MINUTES OF A PLANNING AND ZONING MEETING

September 23, 2015

The meeting was called to order at 5:30 p.m. by Chairperson Jean Eldredge.

A roll call was taken which showed Board Members Jean Eldredge, Nancy Boender,Bob Gilbert,Bill Hall, and Steven Timothy present. Russ Cowanis excused.

Others present included Zoning Director Chris Thomsen, City Recorder Carolyn Wilcken,City Councilman Joe Burdick, Ryan Snow, Karly Knight, Tom Nordstrom, Robert Abercrombie, Lars Powell, Dee Miles, David Brothers, Bobby Drake, Jared West, Bob West, and Anna Jorgenson.

MINUTES

Members reviewed minutes of the meeting of August 26, 2015, as presented. Motion to approve was made by Bill Hall. Motion seconded byNancy Boender. Those voting Aye areJean Eldredge, Nancy Boender, Bob Gilbert,Bill Hall,and Steven Timothy. Motion carried unanimously.

LOT SPLIT REQUEST – 1673NORTH PAGE BENCH ROAD – Brad & Karley Knight

Karley Knight came before the Board seeking to split their property at 1673 North Page Bench Road. After discussion, a motion was made by Steven Timothyto approve this lot split request after a final plat map has been approved by the Zoning Director. Motion seconded byBill Hall. Those voting Aye are Jean Eldredge, Nancy Boender, Bob Gilbert, Bill Hall, and Steven Timothy. Motion carried unanimously.

LOT SPLIT REQUEST – UNION HIGH SCHOOL – Duchesne County School District

DaveBrotherson and Dee Miles, representing Duchesne County School District, came before the Board seeking to split the Union High School property so a portion can be deeded to the Applied Technology College. After discussion, a motion was made to by Nancy Boender to approve his lot split request. Motion seconded by Steven Timothy. Those voting Aye are Jean Eldredge, Nancy Boender, Bob Gilbert, Bill Hall, and Steven Timothy. Motion carried unanimously.

LOT SPLIT REQUEST – 1092 W. 200 N. – Oral Fenn Family Trust

A representativeof the Oral Fenn Family Trust, came before the Board seeking to split their property at 1092 W. 200 N. After discussion, a motion was made to by Bill Hall to approve this lot split request. Motion seconded by Nancy Boender. Those voting Aye are Jean Eldredge, Nancy Boender, Bob Gilbert, Bill Hall, and Steven Timothy. Motion carried unanimously.

PLAT AMENDMENT – POLE LINE ESTATES LOT 49-50

Jared West came before the Board and presented a plat amendment for Pole Line Estates Lots 49 and 50. After review and discussion, a motion was made by Steven Timothyto approve the final plat for Lots 49 & 50 of the Pole Line Estates after the sewer easement is shown and increased to 20 feet on the plat map. Motion seconded byBill Hall. Those voting Aye areJean Eldredge, Nancy Boender, Bob Gilbert, Bill Hall, and Steven Timothy. Motion carried unanimously.

TOWN HOMES ORDINANCE REVIEW

Jared West explained that he had approached Council about allowing twin homes and was referred back to the Zoning Board for their recommendations.

PUBLIC HEARING – ANNEXATION POLICY PLAN BOUNDARY CHANGE

Chairperson Jean Eldredge stated that this is a public hearing to give the public an opportunity to comment on the Annexation Policy Plan boundary change.

SITE PLAN REVIEW – SODA BOMB – Anna Jorgenson & Judy Cheney

Anna Jorgenson came before the Board to present a site plan review for the Soda Bomb to be located in the Ace parking lot using a 12 x 16 area. After discussion, a motion was made to by Bill Hall to approve this siteplan as presented. Motion seconded by Steven Timothy. Those voting Aye are Jean Eldredge, Nancy Boender, Bob Gilbert, Bill Hall, and Steven Timothy. Motion carried unanimously.
