E.L. Britton, Office of the City Clerk, stated if there were any persons present to speak to the passing of the following bylaws, they would now be heard:

L.BYLAWS

L.1.a.Bylaw No. 11902 – To Close Portions of the 109 Street and 118 Avenue road right-of-ways, located between 120 Avenue and Princess Elizabeth Avenue, City Centre Airport.

PURPOSE

To close portions of the subject roadways. Once closed, portions of the closure area will be transferred to NAIT with the remaining portions staying in the Transportation and Streets Department’s inventory.

R. Speidel and D. Francoeur (to answer questions) were in attendance to speak in favour of the passing of Bylaw No. 11902.

Deputy Mayor W. Kinsella asked if there was any objection to Bylaw Nos. 11946 and 11947 being dealt with together. No one objected.

L.1.b.Bylaw No. 11946 – To Amend the Land Use Bylaw and Appendix I, Section 820D – Statutory Plan Overlay for the Boyle Street/McCauley Area Redevelopment Plan from AP (Public Parks) District and CB2* (General Business) District to US (Urban Services) District; located north of 103A Avenue and east of 96 Street, Boyle Street.

PURPOSE

To make the districting applied to the accessory parking area associated with Fire Hall No. 1 (96 Street and 103A Avenue) consistent with the land use district currently applied to the site where the fire hall is located.

L.1.c.Bylaw No. 11947 – To Amend Bylaw No. 10704, as amended, the Boyle Street/McCauley Area Redevelopment Plan; located north of 103A Avenue and east of 96 Street, Boyle Street/McCauley.

PURPOSE

To identify the parking area associated with Fire Hall No. 1 (96 Street and 103A Avenue) as being part of the Fire Hall site. This parking area was previously occupied by the Bissell Centre.

There were no persons present to speak to the passing of Bylaw Nos. 11946 and 11947.

Councillor A. Bolstad entered the meeting at 1:33 p.m.

L.1.d.Bylaw No. 11949 – To Close a Portion of Lane Abutting Lots 8 to 11, Block 28A, Plan 209 AN; located south of 126 Avenue and west of 133 Street, Hagmann Estate Industrial.

PURPOSE

To close a portion of lane abutting Lots 8 to 11, Block 28A, Plan 209 AN. Once closed, the area will be consolidated with the abutting land to the east.

There were no persons present to speak to the passing of Bylaw No. 11949.

L.1.e.Bylaw No. 11951 – To Amend the Land Use Bylaw from RF1 (Single Detached Residential) District, AG (Agricultural) District and AGU (Urban Reserve) District to RF1 (Single Detached Residential) District, AGU (Urban Reserve) District and PU (Public Utility) District, located east of 82 Street and north of 160 Avenue, Mayliewan.

PURPOSE

To accommodate single-family residential development, a school/park site and the neighbourhood stormwater management lake.

J. Andrew, Cochrane Engineering, was in attendance to answer questions in favour of the passing of Bylaw No. 11951.

L.1.f.Bylaw No. 11952 – To Amend the Land Use Bylaw and Appendix I, Section 910 – Special Area Downtown for the Downtown Area Redevelopment Plan from DC4 (Special Public Service) District to CCA (Core Commercial Arts) District, located at 10004 – 104 Avenue, Downtown.

PURPOSE

To accommodate office, retail, service, institutional, residential, arts and entertainment uses.

M. Hundert, IBI Group, was in attendance to answer questions in favour of the passing of Bylaw No. 11952.

PURPOSE

To close road right-of-way in Plan 3617 TR. Once closed, the area will be consolidated with the abutting Lot 1, Plan 3347 HW.

D. Oborowsky (in favour); and R. P. Bruce, Lucas, Bowker and White, and J. Roy, Emco Building Products, (in opposition) were in attendance to speak to the passing of Bylaw No. 11905.

Deputy Mayor W. Kinsella asked if there was any objection to Bylaw Nos. 11953 and 11954 being dealt with together. No one objected.

L.1.h.Bylaw No. 11953 – To Amend Bylaw No. 6259, as amended, being the Twin Brooks Neighbourhood Area Structure Plan.

PURPOSE

To reduce the amount of medium density residential development in the neighbourhood, modify the road pattern, define a public upland setback and incorporate a stormwater management facility.

L.1.i.Bylaw No. 11954 – To Amend the Land Use Bylaw from RF1 (Single Detached Residential) District, RF4 (Semi-Detached Residential) District, RF5 (Row Housing) District and RA7 (Low Rise Apartment) District to RF1 (Single Detached Residential) District, RF4 (Semi-Detached Residential) District and PU (Public Utility) District, located west of 119 Street and north of 9B Avenue, Twin Brooks.

PURPOSE

To accommodate low-density residential development and a stormwater management facility.

S. Harder, MacLab Enterprises, was in attendance to answer questions in favour of the passing of Bylaw Nos. 11953 and 11954.

L.1.jBylaw No. 11816 – To Amend Bylaw No. 7464, as amended, being The Palisades Area Structure Plan, through an amendment to the Hudson Neighbourhood Structure Plan.

PURPOSE

To reconfigure the neighbourhood stormwater management system.

B. Usenik, Strata Developments, was in attendance to answer questions in favour of the passing of Bylaw No. 11816.
