3.  MATTERS ARISING

Item 18 – Straw Lorries through village – The Chairman has spoken to the plant Manager at Snetterton, Lorries were not going to the power plant.

Item 17d – Parish Council Insurers have accepted claim to replace street light column and lantern, they are perusing the two parties allegedly involved in its original damage

Update given by The Chairman on HGV reroute beginning end of March

10.  SKATE PARK

Presentation given by Ron Marsh of Harling Athletics on their plans to change the existing skate park area into a multi-use games area, to include, tennis, basketball and re location of the skate park. Area will need completely re surfacing for which they applying for grants. The Council resolved to set up a working party consisting of Cllr’s Jacobs, Forder, Copping and Jubb who would meet on site with Mr Marsh. A request was made by the Athletics Club of the release of funds set aside for running track site to be used on this project. No decision was made at this stage.

11.  CEMATARY

A quote was presented to the Council from Harry Stebbings Workshop of Hingham for 2 Oak entrance posts with hand carved lettering of ‘Harling Cemetery’ The Council resolved to instruct Harry Stebbings to supply 8”x8” x 12’ Oak posts x 2 with posts and sockets. Clerk is waiting for prices for a new entrance way surface. The moving of the entrance way was discussed but it was decided that no action would be taken at this stage but this would be looked in again as a future project.

12.  DOG FOULING

There has been a spate of dog mess around Brewsters, the Dog Warden has been informed and will be monitoring. Letter received from a Girl Guide in the village who wishes to set up bag stations as part of her Baden Powell award. The Council are happy for her to go ahead with 6 stations at hot spots around the village.

13.  LED REPLACEMENT PROGRAMME

TT Jones to be asked to go ahead with ordering and replacement of remaining 5 LED lanterns

14.  CORRESPONDANCE RECEIVED

a.  Communication received from a resident unhappy with LED lanterns. These do not shed enough light and the streets are too dark at night. The Clerk has spoken with Paul Jones at TT Jones Electrical, the umbrella of the light and power meets EEC regulations as the maximum allowable in a rural area.

15.  SECOND PUBLIC FORUM

a. Are there any plans to increase the size of the car park at the recreation ground given this new sports park area which will bring in more users? The car park will not be increase due to no land being available and also funding is not available for improvements or creation of car parks. Same problem in all areas that have a sports field, little parking.

16.  ANY OTHER BUSINESS

a. During the recent high winds three ridge tiles were lost on the roof of the Sports and Social Club. Chid Blades quoted approximately £150 and permission was given on 24th February. All Parish Councillors made aware and given chance to raise any queries on the 24th.

17.  DATE OF NEXT MEETING

Tuesday 28th March 2017

The meeting was then closed and the public asked to leave for the next item to be discussed in camera.

18.  FREEDOM OF THE PARISH

The committee met for a second time and decided that out of the 13 individuals nominated, including 2 current members of the Parish Council (it was decreed that PC members would not be eligible for the first year) that 2 awards would be given out. Two lists were drawn up of 6 names, Councillors to choose 1 from each list.

A discussion took place over the difficulties in deciding who was less worthy of this award then others on these lists, and also why more than 2 awards could not be given out.

A vote via show of hands was taken and the decision was carried that all 6 were to be awarded the Freedom of the Parish.

A date of Thursday 30th March was set for the ceremony and the committee to meet ASAP to discuss the design of the scroll and honours board and the order of events for the evening.
