Minutes of a meeting of the ALLOTMENTS COMMITTEE

held at the Guild Hall

on Monday 29thMarch 2010 at 7pm

105DECLARATIONS OF INTEREST

Cllr. Goddard because his cousin is an allotment tenant and his mother & daughter are involved with the Junior Gardening Club;

Cllr.Allen declared a personal interest in all matters on the agenda because family members are allotmenttenants

106MINUTES

The minutes of the meeting on 28th September 2009 were agreed and signed.

107ALLOTMENTS ASSOCIATION

The association wished to raise various issues which they agreed would be dealt with under the relevant items on the agenda, including the Treasurer’s queries about the Council’s budget and allotments rents.

108POLYTUNNEL

The committee noted that planning approval had been received from Shepway District Council and that Lydd Town Council would be asked to formally approve at its next meeting. It was agreed to ask the council to consider waiving the ground rent for the plots to be occupied by the polytunnel.

109OPEN DAY

Arrangements for the open day on 22nd May were noted

110ROADS, PATHS & FENCES

The road is nearly completed with help from Community Payback.

It was agreed under Delegated Power 1 to progress making the path on the Dungeness Road side with tenants’ voluntary co-operation where it is clear.

It was agreed under Delegated Power 2 to spend up to £100 on materials for repairs to the rabbit fencing.

Cllr. Goddard will ask Cllr. Richardson about Kent C. C. grass cutting of the verge on the Dungeness Road.

The clerk will investigate the Environment Agency’s clearance of drainage channels following flooding problems.

Estimates need to be obtained for repairing potholes in the entrance road.

111REMOVAL OF TIN & CARPET

The clerk will write to all tenants giving a deadline of the end of May for the removal of tin and carpets.

Cllr. Allen will liaise with Cllr. Snell concerning the removal of top soil to the Banks.

A skip will be delivered for the Groundsman’s use, when his workload permits.

112MANAGEMENT

The Town Clerk’s Assistant reported that there are 2 applicants on the waiting list. Non-payers and those who have not responded to tenancy offers will be chased.

The Council’s policy of restricting tenants from outside the parish to 5 perch plots will be kept under review.

113BUDGET

The clerk reported on the committee’s budget provision for the coming year as set out in the council’s budget, which appeared to require a significant increase in rent.

114NEXT MEETING

If there is business which requires a meeting it was agreed that this would be best after Lydd Club Day and possibly in September.
