Councillor Barbara Story enquired as to progress regarding Planning Application 13/01207, which was to be discussed by the Development Control Panel,and LapLand UK, which was to be determined by Bracknell Forest Council..

Councillor Peter Deason raised a concern regarding advertisements adjacent to Mikados Restaurant. The Chairman stated that she would raise this with the Borough.

General concerns were raised about the impact of the Beechcroft Development on the street scene.

Councillor Margaret Duffield asked for advice regarding an unusual structure in Hurstwood.

There being no further business, the Chairman closed the meeting at 7.45pm.

Ecological Notes for Planning Committee Meeting 23/7/13

A. New Applications

13/01747 – 4 Sunninghill Road, Sunninghill – Works to TPO trees.

13/01765 – Vine Cottage, 11 Cheapside Road

Based on RBWM’s and ALGE’s guidelines and records of protected species close to the site, a biodiversity survey needs to be completed before this planning application can be determined, paying particular attention to hedgehogs, stag beetles and bats.

This site is situated 150m from woodland to the north (potential Ancient Woodland as identified by Thames Valley Environmental Records Centre), and 200m and 250m from streams to the north and south respectively. The existing dwelling is deemed to have been built pre-1960s. In close proximity to the site, a data search from the Thames Valley Environmental Records Centre shows the recorded presence of the following protected species:

-West European Hedgehog (UK BAP species) (within 200m)

-Stag Beetle (protected species) (within 100m)

-Bats (within 500m)

In accordance with RBWM’s pre-application guidelines, a biodiversity survey needs to be undertaken for this proposed development as the site is within 200m of a stream. In addition, protected species have been recorded within close proximity of the site. A biodiversity study is also recommended for this application by the Association of Local Government Ecologists (ALGE) guidelines for validation of planning applications.

13/01810 – Cleveland, 3 Cheapside Road

This site is situated 10m from a woodland to the north which has been identified by Thames Valley Environmental Records Centre as potential Ancient Woodland. The site is also 200m from a stream to the north. The existing dwelling is deemed to have been built pre-1960s. A data search from the Thames Valley Environmental Records Centre shows the recorded presence of bats in the vicinity.

Given all these factors, a bat survey is recommended for this application by the Association of Local Government Ecologists (ALGE) guidelines for validation of planning applications, as it entails significant modifications to the building structure.

In addition, stag beetles have been recorded within 200m of the site. A survey for this protected species is also recommended.

13/01832 - Land at Queens Beeches House

A copy of the Protected Species Walkover Survey has been submitted to Sunninghill and South Ascot Parish Council previously, although this has not been uploaded onto the planning website. This survey was conducted in mid-January 2013 – a time when animal activity is at a low level.

It is therefore recommended that a further walkover survey be conducted now to provide an improved appraisal of the potential presence of protected species.

A. Bats

A data search provided by Thames Valley Environmental Records Centre (TVERC) demonstrates that bats have been reported near to the site (Brown Long-Eared & Pipistrelle) and the tree survey provides details of 41 trees on-site. 9 trees (not covered by the TPO) are to be removed by the proposed development – the walkover survey states these do not have the potential to support roosting bats.

However, the survey states that:

‘the ivy-clad wall to the south-east of the existing building has low bat roost potential. Should this wall need to be removed during construction, it is recommended that advice from a suitably qualified bat ecologist is sought.’

This recommendation should be followed.

B. Birds

The walkover survey states:

‘The trees, conifer hedges, mature shrubs and the wall covered in Ivy could afford some nesting potential for birds. Therefore it is recommended that any vegetation to be cleared should be outside the bird breeding season (mid-February to mid-August).’

This recommendation should be followed.
