MINUTES OF A MEETING OF THE PLANNING ENVIRONMENTAL AND GENERAL

PURPOSES COMMITTEE HELD ON MONDAY 27 NOVEMBER 2017

Present:CouncillorNoon (Chair), Councillor Bampton, Councillor Butterfield, Councillor Maxfield Councillor Wrathalland Councillor White

Public Session – One member of the public attendedin connection with Bedlam Road which runs between Calmlands Road andWessenden Head Road and currently reported that currently there are ‘no horses’ signs displayed there. The member of the public thought that the use of this road by horse riders would improve their safety and avoid the need to come through the village. He explained he had attended the meeting to try and resolve the status of the road, its ownership and whether horses could use the road. The road is question was brought up on the public rights of way map maintained by Kirklees Council which showed Bedlam Road as a Public Footpath MEL/73/10. The resident said that Kirklees Council hadsuggested the owner of the land had the right to stop horses going onto it. It was agreed that the Clerk would write to Kirklees Council asking what the status of Bedlam Road was and whether it was acceptable for horses to use it. One of the Councillors suggested that as it was a ‘Road’ this gave people rights to use it and the fact that it was a private road did not mean the owner could stop people using it. The Clerk suggested that the position would be that on the Definitive Map held by Kirklees council.

17/202CO-ORDINATION OF VILLAGE CLEAN UP

The Clerk provided the Chair with a completed pro forma suggesting action was required in respect of horses fouling on the walkway down to Morrisons from the bottom of Station Street.It was agreed that the Clerk would meet with Councillor White to resolve whose responsibility the land in question was, as Councilor White along with other Councillors had recently met with the store manager of Morrisons about related issues. It was further agreed that the Clerk should raise the state of Colders Lane with Kirklees Council.

17/203Draft Transport Design Guide Supplementary Planning Document Consultation

It was noted that Arcus Consulting on behalf of the Peak District National Park Authority had prepared a document which describes how transport infrastructure can be designed in a way that achieves its functional purpose, whilst conserving and enhancing the character and appearance of the National Park. It was further noted that the National Park Authority was undertaking a 9 week consultation period for comments on the document, commencing on Monday 13thNovember 2017. Representations must be received either electronically or in writing at the National Park Authority Office by 5pm on Friday 12th January 2018. The document can be viewed on the Authority’s website at www.peakdistrict.gov.uk/transportdesignguideconsultation.
