L.BYLAWS

L.1.a.Bylaw 12490 – To Amend Bylaw 5739, As Amended, Being the Edmonton North Area Structure Plan Through an Amendment to the Eaux Claires Neighbourhood Structure Plan.

PURPOSE

To redesignate a Medium Density Multiple Family residential block to Low Density Residential and change a block of Semi-detached Residential Row Housing to Medium Density Multiple Family Residential.

L.1.b.Bylaw 12491 - To Amend the Land Use Bylaw from AG (Agricultural) District to RF1 (Single Detached Residential) District and AGU (Urban Reserve) District, Located North of 157 Avenue and East of 97 Street, Eaux Claires.

PURPOSE

To allow the development of single detached residential dwellings and to recognize the future school/park site.

L.1.c.Bylaw 12538 - To Close a Portion of 157 Avenue, Located Between 90 Street and 97Street, Eaux Claires.

PURPOSE

To close a portion of 157 Avenue, located between 90 Street and 97 Street. Once closed the area will be consolidated with the abuttingLots 12 and 13, Block 2, Plan 6215 V.

J. Andrew, Scheffer Andrew, was in attendance to answer questions in favour of the passing of Bylaws 12490, 12491 and 12538.

Councillor B. Anderson entered the meeting at 1:33 p.m.

L.1.d.Bylaw 12553 - To Close a Portion of North/South Lane and a Portion of 126 Avenue; Located South of 126 Avenue and East of St. Albert Trail; Hagmann Estates.

PURPOSE

To close a portion of north/south lane and a portion of 126 Avenue. Once closed the area will be consolidated with the abuttingLots 18 and19.

There were no persons present to speak to the passing of Bylaw 12553.

L.1.e.Bylaw 12554 – To Amend the Land Use Bylaw from PU (Public Utility) District to CSC (Shopping Centre) District, Located at 13303 – 115 Avenue, Woodcroft.

PURPOSE

To expand the variety and scope of commercial uses allowed on this site.

B. Best, Edgecombe Properties Management West Inc., was in attendance to answer questions in favour of the passing of Bylaw 12554.

L.1.f.Bylaw 12556 – To Amend the Land Use Bylaw from DC5 (Site Specific Development Control) District to DC5 (Site Specific Development Control) District; Located North of 137 Avenue and West of Manning Drive, York.

PURPOSE

To increase the permitted height for the underside of a gas pump canopy on part of the subject site (Lot 54).

There were no persons present to speak to the passing of Bylaw 12556.

Deputy Mayor W. Kinsella asked if there was any objection to Bylaws 12802, 12803, 12804, 12805, 12806 and 12807 being dealt with together. Objections were raised.

L.1.g.Bylaw 12802 – To Amend the Zoning Bylaw from GI(GeneralIndustrial) District (M.D. ofSturgeon) (Part V of Bylaw 5996) to IH (Heavy Industrial) Zone, Located East of 156 Street and South of 128 Avenue, Mistatim Industrial.

PURPOSE

To allow heavy industrial uses on the site

There were no persons present to speak to the passing of Bylaw 12802.

L.1.h.Bylaw 12803 – To Amend the Zoning Bylaw from IC(Industrial Commercial)District (CountyofParkland) (Part V of Bylaw 5996) and IM (Medium Industrial) District to IB (Industrial Business) Zone; Located West of 156 Street and South of 128 Avenue, Mistatim Industrial.

PURPOSE

To allow industrial business uses on the site.

There were no persons present to speak to the passing of Bylaw 12803.

L.1.i.Bylaw 12804 – To Amend the Zoning Bylaw from IC(Industrial Commercial)District (CountyofParkland) (Part V of Bylaw 5996) to IH (Heavy Industrial) Zone, Located West of 158 Street and South of 128 Avenue, Kinokamau Plains.

PURPOSE

To allow heavy industrial uses on the site.

A. Burke and S. Kondratiuk were in attendance to speak in opposition to the passing of Bylaw 12804.

L.1.j.Bylaw 12805 – To Amend the Zoning Bylaw from MHR (Mobile Home Residential) District (County of Strathcona) (Part V of Bylaw 5996) to RMH (Mobile Home) Zone LocatedEast of 17 Street and South of 70 Avenue, Maple Ridge.

PURPOSE

To allow a mobile home park on the site.

I. Stewart, Parkbridge Community Inc., was in attendance to answer questions in favour of the passing of Bylaw 12805.

L.1.k.Bylaw 12806 – To amend the Zoning Bylaw from (DC) IC(Industrial Commercial) District (CountyofParkland) (Part V of Bylaw 5996) and CR(Country Residential) District (County of Parkland) (Part V of Bylaw 5996) to RMH (Mobile Home) Zone; locatedwest of 219 Street and south of 109 Avenue, Winterburn Industrial Area West/Westview Village. 

PURPOSE

To allow a mobile home park on the site.

L. Broks, Al-Tera Engineering Ltd.; K. Wakefield, Fraser Milner Casgrain; and J. Galbraith, Lautrec Ltd. (to answer questions in favour); and G. Bogowicz and M. Nardelli, Shakers Acres (in opposition) were in attendance to speak to the passing of Bylaw 12806.

L.1.l.Bylaw 12807 – To Amend the Text of Bylaw 12800, As Amended, Being the Edmonton Zoning Bylaw. 

PURPOSE

To amend the Text of the Zoning Bylaw, Bylaw 12800 by deleting Section 2.4 in its entirety and renumbering the second paragraph of Section 2.3 as Section 2.4.

There were no persons present to speak to the passing of Bylaw 12807.

L.1.m.Bylaw 12558 – To Amend the Land Use Bylaw from AG (Agricultural) District (County of Strathcona) to RSL (Residential Small Lot) District; Located West of 17Street and South of 38 Avenue, Wild Rose. 

PURPOSE

To allow smaller lot single detached residential housing on the site.

G. Cantalini, Beaverbrook; and P. Barker, Stantec Consultants, were in attendance to answer questions in favour of the passing of Bylaw 12558.

Deputy Mayor W. Kinsella asked if there was any objection to Bylaws 12189 and 12190 being dealt with together. No one responded.

L.1.n.Bylaw 12189 - To Close Two Portions of Road Right-of-Way Adjacent to Lot 10, Block 13A, Plan 902 1619, Lots 11 and 13 PUL, Block 13A, Plan 892 1633, Block B, Plan 3048 TR, Located at 142Street and 137 Avenue, McArthur Industrial. 

PURPOSE

To close two portions of road right-of-way adjacent to Lot 10, Block 13A, Plan 902 1619, Lots 11 and 13 PUL, Block 13A, Plan 892 1633 and Block B, Plan 3048 TR. Once closed, the areas will be consolidated with the abutting lots.

L.1.o.Bylaw 12190 - To Amend the Land Use Bylaw from AG (Agricultural) District and DC4 (Special Public Service) District to IB (Industrial Business) District; Located at 142Street and 137 Avenue, McArthur Industrial. 

PURPOSE

To allow industrial business uses on the site.

There were no persons present to speak to the passing of Bylaws 12189 and 12190.

L.1.p.Bylaw 12407 – To Close the North/South Lane in Block 1, Plan B, Located Between 98 and 99Avenues, West of 101 Street, Rossdale. 

PURPOSE

To close the north/south lane in Block 1, Plan B, between 98 and 99 Avenues, west of 101 Street. Once closed, the areas will be consolidated with the abutting lots.

L.1.q.Bylaw 12489 – To Amend Bylaw 6288, As Amended, Being the Pilot Sound Area Structure Plan, Through an Amendment to Bylaw 9744, As Amended, Being the Hollick-Kenyon Neighbourhood Structure Plan. 

PURPOSE

To amend the Hollick-Kenyon Neighbourhood Structure Plan. The proposed amendment will add 12.5 hectares of land to the northeast corner of the Hollick-Kenyon neighbourhood, to be developed for low density and medium density residential development.

J. Andrew, Scheffer Andrew (to answer questions in favour); and L. Brown and E. Gauthier (in opposition) were in attendance to speak to the passing of Bylaw 12489.

Deputy Mayor W. Kinsella asked if there was any objection to Bylaws 12561 and 12562 being dealt with together. No one responded.

L.1.r.Bylaw 12561 – To Amend Bylaw 7464, As Amended, Being the Palisades Area Structure Plan, Through an Amendment to the Carlton Neighbourhood Structure Plan. 

PURPOSE

To relocate medium density land uses from the north-west and south-west sectors of the neighbourhood to an area adjacent to the stormwater management lake in the south central portion of the neighbourhood.

L.1.s.Bylaw 12562 - To Amend the Land Use Bylaw from AG (Agricultural) District to RF5(Row Housing) District and RA7(Low Rise Apartment) District; Located North of 153 Avenue and East of 142 Street, Carlton. 

PURPOSE

To allow a range of medium density residential land uses, including row housing and low-rise apartments on the site.

C. Chopko, IBI Group; and G. Cantalini (in favour); and M. Donato (in opposition), were in attendance to speak to the passing of Bylaws 12561 and 12562.

B. Kropf, Planning and Development Department, answered Council’s questions with respect to the request to postpone Bylaws 12561 and 12562.
