Vote of Sympathy

At the outset, the Mayor and Members passed a vote of sympathy to the Keoghan family following the recent bereavement of Jeanette Keoghan, School Warden Navan Town Council.

A minute silence was held as a mark of respect.

The Minutes of the June Monthly Meeting of the Navan Electoral Area Committee held on the 20th June 2012 at 9.30am in the Council Chamber, Townhall, Watergate St, Navan, Co Meath, were adopted on the proposal of Cllr T. Reilly, seconded by Cllr F. Deane.

Confirmation of Minutes of the Special Meeting of the Navan Electoral Area Committee held on 27th June 2012 at 10.30am in the Council Chamber, Navan Town Council, Townhall, Navan, Co Meath.

The Minutes of the Special Meeting of the Navan Electoral Area Committee held on the 27th June 2012 at 10.30am in the Council Chamber, Townhall, Watergate St, Navan, Co Meath, were adopted on the proposal of Cllr T. Reilly, seconded by Cllr F. Deane.

  1. Election of Chairperson for year to 30th June, 2013.

On the proposal of Cllr S. Cassells seconded by Cllr J Holloway, Cllr. T. Reilly was elected by the Members to be Chairman of the Navan Electoral Area Committee of Meath County Council for the year to 30th June, 2013.

The A/Senior Executive Officer advised that Members that unfortunately a Planner was not available to attend the meeting.

  1. Correspondence & Matters raised by the Area Manager.

The A/Senior Executive Officer advised the Members that there were no items of correspondence or matters to be raised by the Area Manager.

5.1Notice of Question – Cllr Francis Deane

What is the update report on the proposed roadworks to remove the bend at Mooretown on the R153 road?

The A/Area Engineer advised the Members that this could be included as part of 2013 Low Cost Safety Scheme.

5.2 Notice of Question – Cllr. Jim Holloway

What is the current situation in respect of the Taking in Charge of Springfield Glen and specifically has there been any reply from Developer of whom it was decided earlier this year that he would be written to?

With the agreement of Cllr. J. Holloway, the A/Senior Executive Officer advised the Members this would be included as part of the September agenda.

6.1Notice of Question – Cllr Jenny McHugh

A call on Bus Eireann to include the Tailteann and Windtown estates on its Navan bus service route and to introduce a Saturday bus service as residents of Windtown and other areas of Navan are not served by a town bus on the busiest shopping day of the week.

This Notice of Motion was proposed by Cllr J. McHugh and seconded by Cllr J. Holloway.

The Town Manager advised the Members that it might be better for RAPID to deal with this issue in light of the recent survey regarding car usage. He advised that this matter would be discussed with Mairead Maguire RAPID Co-ordinator.

6.2Notice of Motion – Cllr Francis Deane

I call on Meath County Council to carry out cleaning of small bridges and culverts in the Navan electoral areas of Kentstown, Danestown & Rathfeigh to avoid flood damage to properties. They are in the local authority charge.

This Notice of Motion was proposed by Cllr F Deane and seconded by Cllr T. Reilly.

6.3Notice of Motion – Cllr Francis Deane

The residents of Somerville Apartments, Athlumney have problems with anti social behaviour at the Andy Brennan Park. Youths are gaining access through Somerville housing estate and residents are looking for the replacement of a rail which had been removed during works at Andy Brennan Park.

This Notice of Motion was proposed by Cllr F Deane and seconded by Cllr T. Reilly.

The A/Area Engineer advised the Members that an inspection of this site was carried out and there was no evidence that a fence had existed on this wall. He advised that we could look at repairing the wall when it is being taken in charge.

6.4Notice of Motion – Cllr Jim Holloway

Meath County Council will in the interests of road safety provide for traffic calming in Dunderry Village.

This Notice of Motion was proposed by Cllr. J. Holloway and seconded by Cllr. S. Cassells.

It was agreed by Cllr. J. Holloway to join this motion with motion 6.5.

6.5Notice of Motion – Cllr Shane Cassells

That Navan Area Council address the issue of safety concerns in DunderryVillage expressed by St Joseph's NS by implementing safety measures such as electronic speed limit signs, appropriate line marking in the parking area adjacent to school, signage and traffic control measures in the village to slow down passing traffic. In addition that we would make an application to the NTA for funding to tackle these most pressing issues.

This motion was joined with motion 6.5 on the agreement of Cllr. S. Cassells. This Notice of Motion was proposed by Cllr S. Cassells and seconded by Cllr J Holloway.

The Town Manager advised that we could clarify if the NTA are open to accepting applications for schemes such as this. However he did advise the Members that funding had been set and it may result in funding being reduced or transferred from another agreed scheme.

The A/Area Engineer also advised that two schemes were due to commence in Dunderry which included surfacing and line marking. He advised that line marking could and signage could be included as part of these works.

6.6Notice of Motion – Cllr Shane Cassells

That Navan Area Council address the extremely poor section of surface on road from the Boyne Road to the Railway Level Crossing (CR734).

This Notice of Motion was proposed by Cllr S. Cassells and seconded by Cllr T. Reilly.

The A/Area Engineer advised the Members that these works were not included as part of the 3 Year Programme, but they could possibly be considered as part of next year’s programme. In the interim he advised that he would send the patching crew to the area.

  • Compliments on work done to the town but the FBD sign on the Dublin Road needs to be looked at.
  • Could STOP signs be placed at the exit from Clogerboy onto the Athboy Road
  • What is happening regarding our request to the H.S.E. to improve the look of the Machinery Yard.
  • When will Millbrook be taken in charge?
  • Water lodging on ramp at Spicers near BoyneBridge.
  • Acknowledgement of Seán Clarke during his time as A/Area Engineer and Town Clerk.
  • Congratulations and best wishes to Caoimhe NiShluain the new Mayor of Navan.
  • Area Meeting will be held on Monday at 4pm with effect from September meeting.
