The Chairman welcomed Duncan Jones, Hertfordshire Waste Partnership Development Manager, to the meeting.
The Panel considered a report on the draft Outline Business Case (OBC) for the treatment of residual municipal solid waste,in support of the application for Private Finance Initiative (PFI) credits to be submitted to the Department of Environment, Food and Rural Affairs by 31 October 2008.
Members received a presentation entitled ‘Our emerging solution’ which recapped on the challenges and gave background information on the work that had been carried outleading up to the development of the OBC.
There was discussion on plans to hold briefings with local schools, parish councils and businesses, Welwyn Hatfield Council and the University of Hertfordshire. Members noted that the Head and Governors of the nearby SouthfieldsSchool had been fully briefed.
The Chairman suggested Members contact officers with details of any local interest groups that they think may wish to be invited to the briefings.

3.7 / Conclusions
The Panel recommendedto Cabinet that:
  1. Energy from Waste (EFW) plus Combined Heat and Power (CHP) was an appropriate treatment technology for Hertfordshire's residual waste;
  1. a 270,000 tonne EfW+CHP plant at New Barnfield, South Hatfieldbe included in the OBC as the proposed reference site;
  1. an Outline Business Case for £111.4m Waste PFI credits be submitted to Defra by 31 October 2008;
  1. the County Council proceeds with the PFI procurement and confirms it is committed to meet an affordability gap which, based on a PFI Credit award for the Reference Case of £111.4m, would be approximately £144m, over the life of the contract;
  1. whilst the Reference Case is considered to be based on robust assumptions, sensitivity analysis has been undertaken to identify a worst case scenario and indicates an affordability gap for the worst case scenario of £338m;
  2. the minimum cost saving to the County Council of implementing the Reference Case rather than the "Do Nothing Option" was approximately £525m with PFI credits;
  1. there be immediate initiation of a project to achieve the relocation of all of the current service activities on New Barnfield by April 2011 at the latest;
  1. the town planning strategy for New Barnfield involves the County Council undertaking much of the environmental, technical and permitting work necessary to secure planning permission, but that the successful bidder will be expected to submit a planning application, if appropriate, on the site from after April 2011;
  1. a sum be included within the Council's 2009/10 to 2011/12 capital programme to provide for the proposed waste transfer station in the East of the County;
  1. allocation of additional resources over the next 3 years to secure internal and external resources for the completion of the procurement of the procurement process,£532,000 in 2008/09, £672,000 in 2009/10 and £772,000 in 2010/11;
  1. further joint working with Bedfordshire takes place including the consideration of their inclusion in the county council's OJEU notice for the procurement of a residual waste treatment facility;
  1. the County Council working with its Waste Collection Authority partners seeks ways to build on achieving its 50% recycling and composting target by 2012 and ensures that it exceeds the nationally set target in 2020;
  1. the Member Advisory Group, established to advise on formulation of the Outline Business Case, continues its work throughout the next stage, i.e. to submission of the Final Business Case.

The Panel considered a report which provided an overview of service property issues and a preliminary list of property priorities and desired projects, their characteristics and initial broad estimates of cost, where these were available.

In response to a question from a Member officers would confirm if the freehold of Hemel Hempstead Household Waste Recycling Centre in Eastman Waywas owned by the County Council.
Conclusion
The Panel recommended that the Performance and Resources Cabinet Panelapprove the current priorities of capital projects set out in the last section of Appendix A, together with the flexible approach to programme and project management set out in paragraph 6.3 of the report. / R Greenall

5. / ANALYSIS OF BEST VALUE PERFORMANCE INDICATORS RESULTS FOR 2007/08

The Panel received a report on Best Value Performance Indicators for the year 2007-08.
Members noted that HCC had performed well against indicators and had exceeded the overall target of 56% for the tonnage to landfill, achieving instead 54%. The amount of waste collected per head was less than projected, evidence of the success of waste minimisation and recycling campaigns.
In response to a request from a Member, officers would circulate data comparing HCC rates of waste per head to the rest of the country.
