41/16 PUBLIC PARTICIPATION.
None
42/16 APOLOGIES FOR ABSENCE.

43/16 MINUTES and MATTERS ARISING.
· The minutes of the meeting held on 9th May, 2016 were approved and signed by the Chairman as a true record.
· Matters arising not addressed elsewhere. No issues were raised.
· The minutes of the Planning Committee meeting held on 16th May were noted.
44/16 CLERK’S REPORT AND ACTION LIST.
· Neighbourhood Plan Grant. Noted that the second grant had been approved.
· Football fields. The Clerk advised that both clubs have agreed to pay a third contribution to improve the field this year. The total cost is £1853 excluding VAT. Agreed
· Defibrillator. After discussion it was agreed that the Clerk organise a further demonstration on the use of the defibrillator for Councillors and others who will be invited. The Clerk also undertook to mark the cabinet for identification purposes “Long Crendon Sports Pavilion”. Clerk to action.
· Base Station for mobile phone transmission. The Clerk had circulated to all Councillors the pre-application comment request for this erection from Harlequin. The site is on the Thames water site in Chilton Road post code HP 18 9 DA. It was agreed that the school should be notified by the applicant and members would reserve their decision until the application is submitted for comment. Noted
· Men in sheds. The possibility of having this type of project in the village was considered but rejected by Councillors. Noted
· Funding request for the summer fete. Cllr Camden, on behalf of the committee, requested the P C to fund the hire of a waste bin c£100 and also to pay for public liability insurance c£200. This was approved subject to the fete committee checking the cost of the insurance which was considered far too high. Agreed
· Reserves. We have just received the half yearly payment on our precept which has made some funds available for a 6 month investment. The cash flow projection indicates around £30k is available for short term investment. Agreed the Clerk deal with this matter.
· Fencing around bowls club. The Clerk advised that the saga is continuing. The club was advised of Councils decision regarding a 6 to 8 foot fence instead of a 16foot. In discussion with Mr. J Rowden I noted that looking at all the aspects of them doing the work it is not safe. The public liability and danger to the workmen would not be the right thing to do. Mr. Rowden agreed to take this to his committee with a request to rather contribute to the costs of the lower fence. The Club Committee also wishes to speak with the Chairman when he is available. The Clerk will get approximate quotes for the fencing
· Community Library. In response to the enquiry from Mrs. S Hooper on behalf of the Community Library as to whether the PC will continue to fund the Library with £3000 per annum after the expiry of the current 5 year grant Council felt it would try to do so. Noted.

45/16 PLANNING APPLICATIONS FOR CONSIDERATION.
16/01624/ALB / The Manor House, 114 High Street. Erection of an attached garage and widening of existing garage door opening. No objection16/01630/ALB / The Manor House 114 High Street. Internal alterations. No objection
16/01753/APP / Bakers Green Frogmore Lane. Erection of detached garden room including gazebo, retaining wall and associated hardstanding and related works. No objection
The Clerk will follow up once again the position regarding the wall in Sandy Lane
46/16 FINANCE
· The cheques drawn for May totalling £13,394.35 were approved for payment and the bank balances were noted..
· The Clerk presented the following returns for Council’s approval.
- The Annual Governance Statement 2015/2016 was read in detail and approved.
- The Accounting Statement for the annual return 2015/2016.was approved.
- Council considered and approved the annual return 2015/2016 “Variance Statement”.
47/16 CORRESPONDENCE
No correspondence was presented.
48/16 REPORTS.
LCNPSG. Cllr Chapman presented the report on behalf of Cllr Willis dated 6th June to the Council. The full report is attached as an addendum to the minutes.
49/16 ANY OTHER BUSINESS.
· Cllr Asher reported on the last LAF meeting. She advised that the TVP D Kingham had advised that he would look into some of the traffic issues facing the village.
· Cllr Chapman advised that a new planning officer had been appointed to finalise the Wainwrights application which was due some months ago.

48/16 Long Crendon Neighbourhood Plan Update 6th June, 2016
Existing Planning Applications as previously reported we are still waiting for the outcome of planning applications from AVDC for Madge’s Farm (LCD011) which we now understand is now drafted and will be forthcoming later this month.
Wainwrights (LCD001). The planning officer for Wainwrights left AVDC on 3rd June and we are now informed that the application will be heard at the July AVDC planning meeting
The Parish Council and members of the public are able to speak at this meeting to further object to the application. The planning officer stated that he will not object to the proposal providing:
· That the land on the right hand side and below the buildings within the Wainwrights field is given over to the Parish.
· That due to the size of plot seven affordable homes will be built was part of the 21 dwellings
· Consideration is given to lowering rooflines
This development is part of the parcel of proposed development from Rectory Homes which includes Drakes Drive.
The Parish Council still has concerns about the proposed Drakes Drive development that the site if ultimately accepted would not be restricted to 50 homes but could grow into a satellite village spreading across Lower Furlong and one of the most beautiful views from the South side of the village.
Vale of Aylesbury Local Plan (VALP)
We were informed on the 3rd June that there is now a new draft plan for consultation. Because of shortfalls in other areas of Buckinghamshire AVDC have now been asked to accommodate an extra 12,000 houses making the total requirement for AVDC 33,000 new houses by 2033. Whilst they intend to challenge this figure the new draft VALP is based on the higher figure.
The implications of this for Long Crendon are as follows:
· We are still being classed as a larger village (there is a new classification of moderate sized villages)
· Larger villages are required to take an additional 22% increase on their existing population.
· This equates to 236 new homes. We were previously informed that we needed to find 120 new homes by 2033.
The NP group has agreed the following actions:
· That we will convene a meeting with Peter Williams the AVDC Planning Officer to protest this change in housing target (almost doubled)
· That we will put together a paper exploring our options or lack of them to present at this meeting, in essence stating the case for a reduction in this new target.
The next Meeting of the Steering Group will take place after the meeting with AVDC to be confirmed
