MINUTES of a MEETING of the HUGGLESCOTE AND DONINGTON LE HEATH

PARISH COUNCIL held at 7.30pm THURSDAY, 20 April 2017, at the

Community Centre, Grange Road, Hugglescote

Cllr Johnson declared

“I will consider the matters in my capacity as a Parish Councillor in full consideration of my Parish Council duties. The decision/representation will be in my capacity as a Parish Councillor, not in my capacity as a District Councillor/Member of the Planning Committee and without full knowledge and detail of the matter as will be before me in my capacity as District Councillor.

I take my position as a District Member/Member of Planning Committee under full duty of my Code of Conduct obligations with an open mind, objectively and on assessment of the individual merits of all matters before me and will not be prejudiced by my Parish Councillor status.”

17/43 WARD AND COUNTY COUNCILLORS REPORTS

County Councillor Eynon provided a verbal report, drawing particular attention to the opening of much improved facilities at Leicester Royal Infirmary.

Cllr Johnson advised Members that enforcement action had been taken by LCC to require the contractor at Grange Road to repair damage to the site. He also advised that he would be having monthly meetings with the site manager.

17/44 PUBLIC PARTICIPATION SESSION

Mr J Legrys referred to the Local Plan of which Inspector’s approval was anticipated with some modifications that would need addressing as soon as possible. Members noted the possible implications of any redistribution of housing growth within the Plan should Oadby and Wigston and The City be unable able to accommodate their required units.

That the minutes of the meeting held on 16 March 2017 be agreed as a correct record.

17/46 PLANNING MATTERS

(a)  Applications

(i)  App ref 17/00360/FUL – 4 Briar Close, Hugglescote – 1st floor extension.

(ii)  App ref 17/00338/FUL – 14 Snipe Road, Hugglescote – erection of a single storey rear extension

Resolved

That the Parish Council has no objection to the applications at (i) and (ii).

(iii)  App ref 17/00320/REMM – land at Grange Road, Hugglescote – erection of 213 dwellings with associated parking and landscaping

(iv)  App ref 17/00449/FUL – 68 Forest Road, Coalville – erection of single storey rear extension

Resolved

·  That the applications at (iii) and (iv) be referred to the Planning Group for consideration.

·  That the Planning Group consider the implications for Section 106 funded facilities of the District Council’s policy of aggregating Section 106 funds.

(b)  Appeal Submission ref 15/00951/OUTM – land South of The Green, Donington Le Heath

The Clerk reported that the Planning Inspector had allowed the appeal by Wenbury Homes and planning permission had been granted for outline proposal for a development of up to 34 dwellings. The Developer had sought costs from the Council as they had incurred additional costs preparing reports in response to the Council’s submissions. However, the Inspectorate did not agree with this request and therefore no costs were awarded against the Parish Council.

17/47 NEIGHBOURHOOD PLANNING

The Chairman, Councillor Palmer and The Clerk had met with Gary Kirk Managing Director of Yourlocale to discuss the process of producing a plan. Yourlocale is an organisation which specialises in providing expert professional support to communities to develop neighbourhood plans. Most of the financial commitments would be covered from grants available. However, as this would be a community plan it would require a great deal of local input, assistance, publicity and co-ordination. As a Parish Council document it would be expected and required that the Clerk and Members will commit time etc to carry out this exercise.

Resolved

That Yourlocale be engaged to support the Parish Council in producing a Neighbourhood Plan.

17/48 GOVERNANCE HEALTH CHECK

That this item be carried forward to the next meeting.

17/49 FUNDING FOR CONSULTATION EXERCISES

At the request of Councillor Jennings Members considered

·  What lessons (if any) can be learnt by engaging Consultants to carry out professional responses to appeals to the Planning Inspectorate and

·  Whether the Councils financial contribution to these exercises should be determined on a % scale.

Resolved

(a)  That the Parish Council, at its discretion, may consider contributing towards the cost of acquiring professional advice in support of an objection to a planning appeal, if approached to do so by residents of the Parish in regard to a development within the Parish.

(b)  That Financial Regulations be amended to reflect the decision at (a).

17/50 FINANCIAL MATTERS

(a)  Change of Bank Account

Resolved

(i)  To close the Parish Councils Co-op bank account and to open an account provided by Unity Trust Bank.

(ii)  That Cllrs Johnson, Jennings, Jordan, Springthorpe Palmer and Abbott be authorised signatories to the account.

(b)  Accounts for Payment

Resolved

That the payments and receipts listed in Appendix A be approved.

17/51 LAND, PROPERTY AND GROUNDS MAINTENANCE WORKING GROUP

A meeting of the Land & Property Group was held on the 30 March 2017.

(a)  Security Bollard Millfield Entrance

Resolved

Further to Minute 17/19 (a) to install a security bollard at the entrance to Millfield Recreation Ground a revised cost of £440.00.

(b)  Street Furniture / Parish Notice Boards

Resolved

That Members consider and feedback any suggestions on design and locations to the working party to consider further.

(c)  Maintenance of LCC land areas

Resolved

To re-engage Quadron Idverde for a further period of 12 months terminating on 31 March 2018 at an agreed price of £1078.78.

(d)  Dog Training Classes Millfield

Resolved

(i)  To offer the use of Millfield Recreation Ground for Dog training classes at a cost of £15.00 per session.

(ii)  To restrict use to open play areas and not marked out football pitch area in accordance with NWLDC Dog Control Orders and;

(iii)  To offer toilet facilities if required at an additional cost of £25.00 per training session to offset any cleaning required.

(e)  SVEIF Millfield path

Resolved

To recommend to NWLDC/SVEIF that Cuckoo Gap’s bid of £5,300 be accepted to construct this footpath.

(f)  Residents’ request to Purchase Land

(i)  Land adjacent to 40 The Green Donington Le Heath

Resolved

That this parcel of land cannot be sold and remains as a designated footpath as identified on the title deeds.


(ii) Land adjacent to No 22 The Green Donington Le Heath

Resolved

That this parcel of land cannot be sold and remains as an open space area, as identified on the title deeds.

17/52 LAND AND PROPERTY ISSUES

NWLDC’s GM Team had advised that a tree had fallen across an area of parish open space from an area of woodland on Degens Way Hugglescote. The cost to remove and make safe was £150.00.

Resolved

That the Clerk contact The Harley Trust and request it arranges for the fallen tree to be removed or the Parish Council will arrange and charge the Trust for the work undertaken.

17/53 HIGHWAYS, TRAFFIC AND PARKING

Cllr Tudor raised the issue of parking inhibiting access at the junction of Frearson Road and Standard Hill. The Chairman had raised this matter with LCC but the absence of yellow lines would mean give and take would be necessary from drivers. A similar situation would arise on Grange Road.

17/54 COMMUNITY ENGAGEMENT

Resolved

(a)  That the Annual Meeting of the Parish be held at 7pm on 19 May 2017 and followed by Quiz Night at 7.30pm.

(b)  That concerns regarding parking in the Parish be included on the website community interaction.

17/55 1620s HOUSE (MANOR HOUSE) PARTNERSHIP

Resolved

That LCCllr Eynon be asked to enquire into the County Council’s future plans for this property.

17/56 CLERK’S UPDATE

The Clerk referred to the Action Sheet circulated on today’s agenda, which was reviewed and updated at the meeting.

The issue of parking would be raised with Bloors at the meeting arranged with the Clerk to see if anything can be included in the development on Frearson Road.

Resolved

That the correspondence received by the Cerk be noted and responses agreed.
