A.CALL TO ORDER AND RELATED BUSINESS

S. Thompson, Office of the City Clerk, called the meeting to order at 1:31 p.m. Councillor A. Bolstad was in attendance.

A.1.b.ELECTION OF CHAIR AND VICE CHAIR

S. Thompson called for nominations for the position of Chair, Community Services Committee.

Councillor T. Cavanagh nominated Councillor R. Noce for the position of Chair.

S. Thompson asked if there were any further nominations. There being none, Councillor R. Noce was elected by acclamation as Chair of the Community Services Committee.

S. Thompson vacated the Chair and Councillor R. Noce presided.

Councillor R. Noce called for nominations for the position of Vice-Chair, Community Services Committee.

Councillor L. Chahley nominated Councillor D. Thiele for the position of Vice -Chair.

Councillor R. Noce asked if there were any further nominations. There being none, Councillor D. Thiele was elected by acclamation as Vice-Chair of the Community Services Committee.

F.1.c.Protection of Parkland – Encroachment Removal Enforcement.

That the Administration develop a comprehensive strategy (as per elements outlined in Attachment 1 of the September 3, 1999 Community Services Department report) for the administration and/or elimination of encroachments on City parkland, and report back to the Community Services Committee by July 31, 2000. / Community Svcs.

F.1.e.World Triathlon 2001 – William Hawrelak Park Lake Improvements.

1. That approval be given to dredge William Hawrelak Park Lake this Fall, thereby addressing the swimming requirements for international triathlon events in 2000 and 2001.
2. That, in the event the lake cannot be prepared in time for skating use, the alternate outdoor skating surface at William Hawrelak park, as described in the October 7, 1999 Community Services Department report, be approved. / Community Svcs.

D.ADMINISTRATIVE INQUIRIES AND RESPONSES

D.1.ADMINISTRATIVE INQUIRIES

D.1.a.City of Edmonton’s Out-of-School Care Program (D. Thiele).

“It was recently revealed that, although the City of Edmonton Out-of-School Care Program is supposed to receive 80% of its funding from the Province and the remaining 20% from the City, actual cost-sharing for that Program has been in the order of 55% provincial and 45% municipal.
Departments other than Community Services also operate programs or services on a cost-shared basis, and may also be experiencing similar funding shortfalls.
My questions to the Administration are:
1. What other cost-shared programs, if any, are in place where the intended cost-sharing arrangements are not being adhered to?;
2. What are the additional costs (including any additional administrative, carrying or interest charges) to the City of Edmonton for carrying these programs?; and
3. What negotiations are either taking place or are planned to ensure that the City’s actual experience with these cost-shared programs is more in line with their original agreements?
Because cost-shared programs exist in many areas of the City’s operations, I would appreciate it if the response to this inquiry could be returned to City Council as a whole.” / City Manager

D.1.b.Edmonton Speed Skating Association (R. Noce).

“It is my understanding that the Edmonton Speed Skating Association (“Association”) has been in existence for about 50 years. The Association is a full service speed skating club, offering inline programs in the summer as well as short and long track in the fall/winter. The Association uses the Grand Trunk arena for the short track programs and Victoria Park for the long track programs.
The Association is encountering some problems with Victoria Park. The problem appears to be that the portables at Victoria Park were moved during the spring to be replaced by a Park Ranger station/ building. The Association’s intent is to build a club house at Victoria Park.
I have been advised that the City of Edmonton does not approve of the building of a club house.
My questions to the Community Services Department (“Department”) are as follows:
4. Please provide a status update with respect to the Department’s discussions with the Association.
5. What steps can be taken to accommodate the Association’s request.” / Community Svcs.

“In light of some of the recent events with respect to Chief John Lindsay, Q.C. and the Edmonton Police Service, I would ask the Law Branch to answer the following questions:
1. What legislative authority does City Council possess to deal with issues relating to the Edmonton Police Service?
2. Can City Council concern itself with the performance review of the Chief of Police?
3. Can City Council or any of its standing committees demand or request that the Edmonton Police Commission respond to any administrative inquiry?
4. Can City Council or any of its standing committees demand or request that the Edmonton Police Service respond to any administrative inquiry?

“This inquiry is in response to a recent advertisement placed by the Edmonton Police Service about the manner in which the Edmonton Sun has been reporting on the RCMP investigation of Police Service operations.
I would like to know if the Edmonton Police Commission was consulted about this action and whether it supports the assertions made by the service in this advertisement.
Furthermore, I’d like to know if the Commission intends to comment on this action in any way.

“This inquiry relates to the completion of a house which has been under construction for a number of years at 12371 – 132 Street.
City Council’s Community Services Committee passed a resolution in August which gave the beneficial owner, Michael Rickert, until September 29 to complete the outside of this house. However, I have since been told that our Planning and Development Department has taken another tack and has agreed to a Consent Order whereby Mr. Rickert now has until November 19th to finish the work.
I would appreciate a report which summarizes the actions taken by both the City and Mr. Rickert to ensure this work is completed. I would also like to know why the original order approved by the Community Services Committee was not enforced.” / Planning & Dev.

MOVED T. Cavanagh:

That the Community Services Committee recommend to City Council:

1. That approval be given to enter into the standard Licence Agreement with the Edmonton Federation of Community Leagues (EFCL) and individual community leagues, plus any leagues formed during the term of the Licence Agreement. The terms and conditions to be as per Attachment 1 of the September 28, 1999 Community Services Department report.

2. That the Licence Agreement be acceptable in form to Corporate Services Department (Law Branch), and in content to the General Manager of the Community Services Department.
