TSC issue re: DESD informative document to DSTU

GOC Issue 1101001 was reviewed and moved forward unanimously for ratification as a work item by the EC. KAUFMANN noted that an EC call was scheduled for 3/14. MEYER noted that given approval on that call the work item could move to peer review by 3/16; allowing sufficient time to incorporate the final change, if adopted by the EC, into the GOM prior to the May WGM. ACTION: MEYER to submit documentation to VAN HENTENRYCK for inclusion in EC agenda for 3/14 call.

The TSC seeks GOC input on the ballot process; specifically if an informative document may be subsequently balloted and released as a DSTU. Discussion resulted in the following response:

The GOM has no ballot prohibitions in place other than the fact that a document cannot be submitted to ANSI for approval as an American National Standard without completion of a normative ballot; therefore the issue is moot. There is no reason that an informative document could not subsequently be presented for normative ballot nor that a draft standard might ultimately be balloted and released as an informative document. An informative document, in the effort to reach normative status, may certainly be balloted and released as a draft standard prior to a normative ballot.

As to the issue of such a process representing an “end run” around IP policy, the GOC could see no rationale for that position given that every document published by HL7 carries the appropriate copyright. ACTION: MEYER to communicate results of discussion to TSC Chair and Project Manager.

In closing KAUFMANN confirmed that GOC will hold an open session during Q2 Tuesday of the May WGM.
