were duly accepted as an accurate minute of the previous meeting. The Role and Remit which had been highlighted in bold within the body of the Minute was accepted as an accurate reflection on the discussion that took place at the last meeting.
4. / MATTERS ARISING
Tobacco Control Strategy Action Plan for Grampian
The Strategy for consultation had been circulated with the papers and Julie said that she had already sent some feed back on this to Derek and asked that any further comments be sent to her.
5. / LTA ACTION PLAN – PROGRESS & MEMBER UPDATES
Julie tabled the ‘Draft’ Action Plan and discussion took place around this with Julie emphasising that the Action Plan would be reflecting on “doing” and attempting to make things happen although it was appreciated that there was nothing wrong having elements that were aspirational.
Julie pointed out that although this featured many NHS actions it was important that partners take this forward as an LTA action plan. She went on to stress the importance of every member ensuring that relevant actions for their organizations were reflected in the LTA Action Plan for the City. Irene brought up smoking in pregnancy as this was not included. It was suggested that Jane Geddes, Lecturer at RGU, who is leading on tobacco changes be contacted and as this is a live document , future priority actions could be added as appropriate / JM
Kevin confirmed that the LTA Action Plan backs up the NHSG Grampian tobacco control strategy Action Plan which is based on a national programme.
Grampian Tobacco Control Action Plan: On the objectives under Regulation & Compliance it was felt that some were aspirational and as such progress might not be made on them all. It was noted that none of the objectives were identified as a short term, mid term or long term objective. It was agreed that any aspirational objectives could be a long term outcome.
Grampian Tobacco Control Action Plan: It was suggested that 2.1 be noted as aspirational since under the present circumstances the LTA could not influence this and therefore may not be achievable. / JM
Grampian Tobacco Control Action Plan The question of Ethnic Minorities was brought up and this may have to be reflected on the Action Plan in future. Kevin said that there was data available but not local to enable anything to be done, although local data could be made available on migrant pregnant women.
Kevin explained the process regarding funding from the Scottish Government which, when received, is allocated to the three CHPs with a bidding system being in place, although this is currently under review.
Julie raised the question of whether the LTA should request a small pot of funding to enable sharing of information and establish what is happened elsewhere.
Julie felt that with data available there would be evidence to guide what was put in place and Gordon said that there had been a Gap Analysis done in the City through the Community Safety Task Group, which funded some community projects. He drew attention to the project that enabled girls of the age 14 to 16 to be driven by bus from Northfield to Aberdeen Foyer. Julie said that the LTA action plan could be amended to reflect this. / JM
Counterfeit cigarettes were highlighted with Graeme explaining what was being done to address this. He said that there was no intelligence on the sales of illegal tobacco. He suggested using other avenues to get the message across such as advertisement on buses which had been so successfully with SAS.

/ Action /Gordon said that they were looking at the impact of drugs and alcohol and discussion took place regarding the ‘legal highs’ which was becoming more of an issue. Kevin said that ‘legal highs’ were now included in the Substance Misuse training being undertaken in schools.
Graeme said that this was an area that they were looking into and explained that if there was any evidence available in schools, A E, health it would justify Trading Standards taking action from an enforcement point of view.
Julie felt that there was a need for a contribution through the Local Authority Housing department as such housing should be included. / JM
In conclusion in was agreed that Julie circulate the Action Plan electronically and emphasised the importance of commenting. It was agreed that all comments be emailed to Anna by Friday 8th February to enable Julie to amend the LTA Action Plan accordingly. If members were happy with it and a Lead on any action please populate this with the progress to date. / ALL
Irene gave an update on the Smoke Free Homes and Cars project and advised that training was ongoing with 98 professionals already having undertaken the training, mostly from NHS. Irene said there was a need to include nursery nurses and anyone that is involved with children. Jackie said she would send contact details for inclusion within ACC of the training and Gordon suggested the details be sent to FRS with the contact details being Irene confirmed that all professionals that have undertaken the training are followed up. Julie said that this was the first programme in Grampian and suggested it be used as a model for good practice. Julie went on to say that the more people that had the information would make the difference and the training gives the confidence to raise the issue. / JT
Jackie said that Colin Lemon undertakes lunch time sessions on youth work in schools.
Gordon drew attention to a Vulnerable person’s campaign leaflet, which highlights some of the issues around smoking, drinking alcohol and the incidence of house fires. Boots the Chemist had agreed to distribute with NRT prescriptions on a trial basis until April 2013. This may form part of their Care Plan. Gordon asked for suggestions as to who else they should be distributed to.
Gordon brought it to the attention of the group that ‘self extinguishing cigarettes’ are being considered for future regulation.
Discussion took place around ‘e. cigarettes’ which have become a big issue with them having been banned in China and some other countries.

/ Action /6. / MEMBERSHIP OF LTA
It had been agreed at the previous meeting that links be made with the Department of Work & Pensions (DWP) and as such Lisa and Jane were looking into this and it was hoped that a member be identified from DWP by the next meeting. Julie reflected on this Group being more operational and having the correct membership to enable actions to be lead. It was agreed that membership should be extended to include:
· DWP
· Social Work
· Prison Service
In was felt that links should be pursued with Aberdeen football club to focus on men rather than just young people and Derek had agreed to look into this / DP
Suggestions for advertising were:
‘Match Day’ programme
Quarterly Council magazine which goes to all council tenants
Adjust Programme
Mentoring Programme
Kevin shared the view that guidance be given on harm reduction and clients then had an informed choice.
7. / SPRING EVENT
Julie drew attention to the event being held by FRS at the Exhibition Centre on 26th March entitled ‘Working in Partnership to Reduce Fire Casualties in Grampian’ and suggested that the LTA be represented at this event. Julie would take the lead in making arrangements and Gordon offered to fund the display for the event. Leaflets will be prepared on the Role & Remit of the LTA for distribution and Julie will circulate a draft leaflet in the first instance and also ascertain members that wish to be involved. / JM
There was enthusiasm amongst members for Julie’s suggestion to hold a showcase event with presentations on what organisation involved do with the inclusion of Credit Union. This would raise the profile of the LTA and invites be circulated widely and to include senior managers.
It was agreed that this event be held on Thursday April 25th instead of the proposed meeting. To engage as many people as possible it was agreed to hold this between 12 and 2.30 and Gordon offered the Fire Station as a venue along with catering for the event.
A planning meeting to be held on Tuesday 5th March at 2 pm for this event. / ALL

HEAT Target – Kevin advised that although this was no longer a heat target Grampian had exceeded the targets that had been in place from the Scottish Government. It was recognized that a lot of work had gone into this across the board with pharmacy doing really well. There was a ‘NO SMOKING DAY’ on 13th March and leaflets and posters will be circulated shorted.
7. / DATE OF NEXT MEETING
It was suggested that the next meeting 25th April be a Showcase Event at the Fire Station on North Anderson Drive 12.00 until 2.30 pm with catering being supplied by the Fire & Rescue Service. Planning meeting being held on Tuesday 5th March at 2pm in the Board Room at Summerfield House.
