MINUTES OF MARKET COMMITTEE MEETING HELD ON

757.Apologies

758.Declaration of Interests

The Chairman requested that all Cllrs declare any interests as they arose.

759.Minutes of the Last Meeting

Cllr. Stanton proposed that the Minutes of the previous Market Meeting held on 8th November 2017 be signed as a true record. Cllr. Briggs seconded the proposal which was carried unanimously. (Vote 4 For, 0 Against,0Abstentions).

760.Matters Arising

Item 749 Cllr. Hutchings requested an update on Devon Highway and Car Parking Enforcement Teams, current signage of the direction of flow traffic, the Road Closure Order with a consideration to have permanent signs, as well as the Parking within the Square on Wednesday.

The TC confirmed that DCC have as yetnot responded to this request. Another email will be sent to arrange for a meeting/discussion.

761.Market Accounts (Appendix A & B)

The TC went through the Income and Expenditure for the Market to date, compared to the same period last year income is down considerably. From April 2017 to date the market has lost £4,285.23.

The Market closed temporarily over the 2017 Christmas period, all traders had been offered the use of the Memorial Hall over this period if they still wished to trade but there was no take up.

Only five stalls were trading on the first Market of 2018, based on this it was suggested for 2019traders to be could be moved to the courtyard which is a smaller area.

762.To discuss and progress the revised arrangements for the Management of the Market.

The ATTC left the meeting while members discussed the revised arrangements for the Market management.

The TC confirmed that the stalls and trailers need to be cleaned and this will be done by the handyman on 22nd February. The ATTC will dealt the financial management and advertising of the Market.

Cllr. Hutchings suggested that a further 10clear backs should be purchased so that all stall holders have all the same, the TC agreed to come back with a costing.

The stalls and equipment that are currently in the trailers are to be taken to the lock up and stored from week commencing 26th February 2018.

It was agreed by all Cllrs present, that as Holsworthy Market hours are 9am – 2pm, the stalls should be erected from 5am, with a view to changethis time if needed.As 2pm is the close of market, the stalls should be taken down from then onwards.

Letters should be given to the following:

-Stall holders - informing them officially of the change of management.

-Market helpers - regarding the proposed change and inviting them to meet the TC and Cllr. Hutchings before 21st February.

Cllr. Hutchings stated that on 21st February the Handyman to be present when Market manager is taking the stalls down.

The ATTC returned to the meeting.

A price for the trailers is to be investigated with a view to selling them, as they will no longer be required.

Cllr. Heaven mentioned that as Hatherleigh Market will be closingshe is happy todistribute to the stall holders currently operating from there flyers advertising Holsworthy Market.

The TC will discuss with Handyman in detail his role prior to the 21st February.
